About this file

This solicitation amendment modifies an invitation for bid for miter gate anchorage replacement projects at three locks and dams. The projects involve removing, fabricating, and replacing six of the eight miter gate anchorages in the main lock chambers at Lock and Dam 5A near Fountain City, Wisconsin, Lock and Dam 8 near Genoa, Wisconsin, and Lock and Dam 10 near Guttenburg, Iowa. The amendment makes changes to specifications, replaces plan sheets, and answers vendor questions. It adjusts dimension controls and clarifies inspection requirements for existing anchorage bars to be reused. Bidders may bid on one, two or all three locations, with individual awards. The combined value is estimated over $10 million. The North American Industry Classification System code is 237990 and the size standard is $39.5 million. Resulting contracts will be firm fixed-price. The solicitation is a total small business set-aside for the U.S. Army Corps of Engineers, St. Paul District.

Section 00 73 00

Government-Furnished Property Identification and Location paragraph b) which currently reads:

b) The following is a list of Government-Furnished Property:

Gudgeon Pin (six per Lock and Dam) Anchor Bar Assemblies (six per Lock and Dam)

Spacer plates (several assorted sizes) for alignment of anchor bar assemblies into miter gate and anchorage connections

Is hereby changed to read:

b) The following is a list of Government-Furnished Property:

Gudgeon Pin (six per Lock and Dam) Anchor Bar Assemblies (six per Lock and Dam) Gudgeon rings (several assorted sizes) for alignment of anchor bar assemblies into miter gate at gudgeon hood connection.

Vendor Questions and Answers:

Q - During the Lock 8 Pre-construction site visit, the contractor noticed steel plates embedded in the concrete lock wall face in the anchorage recess area of Miter Gates 2 and Miter Gates 4. These steel plates start at the top of wall and appear to extend down below water line and start at the upstream corner of the anchorage recess extending approximately 64" downstream. These plates are in the area called out for concrete removal. Do new steel plates need to be embedded in the concrete or is it to be left as bare concrete?

A – The installation of new (replacement) steel plates at all three sites have now been included in the associated plans and specifications. See specification section 05 50 15 and plan sheets SD101, SD102, SD502, SD503, SG502 and SG503 in this solicitation amendment for revised information.

Q – The contract specification section 35 50 56 paragraph 3.8 states that once the anchorage bars have been removed the contractor is to clean and degrease the anchorage bars for inspection. In previous contracts the government has specified the anchorage bars were to be cleaned, disassembled, and dye penetrant tested for cracks. This work was previously performed at a machine shop due to the significant effort required to disassemble the anchorage bars. Is the government wanting the anchorage bars to be disassembled so they can be properly inspected? Also is the government or contractor to perform the inspection and what are the inspection requirements?

A – Specification section 35 50 56 has been revised to reflect the need for the gudgeon pin plate area to be cleaned and degreased, not the anchorage bars. Also, the section has been revised to reflect the need for the existing anchorage bars, which will be reused, to be fully inspected with dy penetrant. It will also require a submittal to the Government of the inspection results. See specification section 35 50 56 and revised submittal registers (for all three sites) for associated information.

Q – The contract specifications section 35 50 56 para 3.11 calls for the anchorage bars to be adjusted until the quoin blocks and miter blocks are in firm contact when the miter gate is in the mitered position. If there is a gap at the quoin block does the contractor need to install shims behind the quoin block to adjust the quoin block gap? If shims are required, can the government provide a desired material, drawing detail, and quantity of the required shims the contractor should account for in the bid?

A – Adjustments should be made at the sleeve nuts. No adjustments should be made at the quoin blocks." See Specification Section 35 50 56, Para. 3.11 for details.

Q – The "Bill of Materials – Mechanical" on sheet M-501 shows Item 5 – Adjusting Rings in quantities and sizes per "Set Info" shown in detail A6 – Anchor Bar Adjusting Rings.

The following specification SECTION 00 73 00 - SUPPLEMENTARY CONDITIONS, GOVERNMENT-FURNISHED PROPERTY IDENTIFICATION AND LOCATION (Sheet 220 of 258) subsection b) states:

The following is a list of Government-Furnished Property:

Spacer plates (several assorted sizes) for alignment of anchor bar assemblies into miter gate and anchorage connections.

Are the Anchor Bar Adjusting Rings referred to on Sheet M-501 the same item as the Government-Furnished Spacer plates referred to in the specifications and are they to be supplied by the government?

A - No, Spacer plates are to be supplied by the Government and they are called gudgeon rings on S-152 of Miter Gate 5A, 8, and 10 set. Spacer plates at anchor pin connection are not Government-Furnished and are called anchorage bar adjusting rings on M-501 of this contract.

Q - Reference Gov't response to question I.D. 9125589. There are 6 pieces of plate forming the pin plate connection of which the outer 2 pieces (top & bottom flange) are "fixed" by welding. The dimension between the outer 2 pieces vary somewhat due to welding. It is understood that the thickness of the middle 4 pieces have to be machined to custom fit in between the outer 2 pieces. This is so Note 13 on SG506 can be adhered to in that prior to tensioning the bolts, no gap greater than 0.010" exists within the boundary of the faying surface. Based on statements above, the open portion between the pin plates cannot be not be held to same 0.010" tolerance as there is variability in outer 2 plates. This is why the #3, & #4 tolerance was changed to +/- 1/16" on previous anchorage project. Also, the 9" dimension was not a control dimension on previous anchorage project for the same reason. We ask that the #3 & #4 tolerance be changed to +/- 1/16" and the #2 tolerance requirement be deleted. Please confirm.

A - The dimension control on sheets SG506 and SG509 at all three sites have been adjusted. See plan sheets SG506 and SG509 in this solicitation amendment.
