About this file
This document is a Questions and Answers file for the W912EK25RA035 Lock and Dam 14 Roof Replacement project, issued by the Department of the Army Corps of Engineers Engineering District Rock Island. The Q&A addresses critical technical details about the roofing replacement, including material specifications, installation requirements, and site logistics. Key clarifications include acceptance of alternative roofing membrane manufacturers (must meet 60 mil Duro-last PVC specifications), confirmation that all roofing must be stripped to the concrete deck, and requirements to replace the existing tapered insulation system with a matching slope to ensure proper water drainage.
The document reveals specific site constraints, notably that all materials must be manually transported to roof areas since no onsite crane is available. Contractors are expected to bid on a comprehensive replacement strategy, including potential metal component replacement if existing materials are found to be in unacceptable condition. The roofing project involves replacing insulation, cover, and potentially metal components to ensure proper water shedding and roof integrity at the Lock and Dam 14 facility.

W912EK25RA035 – LD14 Roofs – Questions and Answers
Q: What is the procedure to get the Spec membrane to a different manufacturer? We can install Carlilse TPO or PVC.
A: Any manufacture is fine, as long as the material meets or exceeds the 60 mil Duro-last PVC specifications.
Q: Please consider our substitution for Carlisle Sure-Flex PVC 60mil roofing membrane for the Lock and Dam 14 Reroof project A: Any manufacture is fine, as long as the material meets or exceeds the 60 mil Duro-last PVC specifications.
Q: Do you have the existing plans that show the SF and pitch of the roofs? If not, can the government provide the pitch and plans of the roofs?
A: See the attachment “For Reference Only for Pitch”. Attached are plans from a previous window replacement job. There are sections that does show SF and Pitch of the roof. But it needs to be noted that we are not asking for the call outs on these drawings. That they are for informational purposes only for showing dimensions and slope.
Q: Are any as-builts or drawings/measurements available?
A: Just the above Q: Would be able to utilize the on site crane with the help of the onsite USACE personnel for getting materials onto the roofs as well as removing trash?
A: There are no onsite cranes at either site capable of reaching the roof tops. All material will need to be human handled to and from the roof projects.
Q: It states in the document that you would like all roofing to be stripped off to the concrete deck. By doing this, we will be taking away the tapered iso board system in place. This means water will have a harder time finding an exit. I want to make sure this is being asked of us. There will no longer be a tapered system, correct? Also, is there an option to lay over existing iso to keep a clean jobsite, as well as keep debris out of the river. This will also allow us to keep the tapered system. Thoughts?
A: We want the contractors to bid like everything down to the decking needs replaced, including the metal.
The tapered insulation needs to be replaced with the same tapered slope as what is in place, to shed water correctly.
Q: Are we replacing cap on all structures?
A: It can be noted that if during removal it is found that the metal is in acceptable condition USACE will advise that it can be re used. However the insulation and cover must be replaced with new.
