5. Is the current cable path/conduit adequate for the additional cable needed for this installation?
*** Yes ***
6. Are rooms 117 and 224 identical? *** Yes ***
7. Do you have a reflective floor plan available for room 117 and 224? *** Yes, attached ***
8. 7.1.3 states a Top-Secret Clearance is needed. With the amount of government work going on, can you provide an escort if our “cleared” personal are scheduled elsewhere during the period of performance? We have done work on post in this manner in the past.
*** The need for TS-SCI clearance of contract personnel is needed to minimize the disruption of our on-going missions during our normal work hours of 0700-1530. If we have to provide an escort(s) for
Contractor personnel for the installation on each floor, this may force the installation outside of our normal work hours to avoid mission disruption. Additionally, the Contractor will be connecting IT devices to a JWICS network, for security risk mitigation the contract installer should have SCI-DCID 6/4 eligibility.
9. 7.1.4 Why is this needed? Is there classified information that we will need to store at our facility?
*** No classified information will be stored at the Contractor’s facility; however, we are asking for the credentials to cover any information “bleed-over” i.e. spoken or viewed during the installation. DD 254 should require TS FCL; No safeguarding ***
10. 7.1.9 Why is this needed? I do not see anything in the PWS that would require these credentials.
*** Although there is no specific requirement in this PWS for the CCIE certification, we wanted to ensure that the Contractor selected had the skills required of network engineers to plan, operate and troubleshoot complex, converged network infrastructures on a wide variety of Cisco equipment. ***
11. Will all transmitters and receivers be utilizing copper or Fiber? *** Fiber is the preferred connection for mitigation of TEMPEST/EMSEC risk ***
12. Does the Control Touch Panel need to be isolated with fiber also or is copper ok here? *** Fiber is the preferred connection; however, if copper is only option the minimize length of the copper runs.
Also the runs must be a shielded, twisted pair to mitigate EMSEC***
13. Do the room audio system need to be isolated with fiber also or is copper ok here? *** Fiber is the preferred connection however, if copper is only option the minimize length of the copper runs. Also the runs must be a shielded, twisted pair to mitigate EMSEC ***
14. Company must be within 25 miles of place of performance. Contractor is willing to provide a local support partner for ongoing support. We request that this requirement be remove.
*** According to the PWS, paragraph 7.1.2, it states that the Company have a “local support office” within 25 miles of our installation. We would be willing to change this to a 100 mile radius. The objective is to have a local support office capable of timely response (1 business day).***
15. Company must have certified Platinum Crestron Programmers. There are currently only 2 such programmers in the US outside the ranks of Crestron corporate. The Gold certification would add over 30 additional programmers. We requests that the Government change Platinum to Gold.
*** We will adjust this certification to Gold in the PWS***
16. Company must have Top Secret Cleared installation and project management. Contractor maintains a Top Secret facility clearance and has both secret and top secret installation personnel. We note that a DD254 was not provided and should be provided if this requirement is retained.
*** In conjunction with question #9 we will remove this requirement from the PWS***
17. Installation must be performed by an InfoComm Apex level certified company. There are 66 such companies in the US, each of which shows their continuing dedication to quality AV installations by securing and renewing that certification. It is not possible to secure an APEX certification with a promise -- only with proven, documentable actions.
*** Correct. Per the PWS, installation must be performed by an InfoComm Apex level certified company.***
