Questions & Answers Q1: We have a calibration procedure/format for the below, but want to make sure we're meeting the Army's requirements. Would you be able to provide a prior certificate of calibration for the below?

Megger PFL22M1500 Megger L1072 Megger Digiphone-SU

Also, we don't see the quality requirements. Would you like 17025 calibrations?

A1: 17025 is national standard, so yes, we request 17025 calibrations. The certificate for the Megger PFL22M1500 is attached.

Q2: Please provide clarification on the following statement: "This is an UNRESTRICTED requirement. All interested vendors are encouraged to submit a quote.", however Solicitation Provision 52.219-28 for Post Award Small Business Program Representation appears to be a requirement.

A2: This opportunity is open to all business sizes. The purpose of this clause is for vendors to state their business size and provide instructions for small businesses regarding the notification requirement in the event of a novation or merger. Other than small businesses are encouraged to read paragraph (f) of the clause.

Q3: Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number W912HQ19Q0005 on FBO contains requirements similar to any work performed currently or in the past, or will this be a new requirement? If possible, can you please provide the most recent contract or task order number?

A3: Similar work is currently being performed under purchase order W912HQ18P0017.

Q4: Will you need a Signed SF1449 Form with the Bid submission, or will that come later in the process?

A4: A signed SF 1449 is not required at time of quote. The successful offeror will be issued an SF 1449 purchase order on either a unilateral (Government Contracting Officer signature only) or bilateral (Government Contracting Officer and Contractor sign) basis at the discretion of the Contracting Officer.
