1-Special Contract Requirements 00 73 00 Paragraph 1.1: Replace sub paragraph “a” with the following:
a. The Contractor shall be required to (i) commence work under this contract within five (5) calendar days after the date the Contractor receives the Notice to Proceed; (ii) prosecute the work diligently; and (iii) complete the entire work ready for the beneficial occupancy date 20 December 2017. Interior work in Pershing Barracks, Building 751, may begin no earlier than 20 December 2016. The Contractor shall have a period of 365 Days to complete all interior work. The contract period of performance shall consist of the 365 days to complete the interior work in Pershing Barracks, in addition to the number of days between the date of Notice to Proceed and 20 December 2016. With an assumed NTP date of 14 October 2016, the total contract duration is 432 days.
a1. Additional Requirements/ Clarifications of Work Included Within the Contract
(a) The time referred to as contract duration shall include installation of Government furnished furniture as well as as-built drawings, O&M manuals, and operational tests/reports/training/instructions. The Contract Completion date reflects the date of a complete and usable facility for the user where occupancy of the cadets can occur.
(b). All areas designated to receive Government-furnished furniture will be made available to the Government on a phased basis, based on the project schedule, phasing and durations of installation to be closely coordinated between Government, Installer, and Offeror. Other phased activities (i.e. cabling and equipment installation, punchlist completion, and HVAC commissioning) may be in progress and occur concurrently with the furniture installation. Each phased area shall be provided to the Government for Joint Occupancy (Joint Occupancy is defined as the space being made available to the Government for installation of furniture, IT and other purposes while the construction contractor still maintains occupancy and is completing other aspects of the contract) for the purposes for installing furniture by 20 November 2017 or earlier.
a2. REQUIREMENTS FOR COMPLETION OF DESIGNATED AREAS PRIOR TO FURNITURE
INSTALLATION.
To allow for a month to install all the furniture, and Government IT the following must be complete by November 20th 2017:
The appropriate or designated exterior roads, parking areas, walks, and building entrances shall be sufficiently complete to support the delivery of furniture products by semi-tractor trailers.
All interior building finishes of areas designated to receive furniture, including all furniture entries, pathways, staging, and storage areas shall be complete, as well as supporting electrical and telephone/data utilities.
Completed building finishes shall include all flooring materials and base, interior walls, ceilings, lighting, HVAC systems and controls, doors, doorframes, and trim.
All designated areas are to be cleaned, vacuumed, waxed and buffed as appropriate for the installation of furniture and occupancy by the customer.
The HVAC system must be in operation, fully balanced and ready to be commissioned If appropriate or designated, the elevator(s) shall be operable and certified for use by the approving agency prior to the delivery of the furniture package.
In the appropriate or designated areas, the pre-final building punch inspections shall be performed and punch list items corrected by the Contractor prior to the delivery of the furniture package.
After furniture and IT installation by the Government, the Contractor shall perform a complete final cleaning. Final Inspection and Acceptance may occur only after all furniture and IT installation by the Government is complete.
The following provisions shall also apply:
a. The Contractor is responsible for furnishing utilities during furniture installation and until the facility is turned over to the Government.
b. The Contractor is responsible for access to the building, and security and ownership during the furniture installation.
c. Facility operation and maintenance during the furniture installation is the responsibility of the Contractor.
d. The Contractor shall be responsible for coordination of the work with the furniture vendor(s).
e. The Contractor shall be responsible for the electrical hookup of the power feed(s) and phone/data wiring and jacks to all powered modular systems furniture.
f. The Government shall be installing IT equipment during the furniture installation period. The Contractor shall be responsible for coordination with its subcontractors as necessary to accommodate the furniture and IT equipment installation.
2-Special Contract Requirements 00 73 00 Paragraph 1.6:
1.6 LIQUIDATED DAMAGES--
Add the following to the LD Clause:
“e. Even if the construction of the facility is complete the contractor shall be charged LDS for any delay past 20 December 2017 in the completion of the FF&E installation that is due to the late turnover of space by the contractor.”
3- For specs 01 50 00 -Sub para 3.5.7, Replace the sub para 3.5.7 in its entirety as below:
3.5.7 FIELD OFFICE
a. The Contractor shall provide and maintain administrative field office facilities within the construction area at the designated site. Government facilities will not be available to the Contractor's personnel. Additionally, the Contractor shall furnish, set-up, and maintain a Government field office in the Contractor's staging area along with Six (6) parking spaces reserved for Government use only. The staging area and lay down areas will be surrounded by an 8 foot high, black vinyl coated, chain linked fence that will be permanently mounted. The fence will be covered with black mesh material. The fencing will be maintained by the contractor and remain in place for the duration of the project; including maintain the parking area with snow removal, grass/brush control and cleaning, plowing, mowing of the office outside area. The fence will be properly reinforced for assure levelness and plumbness and will be able to withstand wind and snow loading.
The field office shall be fully equipped with office furnishings and equipment as described below.
Janitorial services shall be provided a minimum of twice weekly including mopping of the floor and garbage removal. The Contractor shall provide drinking water cooler. The field office, furnishings, and equipment will be returned to the Contractor at the end of the project and removed from the project site.
No separate payment will be made for providing the field office, furnishings and equipment.
Field offices: Trailers (1 Contracting Officer trailer and 2 Contractor trailers) provided and used by the Contractor shall present a clean and neat exterior appearance and shall be in a state of good repair. Trailers, which, in the opinion of the Contracting Officer, require exterior painting or maintenance, will not be allowed on the Installation. The Contracting Officer trailer will be a double wide trailer and shall be a minimum of 1080 square feet with a minimum of 7 feet headroom. Trailers shall contain a restroom with lockable door, lavatory, water closet, and toilet accessories including paper towel dispenser, toilet paper dispenser, soap dispenser, trash can and mirror. Contractor shall provide paper towels, toilet paper, and liquid soap in sufficient quantities as needed, for the duration of the field office. Trailers shall be equipped with approved electrical wiring, at least six (6) double convenience outlets and the required switches and fuses to provide 110-220 volt power. The trailer shall be waterproof, shall have a minimum of two doors, electric lights, a battery operated smoke detector alarm, a sufficient number of screened and adjustable windows with blinds for adequate light and ventilation. Windows and doors shall be capable of being locked with dead bolt type locking devices or a padlock and heavy-duty hasp bolted to the door. Door hinge pins shall be non-removable. Windows shall be arranged to open and to be securely fastened from the inside. Electrical lighting shall be sufficient for office use with power and electrical outlets sufficient to support office equipment described in this paragraph. Heating and air conditioning shall be provided. In warm weather, air conditioning capable of maintaining the office at 50 percent relative humidity and a room temperature of 70 degrees F. In cold weather heat shall be capable of maintaining 78 degrees. Necessary power, telephone and internet services to support building and office equipment shall be furnished by the Contractor.
b. Furnishings: The following office furnishings shall be provided:
(1) Eight (8) lockable legal sized four-drawer filing cabinets.
(2) Four (6) work desks/stations to include desk, table and 6 ergonomically designed chairs.
(Tel/Data jacks should be provided for each workstation)
(3) One table per station
(4) One trash receptacles per work station.
(5) One plan rack
c. Equipment: The office equipment listed below shall be provided by the Contractor and shall be set-up and connected to required services for operation:
(1) One color scanner/fax/printer/copier (HP OfficeJet d 155xi or approved equal). Hardware and cables to be furnished and installed so that all 6 Government work stations can utilize printer on a private network in field office, with network ability to print form all work stations
(2) One copier (Konica Model 2125 with sorter and auto feeder or approved equal).
(3) Printer: HP LaserJet 4100 Series printer or approved equal. Note the Contractor is required to supply all paper
(4) One combination telephone/answering machines. The Contractor shall provide separate lines for the fax machine, telephones and computers connections. Data / Tele to each workstation is required.
(5) One first aid kit. As a minimum the kit will include antiseptic kit, eyewash solution, bandages, insect sting medication, aspirin and acetaminophen, and cold pack.
(6) One fire extinguisher type as required for size of trailer/office.
(7) One compact refrigerator, minimum size 3.6 cubic feet and a Microwave small office type.
(8) Note: Computer hardware and software used in this Field Office will be Government furnished.

GROUP 4-A: Air tractor drill; batch plant; bending machine;
concrete breaker; concrete spreader; curb cutter machine;
farm tractor (all types); finishing machine-concrete;
hepavac clean air machine (all similar types: removal of asbestos etc.); material hopper-sand-stone-cement;
mixer-concrete-under 21E; mulching grass spreader;
pump-gypsum, etc., pump-plaster-grout -fireproofing; shop mechanic (not employed on job site); roller under 4 ton;
spreading and fine grading machine; steel cutting machine;
syphon pump-air-steam; tar joint machine; turbo jet burner or similar…
