STATEMENT OF WORK

FOR

ADD/ALTER MULTI FACILITIES BASEWIDE

McGhee Tyson ANG Base, TN 15 June 2016

1. GENERAL

1.1. SCOPE: The contractor shall provide all management, tools, supplies, equipment and labor necessary to conduct various construction activities at several locations within McGhee Tyson Air National Guard Base (MTAB). Work shall comply with government and commercial standards.

1.2. LOCATION: Site of proposed work is at multiple facilities on McGhee Tyson Air National Guard Base (MTAB) and will be directed by Civil Engineering (CE).

1.3. SUBMITTALS: If required, the contractor shall submit the manufacturer’s products requested and wait for approval before purchasing material. The contractor will supply all equipment and material unless otherwise stated in scope of work. A list of all recovered materials and quantities must be submitted by the contractor following project completion. The contractor must submit a list of hazardous materials required for project completion, if any, to the Base Environmental Manager (EM) before project execution begins. All unused product, if any, must be removed from base upon project completion.

1.4. SITE VISITS: Contracting will schedule tour of site between 8:00 A.M. and 4 P.M Monday through Friday. Contact Lt Travis Vaughn at (865) 336-4228 for appointments.

1.5. COORDINATION: All work will require coordination with the Tennessee Air National Guard Civil Engineering. The contractor shall conduct their work in a manner that will not interfere with or stop the operations being conducted in and around the work area. Contractors are NOT to connect to the base water distribution system without prior approval from Civil Engineering. Once approval is received, the contractor must provide a functional backflow prevention device to ensure cross contamination is prevented.

1.6. STORAGE: The contractor is responsible for the safe and secure storage of all materials and equipment used in the performance of this project. A bed-down area will be provided, upon request, for equipment and materials onsite or in the adjacent parking areas.

1.7. SECURITY REQUIREMENTS: All employees must have a valid badge or visitors pass throughout operations unless a government escort is provided. Badges will be obtained through MTAB Security Forces. A 134th Air Refueling Wing Form #5 shall be completed by each applicant and submitted to the Contracting Officer’s Representative (COR) for approval prior to submittal to Security Forces for final approval & badging.

1.8. SAFETY AND HEALTH STANDARDS: The contractor shall initiate and maintain a program to comply with the provisions of the Occupational Safety and Health Standards Act concerning confined space entry requirements and the handling of potential hazardous substances.

All precautions must be made to ensure the safety of personnel and the protection of equipment, which will be strictly enforced especially in the area the work is being performed. In the event of a Hazardous Materials spill, Contractor must contact the Base Fire Department at (865) 336-3315 and the Base Environmental Manager at (865) 336-4256 immediately.

1.9. HOURS OF OPERATION: Generally, the contractor will be permitted to conduct his work from 7:00 a.m. to 4:30 p.m., Monday through Friday. Any work during non-regular hours shall be approved by the COR 48 hours in advance. Work that requires inspection during accomplishment or that prevents inspection of previous work after accomplishment during normal hours must be coordinated in advance with the COR.

1.10. PERFORMANCE: Submission of a bid by a contractor shall be accepted as evidence that they have read the work scope and have satisfied themselves as to the nature and location of the proposed work and all matters which can in any way affect the work or cost under this contract.

Any failure of the contractor to acquaint themselves with all available information from including physical survey of the site of the proposed work will not relieve them from performing all work to be done for a complete and acceptable job. Work shall be completed in compliance with all applicable local, state, and federal codes and regulations.

2. EXECUTION

The Contractor shall ensure that all of the following tasks are properly accomplished in strict compliance with this specification:

2.1. Bldg 90 - Base Exchange (Repair)

- Contractor shall demolish existing 30 Ton Direct Expansion Trane HVAC unit, Air

Handler, and degraded piping. All unused material shall be demolished and disposed of prior to installation of new equipment. Contractor shall then install a new 30 Ton Trane RAUC Condensing Unit (RAUC 20) and associated Air Handler Unit (AHU-1) or equivalent to include all required piping and insulation. See attached spec for details.

2.2. Heavy Duty Bollard Installation (Minor Construction)

- Contractor shall provide and install removable vehicle barriers (MaxiForce Heavy Duty

Bollards/Bases or equivalent) at various locations on base. Locations to be specified by COR upon contract award. The primary components of the Scope of Work include but are not limited to:

o Selected auguring in existing pavements.

o Installation of 32 Heavy Duty Traffic Control Bollards/Bases with concrete backfill. The diameter of the concrete filled bollard hole will not be less than 16 inches and not greater than 24 inches. The bollards will be placed not greater than 5 feet on center. The bollards shall be traffic safety yellow in color. The concrete shall be 3,000 psi with no admixtures.

o Installation of 32 additional Bollard Bases for storage next to the area of control.

These bases shall be placed immediately adjacent to each other, 12 inches on center in a 12 or 24 inch wide trench filled with concrete. Locations to be determined by COR.

o Because the intent is to provide temporary restrictions to various base streets and parking areas, the Civil Engineering Anti-Terrorism Representative will direct the priority of placement at the time of the pre-construction conference. Streets and parking area throats will require different numbers of bollards based on the width of the street or throat.

2.3. Bldg 134 - Head Quarters (Repair)

- Contractor shall demolish approximately 693 SF of existing carpeting, 152 LF of cove base, remove all adhesives, and prepare slab for new finish as shown on drawing AF-1.

Prepare all surfaces in accordance with manufacturer’s instruction to receive new materials. Material shall be Interface Walk-off mat, Entry level carpet tile, or equivalent.

All dimensions to be field verified by contractor. Color samples shall be provided prior to selection.

- Contractor shall provide and install approximately 115 LF of extruded aluminum fold-down edge guard with concealed gripper teeth, minimum 1-1/2" wide punched anchorage flange, and minimum 5/8" wide fold flange. Provide in hammered texture with anodized aluminum finish of color selected by COR

- Contractor shall provide and install approximately 152 LF of cove base to match existing.

Color shall be verified with COR during submittal process.

2.4. Bldg 207 – Club

- Contractor shall provide and install an iDeal aluminum Industrial privacy fence (See attached spec), or equivalent, surrounding the HVAC units behind Bldg 207 as shown on

AF-2. Total fencing length to include 8’ double swing gate is approximately 73 LF at 7’ high. Double swing gate location shall be determined by COR. Contractor shall field verify all measurements. (Minor Construction)

- Contractor shall perform minor grading and sod installation on approximately 2,970 SF of soil behind Bldg 207. Area shall be graded to smoothly conform to surrounding grades, no specific grade lines required. Sod shall be watered and rooting ensured. Area shown on AF-2. (Repair)

2.5. Bldg 240 – Supply (Repair)

- Contractor shall supply and install approximately 433 SF of carpet in Room 201A and

201B as shown on AF-3. Surrounding finishes must be repaired to match existing.

Additionally, Contractor to install approximately 109 LF of cove base to match existing.

Finishes shall be coordinated with COR. Contractor to field verify all measurements.

2.6. Bldg 262 - Vehicle Maintenance (Minor Construction)

- Contractor shall provide and install one CARMON TSR-P32 exhaust hose reel or equivalent, CTA-6 Hose with damper, and all associated ducting and electrical. New reel shall extend from existing exhaust ventilation system to North-West bay, shown below.

Ducting shall connect into existing ducting and shall be routed over crane. Exact location of reel shall be coordinated with COR. New duct and associated conduit, etc. shall be painted to match interior ceiling and wall colors to the extent possible. If an equivalent brand/model is utilized, Contractor is responsible for validating performance characteristics and integration requirements into existing system.

- Contractor shall excavate existing stone/soil and provide a Heavy Duty asphalt pavement in accordance with the detail shown within this SOW. Area shown below is approximately 2,276 SF as seen on AF-4. All dimensions to be field verified by contractor.

2.7. Bldg 402 - TEC Classroom (Repair)

- Contractor shall supply and install one Carrier 4 Ton Ductless Mini Split System HVAC unit or equivalent for existing server room. Available infrastructure includes an existing electrical panel inside the space to be utilized for power requirements. Facility Envelope includes existing 3 inch PVC sleeve below raised flooring that exits the building for the electrical cables, copper tubing, and condensate drain. Unit and installation to include:

- 4 ton outdoor and indoor unit.

- Factory specified copper line set (lineset length no more than 10 feet)

- 8 feet appropriately sized condensate drain to run from indoor unit to exterior of building

- Factory specified electrical "whip" from indoor unit to outdoor unit

- 7' of 2" line hide covering for interior flush mount to concrete wall

- Properly sized 220vac double pole breaker to fit breaker panel (approx. 40 amp dependent on manufacturer specs)

- Service disconnect for outdoor unit.

- 10' 1/2" or 3/4" water tight conduit w/ fittings for electrical connection of service disconnect and outdoor unit.

- Form and pour concrete pad for outdoor unit to be placed on in compliance with manufacturer recommended specs. Verify location with COR prior to forming.

2.8. Bldg 420 - Dining Facility / Medical

- Contractor shall provide and install one 1000 amp, 480 Vac, 60 hertz, 3 Phase, 4 wire automatic transfer switch (ATS) or equivalent. Contractor shall utilize the existing enclosure which is located in masonry for ATS installation. Equipment shall be installed per manufacturers recommendations and all O&M manuals turned over to the COR when complete. Contractor shall provide start-up and 30 minute building load test after installation. Minimum Transfer Switch warranty shall be Year 0-2: Parts, Labor and Travel; Year 3-5: Parts Only, Year 6-10: Main Contacts Only. (Repair) o Existing ATS is a 1000 AMP 277/480 VAC Onan Model#ONCU1000G Spec#3469G Serial#D930505354 3Ph 4Wire.

o Eaton, Cummins, Onan (or equivalent) ATS may be considered. The Contractor is responsible for modifying masonry enclosure to accommodate selected ATS.

- **Note: Contractor must coordinate power outages with COR to ensure critical equipment remains powered at all times unless otherwise authorized. Short outages will be authorized if coordinated in advance. If long outages are required, the Contractor must include provisions to temporarily provide power to critical equipment. Critical equipment includes food storage freezers and medical immunizations freezers.**

- Contractor shall enclose two open hallways on the 1st floor of Bldg 420 by constructing two interior walls and associated doors. Existing hallways are 4’ and 7’ wide, as shown on AF-5. Walls shall extend 6” above existing drop ceiling. Ceiling shall be repaired to accommodate the installation of new walls. One 1-hr fire rated, 3’ x 7’, wooden door/metal frame per wall shall be installed to provide access (2 doors total). Door finish shall match existing facility doors to the extent possible. Coordinate color selection with

COR. Doors shall have Ilco Unican 1000, or equivalent, 5 prong cypher locks that are compatible with Best cores on lobby side and panic bar on opposite side (i.e. two Cypher locks and two panic bars shall be provided). Walls shall consist of the following (Minor Constrcution):

o (1) layer 5/8" gyp. B”.

o 6" 20 ga metal studs @ 16" o.c.

o friction fit glass fiber sound attenuation Batt insulation o (1) layer 5/8" gyp. B”.

o All new walls and door frames must be painted using one coat of Kilz primer base, with a minimum of two finish coats of Glidden, Sherwin-Williams, Pittsburgh, or an equivalent.

o See attached Batt insulation specification.

- Contractor shall install one smoke detector within 10’ of each new door (two total). New detectors shall match existing Building detectors to the extent possible. Exact location to be specified onsite by COR. New detectors must be tied into existing fire alarm system.

Detectors should initiate general alarm upon detection. Contractor must use Simplex Grinnell to service the fire panel for warranty purposes. (Minor Construction)

2.9. Bldg 504 - UBM (Minor Construction)

- Contractor shall provide and install 50 LF of chain link fence with two 84” x 8’ Chainlink

Rolling Gate w/Barbwire. Total gate width is 20’ (opening 10’ each direction). New fencing and gate shall be bolted into existing concrete floor and extend to a height of 7’ with 3 strands of barb wire (approx. 1’) mounted vertically. Total fence height upon completion will be 8’. See attached detail at end of SOW. Sliding gate to include the following:

o 84” tall Chainlink Fabric with Barb / Knuckle Selvage and 2” Mesh Size o 132” tall, 3” diameter Gate Posts o 114” tall, 2 1/2” diameter line post o 132” tall, 3” diameter Latch Post o The opening width of the Rolling Gate is 8’ per gate, 16’ total o Gate frame is constructed with 1 5/8” pipe o Gate is braced with 1 5/8” diameter Horizontal Brace o 3 Strands of Barb Wire o Gate is secured with a Rolling Latch. Gate uses a rear wheel assembly on a 1 5/8” diameter track with a Line Track Bracket. Front of Gate is supported by a Front Double Wheel Assembly.

o Line post spacing is: 120” o Tie Wire Spacing is every 24” on Rails.

2.10. Bldg 1799 - Firing Range (Minor Construction)

- Contractor shall form and pour approximately 8,000 SF of 6” concrete to establish a permanent floor at the existing firing range as seen on AF-6. New concrete floor shall slope to 3 existing storm drains. Two existing storm drains are currently low and shall be raised by the contractor to ensure that new concrete maintains a 1% slope in all directions throughout to ensure proper drainage.

o All dimensions to be field verified by contractor.

o Before placing aggregate contractor shall treat subgrade with an effective herbicide to prevent growth of vegetation.

o Place and compact aggregate in conformance with TDOT Standard Specification

Sections 303.09 and 401.04 o Note #1: Mineral Aggregate, Type A Base, Grading D (TDOTSS Section 903.05) o Note #4: Type 1 Concrete – 4,000 psi Compressive Strength o The following detail shall be utilized when placing concrete.

2.11. Miscellaneous (Repair)

- Contractor shall demolish and dispose of blue container, concrete piping, telephone pole, conduit, etc. at south end of base. Contractors are encouraged to attend site visit to comprehend amount of the material to be removed and field verify measurements.

2.12. Dormitory Restrooms (Repair)

- Contractor shall provide and install white acrylic free-standing base or custom flat shower floor with support structure and 3” threshold, seamless white acrylic one-piece flat wall system (up to 7’), new shower drain with chrome shower grate, white acrylic double corner shelf (33 5/8”), and removal/disposal of current fiberglass unit and installation of mold resistant dry wall in 12 dormitory rooms. Repair locations to be specified by COR based on repair priority. System shall match Bath Fitter 34” x 34” Free Standing Shower / Custom Flat Shower Floor or equivalent.

2.13. Above Ground Storage Tanks (ASTs) Demolition (Repair)

- Several ASTs on base are closed and require demolition. These tanks are depicted in figures below. The tank IDs are 90100-1, 504-1, 504-2, 504-3, 510, 264, 128-5, 130-1, 130-2 and UNK-1. Below is a table with the tanks in question along with pertinent information.

- Demolition of above ground storage tanks (ASTs) shall include the following elements:

o Sampling the contents of each tank to determine proper handling and disposal procedures for residual materials.

o Residual fuels shall be recycled as used petroleum where applicable.

o The tank and all related appurtenances such as metal fittings, associated piping, pumps, surrounding bollards, and other appurtenances directly attached to the tank shall be removed. Bollard covers shall be turned over to the COR for reuse.

o Removal of electrical conduit/wiring/dedicated panels back to the feeding transformer is required.

o Tank pads shall be demolished and ground surface returned to surrounding conditions (grass/asphalt/concrete) to match existing grade.

o Pavements shall be constructed to match thickness of surrounding material.

o Where concrete is to be placed back to match existing surface construction, new concrete will be doweled in. Subgrade beneath pavements shall be appropriately prepared to 95% compaction of at least 6” gravel base prior to replacing pavement.

o Where the affected area is to be returned to grass, original grade shall be matched and fill dirt covered by a minimum of 3” of moderately compacted topsoil (max 85% compaction) covered in sod. Sod shall be watered and rooting ensured.

o Driving lanes shall be preserved through repaving according to the Light Duty asphalt detail provided at the end of this SOW.

- The weight of all demolition debris shall be accounted for through submitting copies of scale tickets. Recyclable commodities such as metal shall be recycled and copies of scale tickets provided to the COR in order to account for weight. Scale tickets for demolition debris taken to the landfill shall be provided. All ASTs listed are not known to have associated underground plumbing; however, if encountered, any associated piping will be purged of any fuel, fuel will be captured for recycling, and piping demolished back to serving equipment.

ABI #4 – Building 120 (Minor Construction):

- Contractor shall demolish existing canopy shown below and furnish/install an aluminum canopy, wall attached with post and beam supports extending from current canopy.

Approximate dimensions of new canopy are 15’W x 20’ L x 9’ H. Similar canopies on site were constructed by Anderson Aluminum. New canopy must include guttering and downspouts equivalent to adjacent canopy and meet all local structural codes to include wind and snow. Existing canopy shall have all 4 overhead lights replaced with new led light fixtures the equivalent of attached specifications. New canopy should include an additional 4 led overhead light fixtures. Wall mounted lights in area of new canopy shall be removed and area repaired to match surrounding. A normally-off exterior emergency egress fixture, equivalent of attached specifications, shall be installed to comply with current egress codes which shall be connected to the exit sign inside the door to receive constant power. Surrounding finishes must be repaired to match existing.

- Lightning protection shall be installed and tied into existing system. Install air terminals along the perimeter of the roof and attach as directed. The risers shall extend a minimum of 16" above the top of the roof. Provide horizontally run copper conductors between air terminals connected to risers extending to the grounding electrodes.

o Conform to the NFPA Code entitled "Lightning Protection Code" No. 78.

o The system shall bear the "Master Label".

o The installation shall confirm with OSHA requirements for impalement protection.

o The conductors shall be braided or stranded copper. The air terminals shall be bronze of minimum heights, and shall be attached to the roof or building wall parapet in a manner acceptable to the COTR. Contractor shall ensure that installation does not impact the roof warranty.

o Grounding electrodes shall consist of copperweld driven rods, 3/4" x 10'-0" length.

o All connections shall be made with the Burndy Hyground System.

o The facilities and components shall be manufactured by a lightning protection manufacturer regularly engaged in the fabrication of lightning protection products.

o All risers shall be concealed within the building construction. Provide schedule 40 PVC conduit where necessary to accommodate the risers.

o Looped from the air terminal risers extend a No. 4/0 AWG copper conductor underground to the main electrical power service grounding triad and connect thereto.

o Provide factory produced drawings illustrating the arrangement of the lightning protection including the location of air terminals, grounding electrodes, and routing of risers. Details shall be included as to the mounting and attachment methods.

o Initial testing shall be accomplished by the Contractor and the results provided to the Government for record.

2.14. DRAWINGS: The drawings show and the specifications describe the work intended, but the Contractor shall be solely responsible for taking his own measurements and installing the work to fit the conditions encountered everything necessary for a complete and satisfactory installation shall be furnished and installed by this Contractor performing work under this contract, whether or not specifically shown or specified. This is not intended to cover major items of equipment not shown or specified but is intended and will be interpreted to cover all miscellaneous parts, devices, accessories, controls, and appurtenances which are required by any applicable code, ordinance, regulation or law required to complete and place the system in satisfactory operation and required for a first class job which is complete in every respect.

2.15. DEVIATIONS: No deviations from the plans and specifications shall be made without the full knowledge and consent of the Base Contracting Officer. Should this Contractor find at any time during the progress of the work that, in his judgment, existing conditions made desirable a modification in requirements covering any item he shall report such items to the Base Contracting Officer for his decision and instructions. No changes shall be made until written request has been made by the Contractor to the Base Contracting Officer and written approval of said change has been given by the Base Contracting Officer.

2.16. OMISSIONS: The drawings and specifications shall both be considered as part of the contract. Any work or material shown in one and omitted in the other shall be furnished and performed as though shown in both to give a complete job approvable by the Base Contracting Officer. The awarding of the contract shall be construed to mean that this Contractor will install a complete and satisfactory system, furnishing all items of materials and labor to accomplish this result whether or not such items are particularly specified or shown on plans. Should any discrepancy or omission be discovered in the plans or specifications, such must be reported to the Base Contracting Officer immediately in order that any necessary addenda may be issued before the bids are received.

2.17. INTERPRETATION: The meaning and intent of the plans and specifications shall be subject to the interpretations of the Base Contracting Officer whose decision on all questions pertaining thereto shall be binding upon the Contractor.

2.18. PERMITS, LICENSES AND INSURANCE: The Contractor shall obtain and pay for all permits, licenses, fees, etc., required for his work.

2.19. GUARANTEE: The Contractor shall furnish a guarantee covering all labor and materials for a period of one year from date of acceptance of his work which shall include an agreement to repair replace and make good at his expense, any and all defects which may appear in his work or materials during that time, which in the judgment of the Base Contracting Officer arise from defective workmanship or imperfect or inferior materials.

3. CLEAN UP

3.1. Contractor will repair all surfaces that may have been damaged during work to acceptable conditions as determined by Civil Engineering. Prior to final acceptance, the

Contractor shall remove all waste materials and debris arising from construction and shall present all maintenance areas in a broom clean condition. Construction debris will be removed on a daily basis. Contractor will dispose of removed material and maintenance excess as determined by Civil Engineering.

• Universal J-box pattern on back or rigid conduit entry on top of housing for mounting flexibility electronics

• The charger system includes low voltage disconnect to prevent deep discharge of battery. AC lockout to prevent battery drain prior to the energizing of utility power, and brownout protection which will automatically switch unit into emergency mode if the utility power sags below 80% of nominal. Solid-state, fully automatic charging circuit is protected with a moisture resistant coating. All units are provided with Self-Test/Self Diagnostics.

• 120/277VAC dual voltage input, selectable input.

• Patron LED available in AC only, Emergency only, and AC with integral ni-cad battery operation may be switched on or off to operate as a mini wall light providing 700 lumens in AC mode. AC with integral ni-cad battery and emergency only will provide 500 lumens in emergency mode.

• self-diagnostic/self-test This feature provides automatic testing and continuous monitoring of the unit and indicates any faults via a dual-color LED lamp. The low-profile test button with easily visible status indicator is located beneath the lens.

This innovative circuitry monitors battery disconnection, charger failure, lamp failure and transformer fault every 5 seconds without discharging the battery or illuminating the lamps. It will automatically indicate lamp, battery, and charger status by dual-color LED lamp.

The LED lamp indicator shows the following status:

• Green - ON: Unit is ready.

• Blinking: Unit is self-testing.

• Red - Service Alert (see fault indications) Fault Indications: (Red LED lamp indicator)

• One blink ON/pause 4 seconds: Battery not connected.

• Two blinks ON/pause 4 seconds: Battery is shorted or battery voltage drops below the accepted value.

• Three blinks ON/pause 4 seconds: Charger board circuit fault.

• Four blinks ON/pause 4 seconds: Transformer fault.

• Five blinks ON/pause 4 seconds: Lamp fault.

The unit will automatically initiate a self-test as follows:

• One minute self-test each month.

• 30 minute self-test on the 6th month following installation.

• 90 minute self-test on the 12th month following installation.

Manual testing of the unit can be accomplished by pressing the test button as follows:

• Once - 1 minute test

• Twice - 5 minute test

• Three - 30 minute test

• Four - 90 minute test lamps

• 8-3W LED lamps provide 700 lumens in the AC mode and the same LEDs provide 500 initial lumens in the emergency mode. If one LED lamp fails, the remaining stay illuminated. Color temperature is 4500K and provides over 50,000 hours of life in normal usage.

battery

• AC with integral ni-cad battery and emergency units contain a 6V maintenance free sealed nickel cadmium battery with an expected service life of 8-12 years and an operating temperature of -4°F (-20°C) to 122°F (50°C). Units with a battery provide a minimum of 90 minutes emergency illumination. Units with a heater will operate in temperatures as low as -20°F (-29°C).
