The purpose of this amendment is to provide answers to questions that have been asked, and to update the wage determination:

1. Incorporate the following questions/answers into the solicitation:

QUESTION 1: Roof plans indicate fully adhered EPDM, on Backer Board, on 2 layers 1.5” R7.5 insulation, on Backer Board, on metal deck. Details do NOT indicate the Backer Board on the metal deck, although it is required for a Class A roof if the insulation is to be extruded polystyrene insulation. Please confirm the note on the roof plan is correct?

ANSWER 1: The roof plan notes are correct. A backer board should be installed to in the metal roof deck.

QUESTION 2: Is it acceptable to quote 2 layers 1.5” R8.6 POLYISOCYANURATE insulation in lieu of extruded insulation and thus eliminate the need for backer board above or below the insulation and still maintaining a Class A roof assembly?

ANSWER 2: Contractor’s will bid with extruded insulation and the layer of backer board included on the metal deck.

QUESTION 3: Regarding the bid bond for the Roof Repair, Bldg 6900, can you please specify the amount of the bid bond required?

ANSWER 3: In accordance with FAR 52.228-1, the bid guarantee shall be 20% of the bid price or $150,000, whichever is less.

QUESTION 4: Please provide the specific bid forms for the solicitation.

ANSWER 4: A successful bid package shall include: a completed SF 1442 (blocks 19 and 20 executed), a completed bid schedule (schedule B of the solicitation), registration in both SAM and ORCA websites, and a properly executed bid guarantee with a federally approved surety bonds company.

QUESTION 5: Have cores been taken of the existing roof?

ANSWER 5: During the site visit conducted 12 Sep 2017, a contractor took a core sample for the audience to see, and promptly repaired the roof. It is believed that this core revealed 5 ½” of insulation material to be removed from the roof, which is supported by the drawings.

However, this information cannot be verified for accuracy, and no other cores can be taken at this time due to weather.

QUESTION 6: Is Versico an acceptable substitute to the roofing material specified in the solicitation?

ANSWER 6: After review, yes, Versico is determined to be an acceptable substitute subject to paragraph a of the the Clause at FAR 52.236-5: Materials and Workmanship and all other terms and conditions in this solciatation. See attached brochure for further information on product.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.

Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)

and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:

Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:

Wage and Hour Administrator

U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.

3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:

Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

4.) All decisions by the Administrative Review Board are final.

Precautions

1. Sunglasses that filter out ultraviolet light are strongly recommended as the white surface intensifies sunlight through reflection.

2. White surfaces reflect heat and may become slippery due to frost and ice build-up. Exercise extreme caution during cold conditions to prevent falls.

3. Care must be exercised when working close to a roof edge when surrounding area is snow covered as roof edge may not be clearly visible.

4. Use proper stacking procedures to ensure sufficient stability of the materials.

5. Exercise caution when walking on wet membrane.

Membranes are slippery when wet.

6. Membranes with QAT should not be exposed to prolonged jobsite storage temperatures in excess of 90ºF (32ºC), otherwise the shelf life of the QAT may be affected.

7. When VersiGard EPDM White Membrane with QAT is used, shade the tape end of the rolls until ready to use in warm, sunny weather.

Versico’s Systems Design & Review Department, ensures every Versico roof will provide the protection and value it is designed to deliver. Depending on the membrane and application, a Versico

Roofi ng System can be warranted for up to 30 years when installed by a Versico Authorized Roofi ng

Contractor. After the warranty is issued, Versico’s

Warranty Services Department is a phone call away to provide customer satisfaction throughout the life of the roof.

VersiGard Black non-reinforced EPDM membranes are available in 45-mil, 60-mil and 90-mil thicknesses.

Membrane widths up to 50' and lengths to 200' afford less rooftop seaming for large projects. Custom sizes may also be requested.

VersiGard (Black) reinforced membranes, in 45-, 60- and 75-mil thicknesses, are manufactured with a polyester reinforcement completely encapsulated between two plies of EPDM. Specially developed for Versico’s Mechanically Attached Systems, Metal Retrofi t and Fully Adhered Systems, the membrane offers superior fatigue and puncture resistance.

VersiGard (White) non-reinforced membrane, in 60-mil and 90-mil thicknesses is available in 10' widths and 50' and 100' lengths, which helps to reduce seams and minimize installation costs. It has UL Class A, B and Universal Slope ratings available over most deck types. It also meets ENERGY STAR® guidelines and is environmentally friendly.

GARD

ROOFING SYSTEMS

BALLASTED

Ballasted designs combine a loose-laid insulation and membrane and the use of ballast or pavers as securement.

FULLY ADHERED

Fully Adhered Systems require mechanical or adhesive attachment of the insulation and bonding of the membrane to the insulation.

MECHANICALLY

ATTACHED

Mechanically Attached Systems require mechanical attachment of the insulation to the deck and mechanical attachment of the membrane within the seam area.

WARRANTY OPTIONS FOR VERSIGARD ROOFING SYSTEMS

• Up to 30-year No Dollar Limit Total Roofi ng System Warranties are available. Standard wind speed coverage is 55 mph.

Additional wind speed warranties are available.

• A warranted system is installed by an authorized Versico roofi ng contractor. Once completed, a warranted system is inspected by a trained Versico Field Service Representative to ensure conformance with Versico specifi cations.

Note: For technical specifi cations, consult individual system sell sheets or technical data bulletins.

VersiGard with Quick-Applied Tape (QAT) seam technology is available on both black and white EPDM membranes. Applied in a factory setting, QAT saves up to 75% in labor costs and provides higher-strength, more uniform seams.

VersiWeld Roofi ng Systems incorporate 45-mil, 60-mil, or 80-mil Thermoplastic Polyolefi n (TPO) membrane.

Versico’s VersiWeld membrane is comprised of three layers —a TPO polymer base, a strong, polyester-reinforced fabric center (scrim) and a tough, thermoplastic polyolefi n compounded top ply. Because the top ply is the most vital membrane component for long-term weathering characteristics, Versico manufactures its membranes with an industry-leading thicker and smoother top ply over scrim. The relatively smooth surface produces a total surface fusion weld that creates a consistent, watertight and monolithic roof assembly.

VersiFleece® TPO membrane incorporates VersiWeld TPO membrane laminated to a non-woven fl eece backing.

It is available with standard fl eece in 100-, 115- and 135-mil total thicknesses and with Asphalt-Compatible(AC) fl eece in 120-, 135- and 155-mil total thicknesses.

Standard VersiFleece TPO can be adhered using DASH™ or AquaBase 120 adhesive and VersiFleece AC can be adhered using hot asphalt or Versico’s Cold-Applied Adhesive.

ROOFING SYSTEMS

VersiWeld QA (Quick-Applied) TPO offers a factory-applied adhesive formulation that provides superior adhesion, preventing membrane expansion. VersiWeld QA TPO combines the energy efficiency and durable characteristics that VersiWeld TPO consistently provides with the easiest, quickest and most consistent TPO installation in the industry.

WELD

FULLY ADHERED

VersiWeld Fully Adhered Roofi ng Systems begin with insulation mechanically attached or adhered to the roof deck. The membrane and substrate are then coated with bonding adhesive. Then the membrane is rolled into place and seams are hot-air welded.

MECHANICALLY

ATTACHED

VersiWeld Mechanically Attached Roofi ng Systems start with insulation fastened to the substrate. VersiWeld membrane is then fastened through the insulation with fasteners and plates. (Consult the Versico Fasteners & Plates Sell Sheet.)

Adjoining membrane sheets are then overlapped and hot-air welded.

All VersiWeld TPO membranes feature OctaGuard XT, a time-tested weathering package that is comprised of eight performance-enhancing ingredients with three heat-stabilizing antioxidants and three UV absorbers that help protect Versico’s TPO membranes and dramatically improve their ability to resist deterioration due to the effects of weather.

WARRANTY OPTIONS FOR VERSIWELD & VERSIFLEX SYSTEMS

• Up to 30-year No Dollar Limit Total Roofi ng System Warranties are available. Standard wind speed coverage is 55 mph.

Additional wind speed warranties are available.

• A warranted system must be installed by an authorized Versico roofi ng contractor.

• Once completed, a warranted system is inspected by a trained Versico Field Service Representative to ensure conformance with Versico specifi cations.

Note: For technical specifi cations, consult individual system sell sheets or technical data bulletins.

VersiFlex Roofing Systems incorporate 50-mil, 60-mil or 80-mil Polyvinyl Chloride (PVC) membranes.

Versico’s VersiFlex Membrane is comprised of three layers—a PVC polymer bottom ply; a strong, reinforced fabric center (scrim) and a tough, thermoplastic PVC-compounded top ply. VersiFlex is specifi cally designed for long-term performance and is produced with the strictest quality control measures providing end users and owners the most consistent and reliable PVC product on the market today.

VersiFleece PVC membrane incorporates White VersiFlex PVC membrane laminated to a standard 5.5-oz non-woven fl eece. VersiFleece PVC is available in 115- and 135-mil total thicknesses, providing long-term protection from the elements.

CONTRACTOR PROGRAMS

Versico’s Contractor Training Workshop is a two-day training course designed for contractors who have applied to become Authorized Versico Contractors. Training sessions are also benefi cial for approved contractors who wish to have additional employees trained.

The workshop offers education to roofi ng contractor personnel on Versico’s products and roofi ng systems.

Seminars provide a balanced approach to training, using both classroom activities along with ample opportunities for hands-on practice, and cover the installation of EPDM and heat-weldable systems.

A quality product installed by a reliable Authorized Contractor is the key to any successful single-ply roofi ng system. Versico prides itself on being able to offer both.

Versico will continue to recognize, on an annual basis, those contractors who consistently provide exceptional service and installations by presenting them with the Versico Gold Medal Quality Award. A Versico Gold Medal Quality Contractor must meet the highest standards including quality, consistency and proven performance.
