7.2. BASE TASK 2 JOINT BASE ELMENDORF-RICHARDSON (JBER), ALASKA FLIGHTLINE

MASTER PLAN

7.2.1. Background

Joint Base Elmendorf-Richardson (JBER) has completed an Installation Development Plan (IDP) outlining the planning vision, goals, and planning objectives. The IDP also subdivides the installation into identifiable planning districts. The ADP process will continue the Comprehensive Planning Process for a specific planning district on an installation. By focusing on districts, the ADP will provide additional details addressing mission requirement, planning objectives, or command priority changes. The ADP will present a summary of existing conditions and existing capacities (i.e. airspace, facilities, utilities, communications, and services) to accommodate future growth within the Airfield District 3 area. It will review stewardship requirements for natural, recreational, and cultural resources and compliance with environmental laws.

7.2.2. General

The ADP must incorporate the planning products of the IDP including the vision, goals, and objectives established as part of the Vision Plan; key transportation, land use concepts, and development patterns used in establishing the Framework Plan and an understanding of the larger networks that connect an installation described in Network Plans. While the focus of the ADP is limited to the Airfield District 3, the effect of planning actions on surrounding districts, networks, missions, component plans, and installation goals and objectives must be considered. Planning actions or other findings that affect planning districts or components plans outside the subject district must be identified and adequately discussed so that they can be efficiently addressed in future plan updates. Format of the

ADP will be consistent with the IDP. Geospatial information will be collected, entered and controlled in accordance with the requirements set forth in Attachment 4- Air Force Geospatial Requirements, of this PWS. As a result, the Contractor shall provide a complete, usable, and up-to-date plan that meets all applicable requirements.

The Contractor shall provide comprehensive planning services and products to prepare, develop, update, integrate, publish and present Area Development Plans for JBER and Airfield District 3. The Contractor shall provide information in the form of text, graphics, maps, and photographs, on the factors that affect JBER’s physical development. If required plan elements are found to be non-existent, the Contractor shall list all missing elements and evaluate their relevancy to the plan proposals but will not be required to produce them. The format to be followed in preparing the ADP will be based upon the outline contained in the PWS and AFI 32-7062 which is shown in Attachment 5 – Air Force Area Development Plan Outline. The ADP will be utilized by Commanders and other key officials to facilitate decision-making on all land use, developmental, and construction activities within the planning district. The ADP will supplement the IDP, which serve as the basic decision-making document from the Installation to Air Staff level

The ADP will contain sufficient documentation to portray existing and projected conditions to allow effective and economical decisions concerning growth and development of the installation

There is an Option Task to complete an Area Development Execution Plan (ADEP) for the Flightline District. The ADEP is a plan-based project list directly coordinated with an Area Development Plan (ADP). The ADEP identifies vertical projects (buildings) and horizontal projects (landscapes, sidewalks, parking, hardstand, open space, and roads) that will guide development towards the overall planning vision.

7.2.3. Base Task 2.1. – Installation Kick-off Meeting (On-site) The Contractor shall coordinate and attend a Kick-off Meeting within 28 calendar days of contract award. The Contractor will develop meeting materials including an agenda and PowerPoint briefing to be presented during the meeting. The purpose of the kick-off meeting is to provide an introduction of Contractor and Installation personnel, discuss specific Tasks and objectives, Task schedules, Spatial Data Requirements, establish communication protocols, establish procedures for Installation access, collection of any Government Furnished Information (GFI) not already provided, and general expectations. The Government will also provide the Contractor with the most current electronic files and provide access to the existing permits, plans, specifications, surveys, studies, and general information. The kick-off meeting will assist the Contractor with developing a Final PMP. Meeting minutes will be developed by the Contractor subsequent to the kick-off meeting and submitted via email to the USACE PM and Installation POC within 7 calendar days of the meeting. The Government will provide comments within 5 calendar days the contractor will submit the final minutes within 3 calendar days of receipt of Government comments on the Draft.

7.2.3.1. Location

The JBER Kick-off Meeting will be a 1-day, on-site meeting in Anchorage, AK. PLAN SUPPORT

7.3.1. Background

Condition Index (CI) is a required data element for all real property assets. The DoD requires a standardized process for evaluating CI through the execution of facility condition assessments. The standardized process is to ensure consistent and reliable data necessary for sound strategic investment decisions in managing the Department's built environment. Establishing a DoD-wide facility condition assessment process will contribute to a more credible DoD asset management program and will support better buying power by allowing Department leadership to better target fiscal resources to those facilities most in need of investment. Further, adopting a standard process will help ensure that condition data will be audit-ready in accordance with Under Secretary of Defense (Comptroller)'s "Financial Improvement and Readiness Guidance" issued in March 2013 which states that all real property assets shall have a validated Facility Condition Index (FCI) by September 2017. To support the timeline of FCI validation, the DoD requires Defense Components adopt a common process that incorporates the Sustainment Management System (SMS) developed by the U.S. Army Corps of Engineers Engineer Research and Development Center - Construction Engineering Research Laboratory. The SMS module to assist the FCA process is BUILDERTM.

Therefore, this contract for Facility Condition Assessments establishes the SMS BUIDER as the standard for the evaluation of CI which can help to satisfy Installation Status Report for Infrastructure (ISR-I) reporting requirements.

Munitions District: An area focused on the storage and maintenance of munitions. Although there are miscellaneous other uses in the district, the majority of the space is devoted to munitions storage igloos, magazines, and similar facilities. No significant future development is planned for the district.
