Vendor Questions and Answers:

Q - On Drawing M-501, the keeper plate is called out as ASTM A709 Grade 70W. This material is extremely hard to obtain and does not seem applicable to this application. Is A36 or A709 Grade 50 an acceptable substitution?

A – ASTM A709 Grade 50 is an acceptable change for the keeper plate. See revised M-501.

Q - On Sheet M-501, the adjusting ring material is called out as ASMT A709 Grade 70W. The rings are 1/4", 1/8", and 1/16" thick. Those thicknesses are not available in the specified material. May the 1/4" thick ring material be A36? May the 1/8" & 1/16" thick ring material be made from hot rolled gage sheet A1011?

A – A1011 is not an acceptable material. AISI 4140 is an acceptable material change for the adjusting rings. See revised M-501.

Q - On drawing SG506, the control dimensions #2,3, & 4 are called out with -0/+.01" tolerance. On previous anchorage project, the 5”-dimension tolerance was changed to +/- 1/16" due to welding, machining, and paint thickness allowances. Also, there is 1" of adjustment for the 4" think anchorage bar. Therefore, no need for a 0.01" tolerance for 1" of adjustment. Also, there was no tolerance requirement for the 9" dimension. This question applies to all the control dimension boxes in all the drawing sets. Please advise.

A - It is understood that there is adjustment potential with shims between the 4" thick anchorage bar and the 5" distance between pin plate. The contractor is responsible for the fit up of the anchorage bars and anchorage frame. Dimensions are to be worked according to Note 13 on SG506. The 9-inch dimension is out to out of the pin plates and is provided on D1/SG506 and in the Control Dimension table. Feying surfaces of bolted connection are not painted.

Q - On drawing SG506,the pin plate material is called out as ASTM A709 Grade HPS 70W. The rest of the material for the anchorage frame and shear key is called out as ASTM A709 Grade HPS 50W. This material is extremely hard to aquire and has very long lead times. Many anchorage frames in the past are made from ASTM A709 Grade 50.

The Zone 3 charpy requirement can still apply. Please advise if this material substitution will be acceptable. This question applies to all the anchorage frames/shear keys on this contract.

A – ASTM A709 Grade 50WF for ZONE 3 is also acceptable because it provides the fine grain required by the USACE and meets the minimum strength and fatigue resistance. See revised SG506.

Q - On drawing SG507 Section F7, the 1" x 8" x 1'-4 1/2 stiffeners are called out with CJP welds. This is going to be extremely difficult to perform due to access. The previous anchorage project had these welds as 1/2" fillet welds.

Also, the 1 1/2" radius weld access hole was increased to 2" radius. Please advise if this will be an acceptable substitution. This question applies to all shear keys on this contract.

A – It is acceptable to change the 1"x8"x1'-4 1/2" stiffener welds to 1/2" fillet welds and increase the weld access holes to 2" radius. See revised SG506

Q - On drawing SG507 section D9, the shear key top & bottom plate to 2" thick end plate weld is called out as a fillet weld on inside with CJP bevel weld. On previous anchorage contract, the fillet was 7/16" on inside and on the outside was 7/16" PJP bevel weld. Also the weld access hole in this section was increase to 2" radius. Please advise if this is acceptable substitution. This question applies to all shear keys in this contract.

A - It is acceptable to increase the weld access holes to 2" radius and revise top and bottom plate welds to 7/16" PJP with 7/16" fillet welds to the front plate. See revised SG507.

Q - Spec. Section 09 97 02 paint schedule states to paint the anchorage frame/shear key with 2 paint systems. The slip critical areas are to be painted with Zinc Clad DOT Sherwin Williams and the remaining portion of the parts are standard Corps 5-E-Z vinyl paint. The paint system for the rest of the metals on this project is under spec 09 97

13.0040. It is a three coat system that is not great for colder temperature applications. Please consider changing all the paint system to 23-A-Z. The system is recognized in the Corps Guide Spec 09 97 02 and has been tested by the Corp's CERL lab. The primer meets the slip critical requirements and the system applys better in colder weather.

Sherwin Williams is one of the companies that meets the requirements. Their paint is Corothane Galvapac, 2nd coat Corothane Ironox B, and final coat of Corothane HS. This would be a great system for this contract and application. Please advise if this would be an acceptable substitution.

A – Paint system 5-E-Z and 21-A-Z are acceptable paint systems.

Q - The bidding schedules on pages 12-14 do not address the downstream miter anchorages (only mentions upstream), but yet both the measurements and payments spec section and drawings indicate work on the downstream end as well. Please advise.

A – See Amendment 0001.

Q - Spec Section 05 59 20-1.4.3 indicates the steel fabricator must be AISC certified, given the extremely short period for material procurement (given steel shortages) and fabrication time, would the USACE consider waiving this requirement to allow for more machine shops to possibly quote this work? A very recent and similar project required 4 months to procure the materials alone.

A - This certification requirement will not be waived.

Q - Typically the USACE, being a Federal entity, is tax exempt and passes that exemption on to the KTR. Will this project or any of the sites be tax exempt on permanent materials?

A – No, a tax exemption will not be passed on to the KTR for this project and/or any of the sites on permanent materials. See FAR 52.229-3 Federal, State, and Local Taxes

Q - Given the initial indication there could be a very lengthy material procurement timeframe (up to 4 months) for some of the permanent materials on this project, could the USACE consider giving the KTR a NTP sooner than 16JUN21 given this is an IFB due on 21APR21? Is there other means the USACE can help give more time to the fabricators? One way would be to allow chamber bulkheads installed so both up and downstream anchorages can be worked on simultaneously. In addition, considering the submittal process for shop dwgs approval timeframe, this would only allow a few weeks for fabrication which is why there are strong indications many fab/machine shops will not quote this work. Fabrication will be months.

A - Bulk Heads will not be available so only upstream gates OR downstream Gates can be worked on one at a time.

The NTP date is a worst-case scenario and is dependent on the anticipated bid opening date, time required to verify bids and award a contract, and the time it takes for the Contractor to submit Payment and Performance bonds. NTP will most likely be issued as soon as these requirements have been met. The remainder of the inquiry does not appear to be a question.

Q - While performing a site visit at Lock and Dam 8 in Geno, WI the contractor noticed a public parking lot and viewing area that is located in the contractors staging area as called out on sheet G-101. The contractor could not find any additional information regarding the public parking lot or viewing area in the specifications. Please confirm the public parking lot/viewing area will be closed to the public prior to the contractor mobilizing to the site.

A – Yes, the public parking lot/viewing area will be closed to the public prior to the contractor mobilizing to the site.
