2.0 Technical Evaluation Factors.

2.1 VOLUME I - Seed Task Order Project/Technical Approach

Offerors shall submit a proposal response to the Seed Task Order that includes the Offeror’s proposed level of effort using the provided format in the addendum to the 1449, and the technical approach to performing the requirement as described in the Task Order Performance Work Statement. Technical approach narratives may be enhanced with charts, tables, or any logical means of conveying the proposed technical approach that the Offeror will use to accomplish the work. Broad general statements that merely mimic the solicitation, repeat, paraphrase, or promise general performance are not sufficient.

2.2 VOLUME II - Experience/Past Performance

The Offeror that signs the SF1449 is to provide its past performance information regarding recent and relevant efforts and the quality of those efforts to demonstrate accomplishments and capabilities to successfully perform and accomplish the effort required by this RFP. There are two aspects to the past performance information to be submitted: (a) Relevant Company Effort and (b) Quality of Past Performance.

2.2.1 RELEVANT COMPANY EFFORT. The Offeror shall submit no more than five (5) examples of its most “recent” and “relevant” project efforts performed to demonstrate its company’s accomplishments on contracts similar to the effort required in this solicitation. Efforts are considered “Recent” if their performance occurred within the last five years. For each “recent” and “relevant” project example, the Offeror shall furnish the information specified below. If the Offeror is submitting “task order type projects”, each single task order project shall be submitted on a separate project data sheet. Do not combine tasks orders and present them as one entire project. As a minimum, provide the following information:

a. Required Information

(1) Company Name

(2) Name of Project

(3) Location of Project

(4) Owner’s Name and Owner's Point of Contact, (telephone, e-mail)

(5) General Scope of Project/Contract Work as it relates to the PWS of this solicitation, including project size, complexity, and any distinctive and/or unique features of the project)

(6) Offeror’s Role (Prime, Subcontractor, Joint Venture Partner, etc.) and the type of work your company self-performed

(7) Contract Type (e.g., performance based, Firm-Fixed-Price, etc.)

(8) Contract Award Date (Month/Year); Completion Date of the Base Year:

(Month/Year); Completion of option years (Month/Year)

(9) If this contract is being performed under an option year the completion date of the current option being performed: (Provide Month/Year)

(10) Contract Dollar Value - Base Year Price and Total Price (Base Year and all Options)

(11) Type and Extent of Work Subcontracted

(12) The Approach to the Operational Services

(13) How the Project was Managed (e.g., oversight, schedule, quality, property management, safety, etc.)

(14) Termination or Liquidated Damages Information (comments regarding any known performance deemed unacceptable to the customer or not in accordance with the contract terms and conditions)

b. QUALITY OF PAST PERFORMANCE.

(1) The Offeror shall submit evidence of the quality of its past performance on the projects submitted in paragraph 2.2.1 (a). The Offeror shall provide a completed Contractor performance evaluation, whether annual or final, found in the Past Performance Information Retrieval System (www.ppirs.gov). If a completed Contractor performance evaluation does not exist in PPIRS (example, non-U.S. Government projects), the Offeror shall provide completed Past Performance Questionnaire (PPQ) (see Appendix A). If, at time of evaluation, a completed Contractor performance evaluation exists in PPIRS that conflicts with a submitted PPQ, the completed contractor performance evaluation will govern.

(2) Any past performance surveys/assessment/evaluation forms, other than PPIRS or the PPQ form provided at the end of this section, are unacceptable submissions by the Offeror to evidence the quality of its past performance and will not be considered or evaluated.

(3) Completed PPIRS or PPQs that were submitted in response to previous solicitations may be used in this source selection. However, Offerors shall not incorporate any PPIRS or PPQs by merely referencing other proposals.

A copy of the PPIRS or PPQ must accompany the company effort submitted under Experience/Past Performance in paragraph 2.2.1(a). While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate, and complete past performance information rests with the Offeror.

(4) If an Offeror has been required to take corrective action for any substandard performance, other performance problems such as cost overruns, extended performance periods, numerous warranty calls, etc., the Offeror should explain the circumstances and the corrective actions taken.

(5) If a project owner will only provide completed PPQ’s and/or PPIRS directly to the U.S. Army Humphrey’s Engineering Center, it is the Offeror’s responsibility to ensure that the project owner submits the PPQ and/or PPIRS before the proposal due date using the following electronic mailing addresses:

Eric P. Thor at eric.p.thor@usace.army.mil with copy furnished to Yolanda C. Harlan at yolanda.c.harlan@usace.army.mil

PPQ’s and/or PPIRS received after the proposal receipt date will not be considered timely and will not be included in the Offeror’s proposal.

2.2.1.1 Joint Venture Submission Requirements. Offerors submitting proposals as a Joint Venture (JV) shall obtain a DUNS number and be registered in the System for Award Management (SAM) as the offering Joint Venture. The Offeror must provide up to five (5) “recent”, “relevant” projects performed by the JV that reflect the JV’s ability to perform the work as required by Paragraph 2.2.1 subparagraphs (a) and (b).

2.2.1.2 If the Offeror cannot provide a sufficient number of projects as the JV to meet the requirement, the Offeror must provide those “recent”, “relevant” projects that they have performed as the JV, and then supplement the record with additional “recent”, “relevant” projects performed by each JV member in their individual capacities. In such instance, each JV member must satisfy the requirement, to include any work performed as the JV.

2.2.1.3 If the JV has no “recent”, “relevant” projects performed by the JV, then each member of the JV must provide up to five (5) “recent”, “relevant” projects performed by the JV member that reflect the JV member’s ability to perform the work as required by Paragraph 2.2.1.

2.2.2 Verification: The Government reserves the right to verify the past performance record of cited projects (or other recent projects not submitted) by reviewing the Past Performance Information Retrieval System (PPIRS), or other Government appraisal systems, or to interview owners or references. The Government may check any or all cited references to verify supplied information.

An Offeror will be afforded the opportunity to reply to or explain adverse performance information which the Offeror has not previously had an opportunity to address.

2.2.3 Teaming Submission Requirements. Offerors proposing with subcontractor or Team Partners shall provide a Teaming Agreement fully executed by all parties that identifies the subcontractor Teaming Partner(s) company name, DUNS number, and SAM verification, and clearly states the subcontractor’s commitment to perform on this contract and the type of work to be provided as part of the Team.

The Prime Contractor must provide up to five (5) “recent”, “relevant” projects that reflect the Offeror’s ability to perform the work as required by Paragraph 2.2.1 subparagraphs (a) and (b). Additionally, the Offeror must provide up to five (5) “recent”, “relevant” projects performed by each proposed Teaming Partner that reflect the Teaming Partner’s ability to perform the work identified in the Teaming Agreement.

Only the experience and past performance information for the Prime Contractor and major Subcontractors performing at least 25% percent of the work for this factor shall be submitted. The Offeror shall also submit the written consent of its major Subcontractors to allow disclosure of past performance information to the Offeror.

FAR 52.212-2 – EVALUATION CRITERIA AND BASIS FOR AWARD – ADDENDUM

1.0 Evaluation Process

1.1 A Source Selection Evaluation Board (SSEB), composed of representatives from the U.S. Army Corps of Engineers (USACE), will evaluate the proposals. The SSEB, which is comprised of a technical evaluation team and a price team, will utilize technical advisors in the evaluation process, as necessary. The number and identities of Offerors will not be revealed to anyone not involved in the evaluation and award process.

1.2 The evaluation process consists of four parts:

(1) Proposal compliance review;

(2) Volumes I-III, Technical proposal evaluations;

(3) Volume IV Price analysis; and

(4) Technical-price tradeoff analysis.

1.2.1 Proposal Compliance Review: This is a review by the Contracting Office to ensure that all required Volumes, forms, certifications, etc., are complete and all administrative requirements are met in accordance with the Request for Proposal

(RFP).

1.2.2 Technical Evaluations: Without knowledge of price, the SSEB Technical Evaluation Team, will evaluate the technical proposals received from the Procuring Contracting Officer (PCO). The technical evaluation consists of an evaluation and adjective rating of all source selection factors. The rating systems and definitions used for the technical evaluations are in this Section.

1.2.3 Price Evaluation. Price will be analyzed using price analysis and realism. Price is not rated with an adjective rating, and will not be revealed to the Technical Evaluation Team until they have completed evaluation and rating of the technical proposals.

1.2.4 Performance/Technical-Price Tradeoff Analysis: Upon completion of the evaluations, the SSEB will consider and compare the proposed prices in connection with the technical evaluations to make recommendations to the SSA regarding advantage to the Government. The tradeoff analysis will be conducted after evaluations of initial offers if discussions are not necessary or, upon completion of the technical and price evaluations of the final proposal revisions, if discussions are necessary.

2.0 Evaluation Criteria

2.1 Evaluation Criteria for Factor 1 – Seed Task Order Project Technical Approach The Offeror shall be evaluated on its demonstrated technical approach to respond to the Seed Task Order. The Offeror must submit a narrative to describe its technical approach for the Seed Task Order described in the solicitation.

2.1.1 Address each of the following items, in a narrative format:

The Government will evaluate how well an Offeror’s proposed seed project technical approach adequately describes their procedures, methods, and delivery of services that meet or exceeds the Government’s minimum requirements.

2.1.2 Combined Technical/Risk Rating Scheme. For Factors 1 and 3, when Combined Technical/Risk Rating will be assigned to reflect the degree to which the proposal meets or does not meet the minimum capabilities and performance requirements through an assessment of the strengths, weakness, deficiencies, and risk of a proposal. The factor will receive one of the following combined technical/risk ratings described below.

2.2 Evaluation Criteria for Factor 2 – Experience/Past Performance

2.2.1 In Factor 2, there are two aspects of experience/past performance information of the Prime Contractor/Offeror:

(a) Relevant Company Effort

(b) Quality of Past Performance.

2.2.2.1 Evaluation of Past Performance Information. This is a three-step evaluation process. The SSEB Technical Team will first review all past performance

TABLE 1 – COMBINED TECHNICAL/RISK RATINGS

Color Rating Description

Blue Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths. Risk of unsuccessful performance is low.

Purple Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength. Risk of unsuccessful performance is low to moderate.

Green Acceptable Proposal indicates an adequate approach and understanding of the requirements. Risk of unsuccessful performance is no worse than moderate.

Yellow Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.

information submitted in the proposal for compliance with the submission criteria found in solicitation provision FAR 52.212-1 Paragraph 2.2. A compliant project is a recent project that has both (a) the “Relevant Company Effort” and (b) the required PPIRS or PPQ record of quality. Only RFP compliant projects will be included in step two, Past Performance Relevancy Rating. The SSEB will compare each compliant effort to the effort to be acquired, reach a consensus, and assign a relevancy rating.

The SSEB will also evaluate the quality of the effort accomplished. The SSEB determines relevancy and, in making this determination, the following definitions for relevancy will apply:

TABLE 2 – PAST PERFORMANCE RELEVANCY RATINGS

Rating Definition

Very Relevant Present/Past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

Relevant Present/Past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat Relevant Present/Past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

Not Relevant Present/Past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

2.2.2.2 When the recent/relevant performance record indicates performance quality problems, the Government will consider the number and severity of the problems and the appropriateness and effectiveness of any corrective action taken (not just planned or promised). An Offeror shall be given the opportunity to address any problems that they have not previously had an opportunity.

2.2.2.3 Based on the Past Performance Relevancy assessment phase of the evaluation, the SSEB will conduct the third step in the evaluation process which is the overall Performance Confidence Assessment rating. The overall Performance Confidence Assessment rating is an overall rating which takes into consideration the level of relevancy of each recent, rated project, the quality ratings of those rated projects, and the general trend of the recent, rated efforts have to the effort required by this RFP. The more relevant the recent projects are, the stronger predictor of successful performance. If the Offeror is submitting as a Joint Venture (JV), the SSEB will utilize the information submitted to conduct the relevancy rating and performance confidence assessment ratings of the JV, as previously stated in 2.2.1(b).

Based on the information submitted by the JV Offeror, the SSEB will evaluate and assess:

(1) The JV’s “Past Performance Information” and/or

(2) Each JV partners’ “Past Performance Information” and any past performance information that is recent/relevant to the JV or relevant to each partner of the JV

The overall Performance Confidence Assessment Rating reflects…
