Q7: Note 6 on Drawings sheet A9 calls out to upgrade the existing glazing to explosion proof to match the adjacent. Please advise as to the size and protection level of windows being replaced as well as what exterior finishes are that will be need to be repaired after demo.

A7: The adjacent windows were installed in 2016 under ABC Construction. The subcontractor was Lake City Glass, Calvin Meece, 608.209.6492. The requirement is UFC 4-010-0. Approximate window size is 2’ x 4.’ Must be verified by the contractor an built for the opening.

a. Applicable explosive weight II shall be used for the basis of window glazing, frame, and bite calculations. The applicable level of protection is “Low”. Design all glazing, framing and bites using EITHER dynamic analysis, testing, or the ASTM F2248 design approach as described in the paragraphs below. It should be noted that use of ASTM F2248 results in a medium level of protection, which is higher level of protection than that required. Use strength design with load factors of 1.0 and strength reduction factors of 1.0 for all methods of analysis referenced herein for flexure and use typical strength reduction factors for other modes of failure.

b. Dynamic Analysis – Any of the glazing, framing members, connections, and supporting structural elements may be designed using dynamic analysis to prove the window will provide performance equivalent to or better than the applicable level of protection of “Low”. Dynamic analysis guidance is presented in PDC TR 10-02. Access to the U.S. Army Corps of Engineers Protective Design Center (PDC) (https://pdc.usace.army.mil/) and SBEDS_W (restricted area) will be provided to the awarded contractor for conducting design calculations if so desired. SBEDS_W is an Excel software program designed by the USACE that will be required to be downloaded and installed on a computer to conduct the calculations. The design loading for dynamic analyses will be the appropriate pressures and impulses from the applicable explosive weights at the actual standoff distances at which the windows are sited.

c. Perform all work necessary to finish the interior of each window (gypsum returns). This work includes a level 4 finish on the 5/8” gypsum board as well as priming and painting the 5/8” gypsum board. The paint shall be “ProKote” Latex interior Eggshell Enamel Hallman Lindsey – or equal with fine texture. The color shall be “Ice Cream”, formula C- 40, L-40, Base 284.

d. Perform all work necessary to provide the effective thermal and moisture protection required as well as a finished look on the exterior of each window. This work includes patching the demolished EIFS system. The texture and color of the EIFS patching shall match the existing to a reasonable extent. The intent is not to obtain a perfect match. However, the Government does expect the patching to match the existing within reason.

Q8: Is there an active warranty for the roof of Building 500? If so, please provide us with the name of the roofing contractor that we will have to use.

A8: According to our records it is an EPDM roof that was installed in 1999. It does not appear to be any longer under warranty.

Q9: The bid documents state that bids are due by 1:00 PM on February 28th. To attend the bid opening, per Q & A Answer A3, we were to meet in the visitor parking lot no later than 8:50 AM (which we assume will now be 12:50 PM) on the 28th. Will we be required to turn the bids in at Building 500 before meeting outside of the gate or will bids brought to the parking lot with those meeting for the bid opening be marked as having been received on time?

A9: Q&A answer 3 was answered prior to the bid opening date changing. Detailed instructions for bid opening are posted. Bids will be turned in at the bid opening in building 500, room 129.
