Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only” and do not revise the solicitation, plans or specifications.
Question 1. Demolition plan states to demolish existing concrete pavement. Is any rebar or wire mesh in existing concrete pavement?
Answer 1. Available information on existing pavement does not indicate reinforcing in the pavement section.
Question 2. Detail A1 and A2 states to "Compact top 12" to 100% maximum dry density" This is practically unlikely. Will government allow compaction for top 12" above 95% maximum dry density?
Answer 2. Refer to Revised detail A1 and A2 on C-502 to state “Compact top 12” to 95% maximum dry density per ASTM-1557” as issued under previous amendment #3.
Question 3. Detail shows to "relocate existing conduit, equipment, and fixture as required for installation around new overhead door." Are these conduits required to be explosion proof?
Answer 3. The existing hangar bay is a Class I Div. 2 hazardous area and therefore seal off conduit fittings are required.
Question 4. Note on EP100 states to run conduit tight to structure along ceiling of existing hangar bay. Please provide height of roof steel in existing hangar.
Answer 4. The height of the roof steel in the existing hangar is 80’-8” AFF to the bottom of the structure.
Question 5. Section 08 11 13, on the door schedule it says to use hardware set 715 which isn't on there and I can't find it on any other plans. What should be done?

Response to Industy Question for IFB W912DS-18-B-0020 The following Questions and Answers are for informational purposes regarding solicitation W912DS-18-B-0020.
Question 1. From note 6 on sheet MH101 shows connection of hot water piping to existing building heating loop.
This connection point was not visible during the site visit. Please provide existing building drawings which show existing building heating loop to confirm linear feet of pipe needed from new addition to connection point.
Answer 1. Please note that an Appendix A - B1837 As-Builds is hereby issued.
Question 2. Is the soil or concrete contaminated?
Answer 2. Please refer to Appendix C for possible areas of soil contamination. Should there be an anomaly the Government will deal with it accordingly.
Question 3. Will the Government allow either the CQC or Superintendent to perform SSHO duties, ie 2 full-time personnel on job site?
Answer 3. No, please provide staff as outlined in the specifications.
Question 4. As the project is near flight line, what precautions are required? Is there any night time or weekend work involved?
Answer 4. At the moment there are no requirements for night time or weekend work. Should this be the approach taken by the contractor, this will need to be discussed during the initial Kickoff meeting. The requirements for flightline access can be found in appendix to section 01 14 00.
Question 5. Besides soil erosion control permit, what other permits are required that have cost impact?
Answer 5. Please refer to Appendix B as issued with the amendment. There are no other permits that require a fee.
Question 6. Is this project sales tax exempt?

Determination of the applicability of taxes is the bidder's responsibility, and bidders are responsible for including all applicable taxes in their bid. After award, the Contracting Officer may be able to assist with obtaining tax exempt certificates, however, assistance with provision of a form is not an assurance that the contractor will be able to purchase materials that are tax exempt.
Question 7. Drawing S-303, detail A2 - Bracing at fall protection tie-off. Where does this detail apply?
Answer 7. See Framing Plan Legend on S-101. The Roof framing plan (B4/S-101) shows two locations for fall protection anchors that reference Detail A2/S-303. The plan also indicates the approximate location of the anchors to be installed.
