Knowledge Management (KM) Services
USAG) Wiesbaden, Germany Questions and Answers
Question 1. Reference PWS: The deliverables seemed to be numbered out of order throughout the RFP.
Would the government consider revising the numbering for the tasks?
Government Response: Amendment 0002 corrects the following:
PWS para 5.2.2.5 corrected deliverable to read #20, not 12.
PWS para 5.2.5.1 reference to deliverable #32 deleted.
PWS para 5.2.6.7 corrected to read deliverable #42 PWS para 5.2.7.1 corrected to read deliverable #43 PWS para 5.2.8 corrected to read deliverable #44 PWS para 5.2.9.1 corrected to read deliverable #45 PWS para 5.2.9.2 corrected to read deliverable #46 Total number of deliverables is now 47.
Question 2. Reference PWS Attachment 2: Would the government consider revising the table “Attachment 2 Deliverables Schedule”; it seems to be missing few deliverables?
For example: The RFP has deliverables numbered 1 through 46, but some numbers are actually given twice but are different deliverables. The Deliverables Schedule only lists 46 deliverables, but we counted 49.
Government Response: See Government response to Question 1 above.
Question 3. Reference PWS 5.2.9.2: States “Contractor shall develop workflows and apps for each process within each directorate and staff office, and one Garrison-wide workflow, as requested by the KM Champions and coordinated with the COR. Workflows and apps include those for Morale, Welfare and Recreation (MWR….”
When we read this, we immediately think of a mobile app or an app that requires IT skills to produce.
The candidate requested in this RFP is not required to have IT or coding skills; given this, would the government please further define the term “app”, used, in the solicitation and how it relates to performing of the requisite tasks.
Government Response: “App” is a standard industry term used to describe the development of applications within SharePoint.
Question 4. Reference PWS 1.6.4: An alternate (back-fill) is required when the incumbent is out of the office for 3 or more consecutive days. There is a need for that individual to maintain their skill set and computer access (CAC) privileges. Would the government please consider provide additional funding for "surge/training/refresher hours" to accommodate?
Government Response: No, it is the contractor’s responsibility to ensure there is no break in service beyond three (3) days’ absence of its personnel.
Question 5. If surge/training/refresher hours are approved, would the government identify a separate CLIN to accommodate for additional hours?
Government Response: N/A See response to Question 4 above.
Question 6. Reference PWS Attachment 3: Would the government please consider providing estimated quantity of hours per year? Adding up the estimates, the total comes to 2,080 hours. The maximum number of work hours available is 2,000 due to 10 Federal Holidays. Would the government consider adjusting the estimated hours per year to 2,000?
Government Response: Amendment 0002 adjusted the Estimated Workload Data to 2,000 hours.
Question 7. The PWS states that the contractor may be required to travel to outlying areas in the performance of duties. Will the contractor be reimbursed for mileage or provided authorization to use a government TMP?
Government Response: The Government will not reimburse travel separately. Travel is minimal with less than 100 kilometers of driving required per month for travel to outlying areas.
Contractors are not authorized to use Government vehicles (TMPs). The contractor shall submit prices that are fully burdened to include travel.
Question 8. Reference PWS 1.7.3.2: If a background check is required, for the contractor and any backfill employees, would the government consider funding and providing this service? If not, would the government identify a separate CLIN for this expense?
Government Response: PWS para 1.7.3.2 does not refer to background checks. PWS para 1.7.3.3 states the Contractor shall “provide all information required for background checks to meet installation-access requirements to be accomplished by the installation provost marshal office, director of emergency services, or security office.” The Government will not identify a separate CLIN for this requirement. The contractor shall submit prices that are fully burdened to include all administrative costs.
Question 9. Reference PWS Paragraph 5.2.1.b: states that the contractor must respond to email questions by close of business the next working day. Previously, the PWS stated that the contractor may be out of the office for two days without requiring a backfill. Would the government consider changing the required timeline for response to „within two working days“?
Government Response: Amendment 0002 revises PWS para 5.2.1.b to “These questions shall be answered within two (2) working days.”
Question 10. The PWS lists numerous deliverable documents provided by the contractor employee within a specific time frame. Does the government have templates for these documents or will the contractor be required to generate it?
Government Response: The Government has templates for some; the contractor is required to generate others as originals. Estimate 50% of each.
Question 11. Reference PWS 5.2.1: The government AQL of 100% compliance for each deliverable is unrealistic and does not afford the contractor the ability to exceed the standard for future Past Performance Evaluation reports. How will the government determine “Exceptional” performance of the contract, if 100% compliance is the standard?
Government Response: The AQLs define compliance standards. They do not assess quality.
While the PWS sets the AQLs at 100%, there are opportunities for the contractor to exceed them and demonstrate exceptional performance. For example, para 5.2.2.b. requires a response within two days to be compliant. The contactor can exceed that timeline by responding earlier or the contractor can provide a high quality response, both of which demonstrate exceptional performance.
Question 12. Reference PWS and Attachments: Would the government consider changing the minimum hours required for this contract?
Government Response: Amendment 0002 revises the Estimated Workload Data to 2,000 hours.
Please note: The Estimated Workload Data does not state minimum number of hours required for this contract. The Estimated Workload Data is an estimate of the number of hours that may be required to perform all of the tasks described in the PWS.
Question 13. Reference PWS and Attachments: Would the government consider, at a minimum, increasing the number of required hours to equate to 1.5 persons per year.
Government Response: The number of hours estimated is 2000 (Amendment 0002). It is at the contractor’s discretion how it chooses to allocate its resources to complete all the tasks in the PWS successfully.
Question 14. Security Requirements (1.7), Personnel Security Clearance Requirements (1.7.2). RESERVED:
Can the government confirm there is no Security Clearance requirement for the Key Personnel?
Government Response: Security Clearance is not required for Key Personnel or any contractor personnel.
Question 15. Will the position require a TESA approval?
Government Response: The Government will not request TESA approval.
Question 16. Will the position receive HOLA/COLA? If so, will the government add a CLIN for Other Direct Charges?
Government Response: Contractor personnel will not receive HOLA/COLA.
Question 17. Key Personnel (1.11): The government states that the following personnel are to be considered as key personnel: a Contract Manager and an Alternate Contract Manager. However Attachment 3, Estimated Workload Data, only has 2080 hours allocated. Can the government please confirm the estimated workload data is correct and there is only 1 FTE needed on this contract?
Government Response: See Government Responses to Questions 12 & 13 above
Question 18. Contractor Travel (1.13), RESERVED: Will the government please confirm the travel requirements? If travel will happen on the contract will the government be providing a separate CLIN?
Government Response: See Government Response to Question 7 above.
Question 19. Can the government provide information if there is an incumbent currently doing this work today? If so, who is the incumbent contractor?
Government Response: There is no incumbent; this is a new requirement.
File details come from the government source that posted it.
