About this file

This justification and approval document outlines plans by the U.S. Army Corps of Engineers Galveston District to procure Teledyne E20 echosounder systems through a small business set-aside contract awarded on a firm-fixed-price basis. The district requires new hydrographic survey equipment to upgrade aging systems and meet industry standards, citing needs for increased accuracy, productivity, and support for offshore projects. Funding will come from construction and operations and maintenance budgets totaling $2.1 million, with $1.7 million allocated to this procurement of Teledyne E20 systems and compatible transducers for standardization across the district. Market research showed the Teledyne equipment to meet requirements for portability, durability, and data collection capabilities while offering familiar technology and minimal training needs.

JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

1. CONTRACTING AGENCY: U.S. Army Engineer District, Galveston, Contracting Division 2000 Fort Point Road, Galveston Texas 77550

2. DESCRIPTION OF ACTION: In an effort to meet industry standards, maintain productivity, support offshore projects, and increase the level of accuracy of our hydrographic surveys, the Survey Section needs to upgrade the hydrographic survey equipment across Galveston District.

A new fixed price competitive RPF contract will be issued for FAR 12 Commercial Items. The extent of the sources sought request went out as and and The purpose of the sources sought announcement was to gain knowledge of interested, capable, and all qualified small businesses including but not limited to Small Business, 8(a) Small Business Development Program, Service Disabled Veteran Owned Small Business, and Hubzone firms. The North American Industry Classification System (NAICS) Code 541370; Size Standard $2 million.

3. DESCRIPTION OF PRODUCT, SUPPLIES, & SERVICES:

Funding for the contract will be provided through a combination of Construction General and O&M navigation project funds. Our total GPS budget for FY20 will be 2.1 million. This specific cabinet action will look to utilize 1.7 million of the overall budget. The bulk purchase of the Teledyne E20 Echosounder systems will be $125,000 of the total $1.7 million cabinet.

The specific brand name system being requested is:

Echosounder Teledyne E20 Off the shelf purchase with minimal lead time.

The base requirements are a portable, shock proof, water resistant, compact, and robust echosounder with an operating frequency between 10 250kHz per channel with a max ping rate of at least 50 pings/s. Must be compatible with a broad range of transducers. Desired accuracy ranges are 1cm +/ 0.1% of depth at 200kHz 10cm +/ 0.1% of depth at 33kHz.

The Echotrac E20 is a compact system that allows for fast mobilization, minimal installation effort, and flexibility in sonar frequency capabilities to support all types of projects. It is compatible with existing systems and a broad range of transducers with straightforward transducer interfacing. The system produces precise and reliable survey data for shorter data processing time and increased efficiency. Surveys vessels are already set up to accept this equipment and survey crews are familiar with similar systems from Teledyne so minimal training will be required.

4. AUTHORITY CITED: 10 U.S.C.2304(c)(1) as implemented by FAR 6.302 1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

5. DEMONSTRATION OF PROPOSED UNIQUE QUALIFICATIONS:

a) BACKGROUND: The Hydrographic Survey Section performs hydrographic surveys of the harbors and waterways throughout the Galveston District. These surveys are performed to assess the general conditions of the federal channels for safe navigation through the harbor and for payment on maintenance dredging for the Galveston multibillion dollar channel maintenance and deepening programs. If the depths are not accurately recorded the dredge volumes are incorrect leading to over or underpaying contractors and soft groundings from deep draft vessels that could result in marine accidents.

b) JUSTIFICATION: The current echosounders systems are between 5 17 years old and are mismatched (Echotrac MKIII, CV200, and Ross 875) and have not been tested to verify system integrity. They are well past their expected life span and have been experiencing failures which impacts our mission. Having a wide range of brands and types decreases operational familiarity and limits the Districts ability to share personnel during emergency responses. Also, new single beam transducers will be purchased throughout the entire district so in order to standardize the systems across the district, to increase familiarity with systems and share personnel, new echosounder systems need to be acquired.

The Teledyne E20 systems are similar to the CV200 systems the District has utilized in the past. It is less expensive than its counterparts, at $14,000 each (quote directly from Teledyne), and its new software user interface is intuitive to use, makes the data visually easier to interpret, and it should decrease overall human error from field crews.

The E20 system is compact, has minimal interfacing effort, allows for fast mobilization, and requires extremely low space to go anywhere, enabling work to start immediately. The system would work with a Vessel of Opportunity Fly Away Kit to support survey efforts across the District and the Nation.

c) IMPACT: The system produces precise and reliable survey data for shorter data processing time and increased efficiency since the feature interprets the data on the fly to find the strongest bottom trace so that the data processor have to interpret the data later. The district will see more accurate data and faster turnaround times.

d) ALTERNATIVES: None. The unique requirements of the district, the extreme environmental conditions the systems will be exposed to, the current wiring configurations on the boats, and the existing familiarity with the systems, eliminate all other options on the market.

6. EFFORTS TO OBTAIN COMPETITION: There will be competition between firms that sell the required name brand automated building management system. Based on market research there is more than one distributor/vendor for this system. The requirement will be advertised on Federal Business Opportunities (www.fbo.gov) with the brand name only requirement in the solicitation.

7. MARKET RESEARCH: Market research was conducted in February 2019. Various vendor were contacted and quotes were obtained for equipment, installation services, and training costs. This information was used to develop and IGE and a Sources Sought solicitation went out August 15th, 2019. After reviewing the Sources Sought responses, the contracting recommendation was to set aside the contract for small business. Quotes for the Teledyne E20 were received from Teledyne and SES Services.

8. OTHER FACTORS: By using equipment sold in the USA and Canada the USACE can expect to see decreased lead times without hassles getting equipment thorough customs, increased customer support in the same time zone without having to place international calls to ask technical questions, and decreased shipping costs associated with needing to ship equipment internationally when the systems need repaired or calibrated.

Using companies with offices in Texas (Teledyne and SES services) increases shipping cost savings and customer support. Service technicians can go on site to fix problems without having to book flights and hotels. The hydrographic survey mission will not suffer lengthy delays.

9. INTERESTED SOURCES: In accordance with FAR 5.102(a)(6), this Justification and Approval (J&A) will be posted with the solicitation when the solicitation is made available through the Government Point of Entry (www.fbo.gov), and remain posted for the entire time the solicitation is posted. Any sources that indicate interest as a result of the publication will be evaluated.

10. STATEMENT OF ACTIONS TO REMOVE BARRIERS TO COMPETITION IN THE FUTURE:

a) PROCUREMENT HISTORY: Previous position systems that were purchased utilized this same required mission critical system, Applanix POS MV under contract 001T0V, D309FK, and 36BHK1 in 2009.

b) ACQUISITION DATA AVAILABILITY: Not applicable.

c) UNUSUAL AND COMPELLING URGENCY: The current systems have started failing and project contracts have been awarded that require our current systems to be upgraded in order to support the mission. Without the upgrades all USACE work in these areas will need to be subcontracted out. The District has fallen below the current industry standards and USACE hydrographic survey standards.

d) SUBCONTRACTING COMPETITION: Subcontracting opportunities exist for suppliers, distributors, and/or installers. This is a restrictive specification that only precludes consideration of a product manufactured by another company. Subcontracting competition will be the responsibility of the offerors or the prime contractor awarded the contract.

11. TECHNICAL CERTIFICATION: "I certify that the supporting data under my cognizance which are included in the J&A are accurate and complete to the best of my knowledge and belief."
