RFIS FROM CONTRACTORS

Contractor RFIs And Answers from the Government

1. Is the contract duration as specified in the RFP (240 days for phase 1 and 90 days for phase 2) or will it vary based on actual production?

It is based on actual work days. 240 work days for phase 1 and 90 work days for phase 2. This does not include weekends, federal holidays, or no work due to weather.

2. Can a 50 ft reach amphibious excavator be used in lieu of a 60 ft reach amphibious excavator (i.e., same as Pedricktown)?

A 50 ft reach amphibious excavator can be used in lieu of a 60 ft reach amphibious excavator, however, 50ft is the absolute minimum reach that can be used.

3. Can we visit the site?

Yes. Please contact Tiffany Chisholm, CS to schedule a site visit.

4. Does the mechanic need to be a full-time position?

No

5. In the combined synopsis and solicitation, it defines two phases of work each with very different requirements for operators and machinery in each phase. I see the period of performance is 330 work days for the whole project. However, I don’t see the breakout information for the number of work days for each phase. Can you tell us the number of work days required for each phase of work?

In section 1.5 Period of Performance: This service contract includes … 240 operating days for drainage services (Phase 1) and 90 operating days for earthwork preparation services (Phase 2).

6. Can you explain the justification for this solicitation paying wages under the Service Contract Act when clearly this is a heavy construction project? I do know in the past, prior solicitations for work at the Kilcohook site used Davis-Bacon wage rates for the workers so I don’t understand the change to using the Service Contract Act.

The solicitation was amended on 31 August 2021 to change the WRD from wages under the Services Contract Act to wages under the Davis Bacon Act .

7. Are the contractors supposed to operate in salt water or freshwater? I gather that it may just be sludge prep site

The water that the amphibious excavators will be operating in is fresh water within the confined placement site of the dredged material.

W912BU21R0034

8. Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number W912BU21R0034 will be a follow-on requirement to any work performed currently or in the past, or will this be a new requirement?

Solicitation number W912BU21R0034 will be a new requirement. Any previous contract has no bearing on

W912BU21R0034.
