SUMMARY OF CHANGES

SECTION 00 10 00 - SOLICITATION

The following have been added by full text:

AMENDMENT 0004

Specification Section 03 01 33 paragraph 1.8 which currently reads:

1.8 ANCHOR ROD FOREMAN EXPERIENCE REQUIREMENT

The anchor rod installation foreman must have experience supervising at least three similar projects in the past five years. Similar projects are defined as installing anchor rods or reinforcing steel in existing concrete or rock at least one inch in diameter and at least six feet in length. The anchor rods must be installed using a grout similar to the grout required under this contract. At least two of the previous projects must have been done during a period of below freezing temperatures (colder than 32 degrees Fahrenheit) where heating and special grout curing precautions were required.

Is hereby changed to read:

1.8 ANCHOR ROD FOREMAN EXPERIENCE REQUIREMENT

The anchor rod installation foreman must have experience supervising at least three similar projects in the past five years or one similar project that spanned at least two years. Similar projects are defined as installing anchor rods or reinforcing steel in existing concrete or rock at least one inch in diameter and at least six feet in length. The anchor rods must be installed using a grout similar to the grout required under this contract. At least one of the previous projects must have been done during a period of below freezing temperatures (colder than 32 degrees Fahrenheit) where heating and special grout curing precautions were required.

Plan Sheets S-001, SG506, SG507, SG509, and SG510 are removed and replaced for all three sites. Replacement Plan Sheets can be found in the following files:

Vendor Questions and Answers:

Q - Reference Gov't response to question I.D. 9125641 and Addendum #2. The question asked if ASTM A709 Grade 50 with Zone 3 charpy requirements for fracture critical would be an acceptable substitution due to availability issues. This material is used on many USACE projects and has fine grain structure and fatigue properties. The answer that was provided was ASTM A709 Grade 50WF with Zone 3. The W is for weathering steel and still has availability issues. The anchorage frame and shear key paint, so the weathering steel properties does not seem to be applicable. Therefore, the question is can ASTM A709 Grade 50 Fracture Critical to the Zone 3 requirements be an acceptable substitution for the anchorage frame, shear key, and pin plate material?

A – The guide spec language has an error and the fine-grained requirement should not be included. This requirement is what was leading the Government to require the weathering (W) steel (per ASTM A709).

Amendment 0004 plan sheets remove the "W" from all notes referencing this steel.

Q – Section 25 05 11. We are unfamiliar with this specification section, in general. Can more information on this spec section be given, as to what it will be specifically used for on this project? It appears to be more in-line with scope involving a PLC or site integrations where we are hooked into the sites control systems.

A – This section is more informative than instructive. It is to alert the Contractor that there are many regulations and requirements necessary for connecting to any of the Governments control systems. This project doesn’t replace PLC but it does make reconnections.

Q – This spec section calls out surveying by a Professional Surveyor. Can you provide more details on what will be required or is expected to be professionally surveyed during this project?

A – Survey control points are provided in the plans for each of the three sites. The Government expects that the contractor will use these survey control points to establish the locations of the existing anchorage bars and associated equipment, as well as confirm that they were put back in the exact same locations (allowing for specified tolerances) at the end of the project.

Q – The anchor rod foreman's experience states that the foreman must have experience in 3 project over the past 5 years with 2 projects in blow freezing temperatures. We have a qualified foreman with experience in the installation of a large number of these types of anchors many of which were installed in below freezing temperatures, but all of these installations were on a single project which spanned multiple years. Would this type of experience be acceptable for the anchor rod foreman?

A – See revised Specification Section 03 01 33 paragraph 1.8 which is incorporated as part of solicitation amendment 0004.

Q - Will government provide minimum flow through the culvert valves to assist in flushing ice out of the lock chamber?

A - Yes, the Government will control valves to assist in flushing ice out of the lock chamber.

Q - Section 01 45 04.00 13 States the Quality Control manager "shall be a person with a minimum of 5 years’ experience in related duties on construction work." Section 03 01 33 States "The quality manager must hold a current license as a professional engineer in a U.S. state or territory with experience on at least five similar projects. Evidence of extraordinary proven experience may be considered by the Contracting Officer as sufficient to act as the Quality Manager." Are these two sections referring to two separate positions or is it the intent for the CQC System Manager to be a PE? If these are to separate positions what is the intent of the quality manager identified in section 03 01 33?

A - From our review, the bidder asking the question is referring to specification Section 03 30 00 (Cast-in-Place Concrete), Part 1.6.6.1, not specification section 03 01 33 (Anchor Rod Installation - there is no reference of a PE in this section). The CQC System Manager noted in specification section 01 45 04.00 13 is the top QC manager in the quality control organizational chart and oversees the entire project's quality control plan. The qualifications noted in this specification section apply to an individual separate from the Cast-In-Place QC manager, who is lower in the QC organizational chart and only responsible for the QC of the concrete, not the entire project. There are multiple features within the overall project that require a PE to design and/or oversee its implementation, but a PE is not required for the overall project QC.
