Solicitation: W912DR-17-T-0117 Project Title: Building 4 Mechanical Upgrades (HVAC), Fort McHenry, MD

Request for Information & Responses

1. *What must be done with the window AC units? If they are to be demolished, what is the scope for closing the window openings?

Response: Demolition of the window units and repair of the windows is not in the scope of work for this project.

2. *What are the acceptable normal hours of work?

Response: Monday through Friday, 07:00 through 15:30.

3. *Can as-built plans of the building be provided?

Response: As-built plans are attached. These do not show the entire facility or the current heating systems.

4. *What is the roof construction?

Response: The low-slope roof is a built-up asphalt roof. The sloped roof is asphalt shingles.

5. Currently there are at least two (2) window AC units mounted through the block wall. Are these to be left in place or removed? If removed, would the contractor be responsible for any block work or siding?

Response: Existing window and thru-wall units can be switched off and left in place when the new system is up and running.

6. Would it be possible to use the existing equipment pad adjacent to building 4 for outdoor condensing units?

Response: If the Contractor evaluates the existing pad and judges it to be compliant with manufacturer requirements for the outdoor unit, re-use of the pad will be acceptable to the Government.

7. Please clarify if proposal can be submitted by email.

Response: Confirmed. Your offer may be submitted via email to Sierra Marshall, Contract Specialist at sierra.s.marshall@usace.army.mil

8. Does this system should be with heat recovery system?

Response: No heat recovery is required.

9. In amendment 2 we fully understand what 1.0 existing conditions and 2.0 general description of work is stating. But 3.0 electrical technical requirements indoor units states specifically a new 20 amp 208v single phase 60hz circuit shall be provided for each indoor unit to be connected to the new mechanical panel. And a new 20 amp 208 single phase 60hz should be provided for the branch controller. In the sentence it says "shall be provided" this is not normal practice or normal ways that Citi Multi Mitsubishi indoor units are wired. Typically indoor units are wired 5 to 6 per 1 circuit. Is it the contractors responsibility to wire equipment to manufacture specifications and the NEC codes, or is the Government stating that they definitely want 1 electrical circuit per indoor unit and per branch controller? It also states outdoor unit supply a new 60 amp 208 volt 60hz circuit shall be provided for the outdoor unit, this is not correct, this twined system actually requires 2 circuits.

Response: The deviations with regards to the circuits are permitted. It is the contractor's responsibility to provide a problem free fully functioning HVAC system in building 4 using the latest NEC plumbing codes and mechanical codes, and in accordance with ACCA, and in accordance with manufacturer, and any local in State and Federal codes that may apply.

10. Our company is very knowledgeable and specializes in Citi Multi Mitsubishi installation. In the area in which this equipment is going to be installed would also require additional pan heaters for the condensing units for proper operation.

Response: Per section 3.2 OUTDOOR CONDESNING UNIT of the scope “Condensing unit operating range shall be 0 degrees F to 95 degrees F.” all optional equipment required to operate to the indicated lower temperatures are required.

11. In review of Addendum # 1 and 2 I find an issue with the change of voltage from 230 volts to 208 volts in looking at the as-built drawings it is showing me a 240 3 phase 3 wire service and a 120/240 single phase 3 wire service. I want to confirm that we are taking the 240 3phase 3 wire service and increasing it in size. If existing service is 240 volts the equipment at 208 volts will not be within the percentage of tolerance to operate this equipment.

Response: The Government was under the same impression with regards to the voltage however, we have confirmed with BGE that the buildings voltage was 120/20V, 3 phase, 4W hence the change from 240 to 120/208V in Amendment 0001. The contractor should move forward under the assumption that we are increasing an existing 120/208V MDP.

12. Amendment 2 states “Electrical service upgrade shall be provided to building #4 by Baltimore Gas & Electric Company (BGE). The contractor shall contract directly with BGE to coordinate the service upgrade. All utility work done by the contractor shall be done in accordance with BGE requirements.”

BGE will not provide a number unless the building owner provides anticipated calcs for loads for the new service. Once that it is done that will not provide a number generally for 90-120 Days. With only 2 days being given we believe that the government should provide an allowance for this section in order to be fair. The as-builts do not show enough to provide accurate pricing for this section.

Response: Amendment 0003 has been issued which incorporates a revised price schedule that states the following for CLIN 0003 - Allowance for all costs associated with Building 4 Electrical Upgrades through Baltimore Gas and Electric Company (BGE), complete as specified in the SOW, which is estimated but not guaranteed to be approximately $15,330.00
