About this file

This amendment modifies a solicitation for the acquisition of two all-welded aluminum work boats for the U.S. Army Corps of Engineers Pittsburgh District. The amendment provides responses to two questions from industry. It clarifies that the loading capacity and speed requirements shall remain as stated in the original solicitation. It also revises the technical requirements for deck cranes and the A-frame crane to specify lifting capacities. For the loading ramp, the amendment states that the design is at the contractor's discretion, provided it meets safety standards for human lifting and barrier requirements between the deck and water as specified in EM-385.

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDENT 5

Question 1. [Bidder provided information in regards to stability concerns of the vessel.] Answer 1. The Government has reviewed the provided information and has the following response. The loading capacity and speed requirements shall remain as stated in the solicitation. The vessel is not required to obtain the speed requirements when loaded with full deck loading.

The Government also revises Section C455 as follows:

C455 DECK CRANES AND A-FRAME CRANE

The Contractor shall provide and install the following cranes on the vessel:

* Two (2) aluminum electric deck cranes on the port and starboard sides of the vessel (total of two cranes).

Each crane shall be capable of lifting approximately 2000 pounds at an outreach of 5 feet outboard. Cranes will be used for the retrieval and deployment of USACE buoys.

* One (1) A-Frame crane located on the forward end of the vessel. Crane shall be aluminum, and shall be either electric-hydraulic or hydraulic. This crane shall be capable of lifting approximately 3000 pounds at an outreach of 10-15 feet forward. Crane will be used for the retrieval and deployment of USACE buoys.

Cranes shall be designed for performing the above lifts regardless of environmental and out of level limits. The Contractor shall develop a Naval Architecture Analysis (NAAs) for all cranes, ensuring the above lifts can be performed without exceeding the out of level limits for each crane when generating the maximum heeling moments. Cranes shall be individually stable. NAAs shall be verified by a PE stamp.

Question 2. The replies concerning the previous questions regarding the ramp design basically refer us back to the specification, however there is not enough detail in the specification concerning the ramp to provide a sensible design that is desired by the USACE. Can the USACE please provide a sketch or other details to outline what is intended in the ramp design?

Answer 2. The Government requires a loading ramp suitable for personnel to enter and exit the vessel. The weight capacity of the ramp shall be suitable for personnel, assuming that the other side of the ramp is supported.

Additional loads limited by safety standards for human lifting with no additional support. If the Contractor believes they need to hinge the ramp to meet specification requirements of length, then the Contractor should provide this information when developing bid package. The angle at rest for the loading ramp shall be at the discretion of the Contractor. Per EM-385, if the angle of the loading ramp does not provide a barrier between the deck space and the water, then appropriate handrails shall be installed.
