About this file

This document is an amendment to a solicitation for construction services to repair structural damage to Missouri River navigation structures between River Miles 0-280 caused by the 2019 flood event. The key project details are as follows.

The amendment extends the bid submission deadline and adds FAR clause 52.219-4 pertaining to HUBZone small business price evaluation preferences. It also modifies the performance of work clause to require the successful contractor perform at least 15% of the total work amount using its own organization. The supplemental bid schedule provides estimated tonnage, number of structures, and pricing for 44 discrete repair items across 5 contract line items for planning purposes. Bidders must meet the definitive responsibility criteria of having relevant previous experience performing marine construction work including operation of work barges, floating plant, and barge mounted cranes on at least one but no more than three past projects.
