REQUEST FOR INFORMATION

(RFI)

PROJECT TITLE: Construct Barrier at Main Gate RFI NO: 8

PROJECT NUMBER: YZEU152007

BASE: Will Roger's Air National Guard

DISTRIBUTION/ROUTING Date Initials Critical: Yes No Contractor to Contracting Contracting Received Date Req’d: ASAP Contracting to COR COR Received COR to A & E (if necessary) A & E Received A & E to COR COR Received COR to Contractor & Contracting 8/29/18 CEC

SUBJECT: Project Questions Drawing/Spec Ref:

Information Requested: 1. Drawing C-101 requires that the old traffic lights be removed and drawing C-201 requires a new mast arm be installed with new 3 station traffic lights for each barrier. C-201 shows the mast arm to be installed over the barriers with the traffic lights facing each direction. This contradicts the current UFC standard Division 34 Appendix A which requires the mast arm installed 10' behind each barrier.

2. Drawing E-003 states that the new traffic lights should be Red-Yellow-Yellow, which contradicts the Red-Yellow-Green standard found in the current UFC standard Division 34 Appendix A for final denial access control points.

3. The specification and drawings do not give a sequence of operation for the new traffic lights, also we do not believe the current control board in the Delta HPU is capable of controlling a 3 station traffic light.

4. None of the drawings show the signs and signal requirements listed in the current UFC standard.

5. Is it the intent of this project to comply with the current UFC standard (appendix A is attached for your reference)?

6. Can the controls in the HPU be modified to comply with the sequence of operation found in the attached?

Response: 1. The signal barrier lights are to be installed at the location shown on the drawings.

2. The signal light should be hybrid red/red/yellow as shown on attachment.

3. The operation sequence should be a flashing yellow during normal operations while traffic flow is allowed over deactivated barrier. Upon activation of the barrer control system the yellow light will go off, and the red lights will come on to alternate flashing.

4. and 5. The project was designed using "UFC 4-022-01 Entry Control Facilities Access Control Points" to the extent possible. We are aware that not all UFC requirements are being met. The project is to be constructed as designed.

6. The intent is to replace the existing signal lights on the side with the new signal lights overhead. We do not see where anything being installed would require additional controls at the HPU.
