PROJECT DESCRIPTION
U.S. Army Corps of Engineers (USACE), Seattle District, requires replacement of an existing CO2 Fire Suppression System with a water mist system and modernization of an existing CO2 Fire Suppression System at Chief Joseph Dam, WA. Project work area access is restricted by the adjacency of the Powerhouse and the dam, and restrictions on the use of cranes, lifts and other equipment in the proximity of energized overhead transmission lines, transformers and transformer bus lines.
Pre-Proposal SITE VISIT INFORMATION An organized site visit has been scheduled for: See FAR provision 52.236-27 Alt I.
PROPOSAL COMPOSITION AND SUBMISSION
GENERAL REQUIREMENTS
Proposals must set forth full, accurate, and complete information as required by this Request for Proposal (RFP).
Absence of information demonstrates lack of support for a criterion. Proposals shall contain only data essential for evaluation of proposals to expedite both proposal preparation and evaluation. Data submitted must reflect the Offeror’s interpretation of criteria contained in the RFP.
Reference FAR Clause 52.204-4(b) Printed or Copied Double-Sided on Recycled Paper. In accordance with Section 101 of Executive Order 13101 of September 14, 1998, Greening the Government through Waste Prevention, Recycling, and Federal Acquisition, the Contractor is encouraged to submit paper documents, such as offers, letters, or reports, that are printed or copied double-sided on recycled paper that meet minimum content standards specified in Section 505 of Executive Order 13101, when not using electronic commerce methods to submit information or data to the Government.
There shall be no consideration of information incorporated by reference. Proposal presentation shall be in a manner which allows it to “STAND ALONE” without need for evaluators to reference other documents. It is allowable to combine arrangements, layout plans, and notes on single sheets in order to simplify presentation, so long as there is maintenance of clarity. Elaborate artwork, expensive paper and bindings, and expensive/extensive visual aids and other presentation aids are neither necessary nor wanted. Penalty for making false statements in proposals is prescribed in 18 U.S.C. 1001. NOTE: Providing additional information that is not requested will not enhance a proposal’s chance for success. The ability to convey information as succinctly as possible is encouraged.
Offerors are required to meet ALL solicitation requirements. The Offeror shall submit in the proposal all requested information specified in this section and section 00 22 00 of the RFP at or before the exact time specified in the RFP. Failure to meet a requirement may result in a proposal being ineligible for award.

Each of the volumes shall be separate and complete in itself so that evaluation of one may be accomplished independently from evaluation of the other. Contents of binders shall be appropriately tabbed and labeled corresponding to the proposal table of contents, affording ease of identification. Electronic copies in portable document format (PDF) on CDs will also be required.
Any discrepancies between the electronic and paper copies shall give precedence to the paper copy.
The technical proposal (Volume I) must NOT contain reference to price. The narrative and content structure of the proposal shall follow the format shown under Volume I below. Offerors who fail to submit a complete proposal may be excluded and thus receive no further consideration for award.

Section 00 22 00 - Supplementary Instructions
EVALUATION FACTORS FOR AWARD
SECTION 00 22 00
EVALUATION FACTORS FOR AWARD (CRITERIA)
1.0 BASIS FOR AWARD
Award of this Contract will be made to the responsible Offeror submitting the Lowest Price Technically Acceptable (LPTA) offer in accordance with FAR Part 15 procedures. This solicitation will result in the award of a firm-fixed price construction contract.
The evaluation of each proposal will be solely on the basis of evaluation factors found in this section (00 22 00).
The Government will evaluate each proposal on an Acceptable/Unacceptable basis only with respect to the evaluation factors (criteria) described herein. In order to be considered for award, a proposal must be rated Acceptable in every non-price factor. Award will be to the Offeror who presents the Acceptable proposal (Factors A and B) with the overall total lowest price (based on the total of all line items on the Bid Schedule).
The Offeror’s proposal shall contain a response to all factors and meet the minimum submittal requirements stated.
In accordance with FAR 15.306(a)(3) the Government intends to evaluate proposals and make award without discussions. An Offeror’s initial proposal shall contain the Offeror’s best offer/terms. Penalty for making false statements in proposals is prescribed in 18 U.S.C. 1001.
2.0 FACTORS TO BE EVALUATED
The following Evaluation Factors will be used to evaluate each proposal:
FACTOR A – CORPORATE EXPERIENCE AND CAPABILITIES
FACTOR B – PAST PERFORMANCE OF THE PRIME OFFEROR
FACTOR C – PRICE
3.0 EVALUATION APPROACH
Proposals will be evaluated by the Source Selection Evaluation Board.
The overarching evaluation approach for all factors is the adequacy of response to the RFP. The proposal will be evaluated to determine whether the offeror’s proposal has adequately and completely considered, defined, and satisfied the requirements specified in the RFP. The proposal will be evaluated to determine the extent to which each requirement has been addressed in the proposal in accordance with the proposal submission section of the RFP.
4.0 DEFINITIONS:
“Relevant” past performance information is one indicator of an Offeror’s ability to perform the contract successfully. Where the word “relevant” appears it is understood to mean a single project that is similar in terms of scope (dollar value, size, project type, complexity) to the work described in this solicitation. The description of work is found in the Statement of Work.
Team: The Offeror’s “team” is the prime contractor and its subcontracting firms, taken as a whole.
Note: Offerors that claim the experience of the subcontractor, i.e. a firm that is not the prime contractor or part of the joint venture, if applicable, shall submit a letter of commitment signed by the subcontractor and the prime contractor.
The letter of commitment must be submitted even if the firm is in some way related to a joint venture partner (for example, the subcontractor is a subsidiary of a joint venture partner, or a subsidiary of a firm to which the joint venture partner is also a subsidiary). If an Offeror submits projects demonstrating experience by a subcontractor, a subsidiary, or a supplier, as opposed to the prime or one of the joint venture partners, the Offeror MUST submit a signed letter of commitment from the contractor who performed the completed work. If a letter of commitment is not submitted, the experience will not be considered or evaluated.
FACTOR A: CORPORATE EXPERIENCE AND CAPABILITIES
Submittal Requirements for Evaluation:
The Offeror shall submit project experience information for at least two (2) and no more than four (4) projects, for each sub criteria A.1 and A.2 below, demonstrating relevant experience of the team. If more than four projects are submitted, only the first four projects will be evaluated in the order they are presented in the proposal. All projects submitted shall be complete, or at least 75% complete (75% complete refers to 75% of the contract value), within the past ten (10) years from the solicitation response due date.
Each submitted project shall use the required format in either Attachment A – Offeror Experience for Flooding Type Fire Suppression Systems or Attachment B - Offeror Experience for Water Mist Type Fire Suppression Systems to describe, in detail, the projects in which the offeror has relevant experience.
Submit one form per project. If this form is not submitted for a project, that project will not be considered or evaluated. If a Contractor chooses to provide any other document than Attachment A, to describe Offerors Experience, the document must include all required fields in Attachment A and be labeled accordingly by question number. Projects submitted shall not exceed five (5) pages. If more than five (5) pages are submitted only the first five pages will be evaluated.
If the offeror proposes self-performing the experience, ensure the proposal is clear that the offeror will perform an experience area(s).
If the offeror submits a project(s) demonstrating experience by a subcontractor, i.e. a firm that is not the prime contractor or part of a joint venture, the offeror shall submit a letter of commitment signed by both the subcontractor and the prime contractor. If a letter of commitment is not submitted, the experience will not be considered or evaluated.
The submitted projects, must meet the two specific experience areas listed below in A.1 and A.2. Note that the two areas do not necessarily need to be present in any one project.
Offeror shall demonstrate specific minimum experience in the following two areas:
A.1. Replacement or Modification of an existing total flooding type Fire Suppression System with outage coordination during continued facility operation at a powerhouse, power plant, generation station, manufacturing facility or similar industrial facilities.
Describe modification, installation and commissioning of existing total flooding type fire suppression systems in normally operating powerhouses, power plants, generation stations, manufacturing facilities or similar industrial facilities. Contractor shall describe the facility, construction and phasing to clearly demonstrate how the project minimized impacts to normal facility operations.
A.2. Installation and commissioning of new water mist fire suppression systems with outage coordination during continued facility operation at a powerhouse, power plant, generation station, manufacturing facility or similar industrial facilities.
Factor A Rating Methodology and Standard.
Table 2 will be used to evaluate Factor A.
Table 2: Technical Acceptable/Unacceptable Rating Method
Rating Description Acceptable Proposal meets the requirements of the solicitation.
Unacceptable Proposal does not meet the requirements of the solicitation.
A rating of Acceptable will be given if all of the criteria for Factor A are met.
A rating of Unacceptable will be given if any of the criteria for Factor A is not met.
Should the offeror receive an Unacceptable rating for any portion of A.1 or A.2, the overall Factor will be rated Unacceptable.
FACTOR B: PAST PERFORMANCE OF THE PRIME OFFEROR
The past performance evaluation is an assessment of the prime offeror’s probability of meeting the minimum solicitation requirements. This assessment is based on the prime offeror’s record of relevant and recent past and current performance information that pertain to the scope of work as outlined in the solicitation requirements.
Each offeror’s past performance will initially be evaluated to determine whether the offeror’s current/past performance is recent, and relevant or not relevant to the solicitation. Recent and relevant projects are those projects completed, or at least 75% complete, within the past six (6) years from the solicitation response due date featuring work that is similar in Scope, Magnitude and Complexity to what is required in the solicitation. Next, the past performance will be evaluated to determine how well the offeror performed on the prior contracts. If the proposal is from a Joint Venture or Partnership, Past Performance information for each partner will be reviewed.
At a minimum, the Government will review past performance information from the Contractor Performance Assessment Reporting System (CPARS) and Past Performance Information Retrieval System (PPIRS), when available.
Additional sources of Past Performance information for evaluation include, but are not limited to, the following:
Offeror may submit past performance information using the attached Past Performance Questionnaire
(PPQ).
The Government may obtain past performance information from other established systems such as the Electronic Subcontract Reporting System (eSRS) or other databases; as well as from other sources available to the Government, such as the Defense Contract Management Agency; and interviews with Program Managers, Contracting Officers, and Fee Determining Officials.
The Government may consider a wide array of information from a variety of sources, but is not compelled to rely on all of the information available.
Factor B Rating Methodology and Standard. Table 2 will be used to evaluate Factor B.
Table 2: Past Performance Acceptable/Unacceptable Rating Method Rating Description Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. *See Note below.
Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.
* NOTE: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)).
Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered acceptable.
FACTOR C: PRICE
The contract will be a firm fixed-price contract. The Government will evaluate offers for award purposes by totaling all line items of the Bid Schedule.
Factor C Rating Methodology and Standard.
Award will be to the offeror who presents the Acceptable proposal (Factors A and B) with the overall total lowest price (based on the total of all line items on the Bid Schedule).
This Source Selection is conducted with the expectation of adequate price competition – normally competition establishes price reasonableness and a comparison of proposed prices will satisfy the requirement to perform a price analysis. A price reasonableness approach will be utilized by the Government to determine that the proposed prices are fair and reasonable as described in FAR 15.305(a)(1).
All offers with separately priced line items or subline items will be analyzed to determine if the prices are unbalanced (FAR 15.404-1(g)). Offers may be rejected if the Source Selection Authority determines the lack of balance poses an unacceptable risk to the Government.
