DEPARTMENT OF THE AIR FORCE

HEADQUARTERS, 187TH FIGHTER WING (ANG)

MONTGOMERY, ALABAMA 36108-4824

21 March 2017

MEMORANDUM FOR RECORD

SUBJECT: QUESTIONS, SITE VISIT, W912JA-17-T-0032

DATE: 16 March 2017

The following are questions and answers that were presented during the 16 March 2017 site visit. I have also included emailed questions (deleting comments). Per the Engineers some of the questions were duplicate and were answered only once.

1. Q: How much notice to needed to coordinate movement of aircraft?

A: 1 day

2. Q: Are there current certification on buildings 1201 and 1203 and if so can a copy be provided?

A: There are no certifications for these buildings. The roof on building 1203 has air vents that need terminals in order to be certified.

B: The contractor will install roof mounted lightning protection air terminals, conducting loops, SPDs, ground rods and grounding loops as necessary to bring the system to be in accordance with the most current NFPA 780 as well as part 3.1, J and K of the attached specification 13100.

3. Q: Will LPI or UL be required for the 3rd party inspection.

A: Either will meet the requirements, provided the certification states that the lightning protection system meets NFPA 780 standards.

4. Q: Will surge protection be for entire building or just part?

A: Surge protection devices will be for the entire building, in accordance with NFPA 780 standards.

5. Q: Is there a ground mat/ground ring around each building?

A: Building 1203 has a counterpoise, as shown on sheet E4.1 on the electrical plans provided.

B: Building 1201 only has three #4/0 bare copper ground conductors, as shown on sheets E102 and E2.1 in the plans provided.

C: There is no known counterpoise for the aircraft shelters or building 1403.

D: If additional grounding is needed to bring the lightning protection at any facility in this project into compliance with NFPA 780, it is included in this project.

6. Q: Since building 1201 and 1203 have surge protectors will they need to be re-certified?

A: Neither building has been certified. All facilities in this contract require certification.

7. Q: If contractor cannot verify counterpoise, ground mat or grounding ring will a limited scope certification be acceptable?

A: See question 5 answers for counterpoise.

B: This project requires complete compliance with NFPA 780 and requires full certification for each facility.

8. Q: Will we provide single line electrical drawings for each building?

A: Electrical drawings for renovations to building 1201 are provided. Original drawings for building 1203 are provided. Original drawings for building 1403 are provided.

9. Q: Do the aircraft shelters already have a surge protection device on the panel?

A: No.

1) Q: Bldg 1201 and 1203_ Per our site visit, these Bldgs appear to have lighting arrestors on the rooftop AND SPDs already installed. Is there any work to be done here?

A:

a) Certifications are needed for these buildings.

b) The roof on building 1203 has air vents that need terminals.

c) The contractor will install roof mounted lightning protection air terminals, conducting loops, SPDs, ground rods and grounding loops as necessary to bring the system to be in accordance with the most current NFPA 780 as well as part 3.1, J and K of the attached specification 13100.

2) Q: Bldg 1201 and 1203_ If you are satisfied with the lightning arrestors and SPDs already in place, do you want the system re-certified?

A:

a) Both systems require recertification.

3) Q: AC Shelters_ What is the intended grounding path from the rooftop mounted lightning arrestors and the earth. Since the location is fully concreted, our options are limited.

A:

a) The shelters have existing grounds.

b) If additional grounding is required to bring the project into compliance with NFPA 780, then it will need to be done in this project.

4) Q: AC Shelters_ Is there an existing counterpoise in place to attach the rooftop lightning arrestors onto? If not, are we to install one?

A:

a) There is no known counterpoise in place at the shelters. If a counterpoise is required to bring the project into compliance with NFPA 780, then it will need to be installed in this project.

5) Q: AC Shelters_ Since the Main Panel feeding the AC Shelters is Stainless Steel, will the SPD housing be required to be Stainless Steel also? Or will we be required to install it in a Stainless-Steel Enclosure?

A:

a) Either is acceptable, provided it is in compliance with NFPA 780.

6) Q: Bldg 1403_ Is there an existing counterpoise in place to attach the rooftop lightning arrestors onto? If not, are we to install one?

A:

a) There is no known counterpoise in place at bldg. 1403. If a counterpoise is required to bring the project into compliance with NFPA 780, then it will need to be installed in this project.

7) Q: All Areas _ if we are to install a counterpoise around any given area or building, please provide more details (wire size, trench depth, ground rods, etc.)

A:

a) If a counterpoise is required for compliance with NFPA 780, then the contractor will provide the design and installation of the counterpoise.

8) Q: All Areas_ Where SPDs are to be installed, please provide more details on what type of SPD and what panels are to receive SPDs (Panel name, amperage, voltage, location, etc.)

A:

a) SPDs are to be installed on panels to achieve certification in accordance with NFPA 780.

9) Q: We are coming up on the spring rains. How many “weather days” will be permitted?

A:

a) Weather days will not be considered. The project MUST be completed on May 12, 2017.

10) Q: Will this project require Davis-Bacon wages, or similar? If YES, please provide applicable wage scale.

A: SCA Wage Determination No 2015-4607, Rev 1 Dated 1/31/2017 image1.png image10.png
