About this file

This document contains responses to vendor questions regarding solicitation number W912HY-20-R-0024 for hydrographic survey equipment. The U.S. Army Corps of Engineers, Galveston District is seeking competitive quotations for hardware line items including a WaveMaster II IP68 rack mounted PCS unit or newer version for vessels over 30 feet in length, and a Small Form Factor PCS unit for vessels under 30 feet. For vessels equal to 30 feet in length, a Small Form Factor PCS unit should be used. The solicitation also requires an R2Sonic 2024 multibeam echo sounder system with integrated IMU per the approved justification and approval, though the IMU should not actually be integrated according to amendments. Installation costs for optional multibeam replacements ordered at time of award would be covered in the original installation cost. A vessel offset survey requiring certification by a registered professional land surveyor is also required.

W912HY-20-R-0024 Vendor Inquiry Responses

1. Contractor Question/Clarification #1

Document titled “Item Specifications & Equipment Delivery Information”, Section 7, Paragraph A, Item b states: “WaveMaster II IP68 or newer version. Rack mounted PCS units on vessels over 30’ and Small Form Factor PCS units for vessels under 30’”. However, the solicitation does not disclose what PCS version should be used on vessels equal to 30’, like the “PA4 Replacement”, “NO1 Replacement”, and “CC01 Replacement.”

>> Please clarify which PCS version should be used on the vessels equal to 30’ in length.

For vessels equal to 30’ please use the Small Form Factor PCS units.

2. Contractor Question/Clarification #2

Document titled “Item Specifications & Equipment Delivery Information”, Section 7, paragraph

C, states “…a high resolution multibeam echo sounder system with integrated IMU…” The integrated IMU offered by R2Sonic is an OEM Applanix POS MV5 built inside the R2Sonic topside box. Providing an R2Sonic 2024 with integrated IMU would provide two Applanix POS MV5 systems per vessel if the optional equipment is executed.

>> If the government exercises the Optional Multibeam Replacement, is it the government’s intent to purchase the integrated IMU in addition to or in place of the “Applanix POS MV5 and

IMU” listed under Line Item No 1 for each vessel?

The government will not purchase the IN2S enabled R2Sonic 2024. The Applanix POS MV 5 will be the sole motion system on all vessels under this contact.

3. The RFP specifically says "TBD Multibeam Sonar System" and "TBD MB and SSS Transducer", which indicates that the system choice is open. Yet accompanied with it is sole source justification for name brand R2Sonic.

Clarification:

“TBD Multibeam System” should read R2 Sonic 2024, due to the approved J&A. The R2 Sonic is a completely separate option and requirement that will be exercised if/when the government decides to replace their current systems.

When the government states “TBD MB and SSS Transducer” this is in reference to the transducer type that combines multibeam and sidescan data into one system.

Please refer to Other Required Equipment part A of the Item Specifications & Equipment Delivery Information document to better understand that requirement.

4. Why is the government requesting the R2Sonic 2024 multibeam sonar system?

Please refer to the justification and approval that accompanies the combined synopsis/solicitation.

5. Does the Vessel Offset need to be Signed off on by an RPLS ?

YES

6. I see on the Multibeam Options for each vessel you are asking for installation costs and training.

If they are ordered and installed later than all the equipment I can see us adding in installation costs etc however if they are being installed at the same time as the Single beam, Applanix etc then the install costs would be part of the original turnkey vessel installation. Please clarify ?

If the multibeam option is exercised at time of award, the Government would expect that the installations costs would be covered in with the original installation cost and would not be a separate charge. However, each line Item should be priced as a part of your proposal submission.

7. The spec for the R2 Sonic states it should have an integrated IMU – If you add this option there is already a POS MV onboard. Would you remove the stand alone POS MV and add the MB w/ integrated IMU ?

The IMU should NOT be integrated. Please see revised specifications in Amendment 1.
