About this file

This document contains questions and answers regarding a solicitation for case management and care coordination services. The Kansas Army National Guard requires non-clinical case management to assess soldier medical readiness, including administrative tasks to execute medical readiness directives and goals. The services do not require medical credentials but background in nursing, medicine, or social work would be valuable. Incumbent contractors providing similar services include Cherokee Nation and New Horizon. Offerors must demonstrate three corporate experiences with a minimum $700,000 per project. Key personnel resumes are required for evaluation. The base period of performance is one year with potential for extension.

CASE MANAGEMENT AND CARE COORDINATION

CONTRACTOR QUESTIONS AND GOVERNMENT RESPONSES

SOLICITATION NO.: W912JC22R0006

1. Does the Alabama National Guard (ALNG) have a fax number? We are required to provide one in the cover letter for Volume II of RFP W912JC22R0006 (Section L, 3.2.d.1.ii; page 56), but it does not appear anywhere in the RFP or SAM documentation.

a. Answer: The fax number for the offeror is needed.

2. Is there an incumbent contractor or is this a new requirement?

a. Answer: Yes, Similar services are being performed by Cherokee Nation and New Horizon.

3. If there is an incumbent contractor, would KSARNG provide the contractor’s name, contract #, and contract dollar amount?

a. Answer: Contract number and value requires a Freedom of Information Act (FOIA) Request.

4. As one of the evaluation criteria is price (LPTA). Has the government identified an Occupation

Code and Title from the Wage Determination? If so, please identify the Occupation Code(s)/Title(s).

a. Answer: See section “H” of the solicitation.

5. What is the NAICS?

a. Answer: See the “Classification” section of the Beta.SAM posting of the solicitation.

6. Section M - Evaluation Factors for Award

VOLUME 1 – FACTOR 1: CORPORATE EXPERIENCE

The solicitation documents states “a maximum of three (3) contracts (projects) performed will be evaluated.” (p. 60), but also a “minimum of 3 case management projects” for an acceptable rating

(p. 61). - Does the government accept a submittal of two relevant past performance examples?

a. Answer: A maximum of three (3) projects is required. An amendment will be issued. No, two past performance examples would not be acceptable.

7. VOLUME 1 – FACTOR 2: KEY PERSONNEL

Instead of classifying all positions as Key Personnel for which submittals of resumes are required, would the government find it acceptable to consider only the Program Manager as Key Personnel?

a. Answer: No.

8. The solicitation only requires a one-year base period without any mention of option years. Can the Government provide its intent to either re-compete the requirement next year or if it intends to incorporate option years into the contract and if so, how many?

9. The Government identified the DOL Occupation Codes for the Lead Case Manager and the Case

Manager labor categories. Can the Government provide the DOL Occupation Code for the Care Coordinator?

a. Answer: This is an SCA covered contract. See section “H” of the solicitation.

10. Can the Government provide each incumbent contract employee’s total tenure on the contract to ensure industry properly accounts for benefits in pricing volume as required by the Service Contract Act (SCA)?

11. Volume 1, Technical Proposal is limited to a maximum of 10 pages. Volume 1, TAB A requires three (3) corporate experiences and TAB B requires a resume for each of the ten (10) key personnel. The volume also requires teammate letters of commitment. With each of these requirements ranging from 1-2 pages, the requirement of 14 – 28 pages inherently exceeds the ten

(10) page limitation. Additionally, this does not allow for any technical narrative for submission.

a. Answer: Teaming letters are not required unless the corporate experience of the teaming partner is being used. An amendment will be issued increasing the maximum page count to 20 pages.

12. Are the cover page and table of contents included as part of the 10 page limitation for Volume 1, Technical Proposal?

a. Answer: No, the table of contents and cover page is not included in the page count. An amendment will be issued increasing the maximum page count to 20 pages.

13. Would KSARNG confirm if the 10 page limit for Volume One Technical is primarily for Tab A

Corporate Experience and does not apply to the cover page, Table of Contents, Intent, and Tab B Key Personnel resumes?

a. Answer: The table of contents and cover page is not included in the page count.

Key personnel is included. An amendment will be issued increasing the maximum page count to 20 pages.

14. Will the Government exclude the corporate experiences, resumes, and letters of commitment from the official page count?

15. Section L – Instructions to Offerors, please clarify if resume submissions for all KP are excluded from the Technical Proposal 10pg max requirement.

a. Answer: Yes, resumes are included. An amendment will be issued increasing the maximum page count to 20 pages.

16. Government regulations requires industry to provide all current SCA contract employees the first right of refusal in accordance with Presidential Executive Order on Non displacement of Qualified Workers Under Service Contracts, November 18.2021.

Considering both that industry will not be able to determine current contract employee acceptance and the potential recruiting challenges over the holidays, will the Government eliminate the requirement to submit resumes for 100% of contract positions?

17. Does the Government expect the offeror to include an amount for Non-Work Site Travel Expense in CLIN 0004 (cost reimbursable)? If yes, is there a “plug” number the Government wants us to use considering PWS Section 1.12 Contractor Travel, does not define the precise requirements and states “If determined to be within the scope of the contract the Contracting Officer will provide a 30 calendar-day notice to the contractor with full description of the need and request a proposal. The Contracting Officer will negotiate a modification to the contract to provide this in-scope work effort.”

a. Answer: An amendment will be issued to include a Not to Exceed travel amount.

18. Wanted clarification on the 700K minimum requirement. Can this be a combination of experience and contract performance?

19. Would the government please reconsider requiring offerors to provide three projects at $700,000 minimum for per project to be deemed acceptable? This is an 8(a) procurement with an anticipated magnitude lower than this evaluation criteria.

20. In regard to Weekend Performance of Services as outlined in 1.14.4.1, will this require overtime work? What is the standard labor mix required to support this requirement?

a. If this is required we will issue a modification to the contract. An amendment will be issued with this language.

21. Would KSARNG provide the annual hours per position such as 1,912 or 2,080?

a. Answer: These are full-time positions.

22. In consideration of Contractor Travel as outlined in 1.12, will this require overtime work? If so, what is the standard labor mix required to support this requirement?

a. Answer: Travel cost will be covered under the travel CLIN and the work is expected to take place during normal work hours.

23. PWS 1.4.4.1 – Weekend Performance of Services, please clarify and/or provide historical data on who or how many are required to conduct Periodic Health Assessments scheduled on weekends.

Is one staff member required, two, at minimum one CM and one CC, etc.?

b. Answer: See answer to question 20.

24. PWS 1.8 – Post Award/Periodic Meetings, is virtual attendance allowed for contractors or is it required to be in-person?

c. Answer: Will be addressed post award.

25. Please advise if an overtime CLIN will be added or if pricing for overtime should be included in each applicable CLIN to incorporate applicable hours for weekend/travel work as required (based on responses to questions 4 and 5 above).

a. Answer: See answer to questions 22 and 23.
