SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMENDMENT 0002
W912DS-13-R-0033 Amendment #2 – Jacob Riis Park Parking Lot Restoration The following plans have been revised but not reissued:
‐ CP-501 – Add the following note to detail F6: “The lack length is equal to 38 times the diameter of the wire in the wire mesh.”
‐ CP-501 – Add the following note: “Tie Bars and dowels are 30” long.”
Questions and Answers:
Question #1: The notes on sheet CP-501 state to fill any voids under the slab with stone base. There is no bid item for the stone. Where in the bid should we put this cost? Since it is difficult to quantify the amount of stone required, will a unit price bid or an allowance be considered?
Answer #1: The note defines what you will need to do if you encounter a void. The Government does not know if you will encounter voids and if you do, the quantity of stone required to fill them. Voids found would be considered a differing site conditions and the contract should be modified to deal with them.
Do not account for voids in your price proposal.
Question #2: Bid Item No.10 is a lump sum for the striping of the parking lot. In order to accurately quantify this work, will a striping plan or quantity be given to us prior to the bid?
Answer #2: Please see note #5 on plan sheet G-001. Match existing striping and marking patterns in kind adhering to section 640 of NYSDOT standard specifications.
Question #3: Sheet CP-501, detail F6 for full depth repairs for wire mesh only, what is the required lap length?
Question #3: The lap length is 38 times the diameter of the wire in the wire mesh.
Question #4: With regard to the full depth repairs for wire mesh only, does the shaded area on the partial paving plans show the limits of the full depth saw cut or the partial depth saw cut?
Answer #4: The area shows the width of the full depth cut. This detail is only used when the full depth cut is less than 3 ft wide.
Question #5: Are the new dowels and mesh to be epoxy coated? The spec references both coated and plain steel.
Answer #5: Dowels and mesh don't have to be coated since the area of the repairs is small but in salty environments it is recommended to use stainless steel.
Question #6: In the specifications for partial depth patching of rigid pavement, we are restricted to using 30 pound chipping hammers. There is no spec section for the full depth repairs. Are there any restrictions on the methodology for concrete removal for a full depth repair?
Answer#6: The restriction applies to partial depth repair not to full cut depth.
Questions#7: The specs refer to the drawings for the tie bars and dowels. I see they are placed 30” on center but I am unable to locate the length of each tie bar/dowel.
Answer #7: The tie bars and dowels are 30” long.
Question #8: Please clarify if this project is OCIP.
Answer #8: No it is not OCIP, please see Section 00 80 00 paragraph 9 for insurance requirements.
Question #9: Ref: Section 0010: Bid Item#9: Drawings do not show layout of the median turf. For bidding purposes, please provide approx. quantity for Re-seeding of the median turf.
Answer #9: The Median is 18 ft wide and the lengths can be seen on the plan set.
Question #10: If the actual repair areas in the field end up being larger than the repair areas identified in the drawings, do we get additional compensation for the extra work performed?
Answer #10: The contract requirements are represented in the solicitation’s plans and specifications.
Any additional work would need a modification to the contract.
Question #11: If we are not a certified small business; are we eligible to bid this project?
Answer#11: See spec section 00 22 11 paragraph 1.3.
Question #12: Ref: Special Contract Requirements: 1E: Phasing: During pre-bid, it was discussed that the contractor could perform the demolition work in multiple phases at the same time provide we maintain the flow of traffic. Please confirm that we are not required to complete all work in one phase before moving on to the next phase.
Answer #12: The Parking lot will remain open to the public during construction and it will be the contractor’s job to secure the construction site and to protect the public from any potential accidents that could occur while driving and/or walking through an area with large holes in the parking lot. The contractor will also need to keep an area open to accommodate parked cars. The contractor shall also be responsible for erosion control measures and having open areas for long durations may increase the erosion of the sand beneath the concrete, which the contractor shall be responsible for replacing prior to new concrete placement.
Question #13: Can we close the bays one at a time to the public, till all work is completed in that bay.
Answer #13: Yes.
Question #14: Does the perimeter have to be protected with any fencing or mpt measures?
Answer #14: Construction site safety and security are the responsibility of the construction contractor.
Question #15: Section 015720.0010, page 11, Section 3.5.5 states that “Waste water from construction activities,……, will not be allowed to enter water ways or to be discharged prior to being treated to remove pollutants.” Could you please clarify. Does this infer that when water is used to clean the inside surface of the existing concrete (after it is exposed from the removal of the spall area), the water used needs to be collected into a frac tank? This does seem practical. I would appreciate your response.
Answer #15: No, this does not apply to cleaning the inside surface of existing concrete. This applies to “Waste water from construction activities, such as onsite material processing, concrete curing, foundation and concrete clean-up, water used in concrete trucks, forms, etc.” So it would apply to concrete clean up on the new concrete and any water used in curing, forms or concrete trucks.
Question #16: The specifications and drawings do not specify the type of wiremesh to be used.
Answer #16: Wire Mesh shall meet the requirements of ASTM A184/A184M and is a required construction shop drawing submittal.
