ITEM(S) 0001, 0002, 0003 - SCOPE OF WORK

SCOPE OF WORK

Installation of a Solar Collection Façade Rhine Ordnance Barracks, Bldg. 230

PROJECT DESCRIPTION:

Installation of a solar collection façade in Rhine Ordnance Barracks, Building 230. This facility has a long, 290 m2 south facing wall, providing the option to install the first solar air collector wall in the Garrison. The solar air collector system heats outdoor ambient air and provides ventilation to the building’s work space. Fresh air required in the building is heated by the sun when drawn through the entire surface of the solar air collector and distributed throughout the building by ducting, as required.

The facility is currently used as a heated furniture warehouse. In FY 2016 the thermal energy consumption amounted to 353 MWh or 1,204.4 MBTU. The proposed solar collection façade shall be designed to generate approximately 91 MWh/year (309.8 MBTU/year) at a minimum which is approximately 25% of the building’s yearly thermal energy consumption. The fresh air needed for the facility will be preheated by the solar collection façade and thus will increase the comfort level inside the facility during the winter months, since no cold air directly from outside is needed to cover fresh air requirements. This produced thermal energy is completely renewable.

SCOPE OF WORK:

Prepare work site as required by regulation ( including scaffolding, safety nets, building site equipment) and remove after completion of work

Remove and dispose of existing south‐side exterior wall covering

Contractor shall install new solar collection façade on south side exterior wall.

Installation shall consist of steel cassettes with 100 mm insulation.

Adjust roof and rainwater gutter as required to accommodate new wall structure

Install sandwich panel wall

Install substructure for solar air façade Install solar air collector, consisting of unglazed perforated dark aluminum panels mounted on top of a substructure, leaving enough air space between the building’s sandwich panel wall and the solar air panels for air flow up the façade.

Deliver and install connecting pieces for air intakes along south side wall

Install Ventilation System o Air distribution with de‐stratification fans

Deliver and install air intake fans and ducts

Deliver and install de‐stratification fans In case it can be assured that an alternate system works at least as efficient (including cost) as the method described above, following alternate solution can be used:

o Air distribution with ducts and displacement ventilation (“Quelllüftung”)

Deliver and install air intake fans and ducts

Deliver and install air duct outlet for displacement ventilation

Installation shall be certified under Solar Keymark/CE‐marking as well as meet ISO 9806 standards for durability and thermal performance.

Design and construction shall meet EN 12975 and EN 12976 as applicable.

SPECIAL CONSIDERATION:

Any work on the interior of the building shall be coordinated with the user/COR. Contractor and/or subcontractor employees are not permitted within the building without supervision. As such, contractor shall assume that all work to complete this project happens between the hours of 0800 and 1500 Monday through Friday.

Contractor shall provide dust protection for all user equipment and materials along the south side wall.

BID SCHEDULE:

CLIN 0001: Deliver and install solar façade collector materials.

CLIN 0002: Deliver and install fans and ducting materials.

CLIN 0003: Removal and disposal of currently installed panels

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Lowest Price Technically Acceptable: Offerors will be evaluated on technical acceptablity of:

‐ Detailed specifications of the items to be delivered and installed, to include drawings and evidence of the required certifications of the equipment offered.

‐ A preliminary schedule for performance.

This is a competitive acquisition in accordance with FAR Part 12. Award will be made to the lowest priced technically acceptable contractor deemed to be responsible and reasonable; and if the quotation, conforming to the solicitation, is determined to be the most advantageous to the Government.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
