About this file
This amendment provides responses to questions regarding a solicitation for two aluminum work boats for the U.S. Army Corps of Engineers Pittsburgh District. The solicitation seeks firm fixed price vessels operating on the Allegheny River to transport and place buoys. Requirements include a 4' freeboard, 39" bulwarks, approximately 4,000 lb deck cranes, 80 dB maximum noise at full power, and extended outboard motor warranties. Responses clarify that 6000 series aluminum extrusions and steel cranes with proper isolation are acceptable, provide capacity tolerances for cranes, and confirm the freeboard measurement interpretation.

AMENDMENT 2
Pittsburgh Work Boats
W912BU20B0016
Amendment 2 Questions and Answers Question 1. Specification C180 Noise and Vibration calls for a 65dB noise threshold at the helm with the engines at full power. Recent similar project requirements from MDC have called for:
a. Top Speed - 78db, with maximum propulsion engine power and one genset.
b. Surveying - 72db, with 20% propulsion engine power and one genset.
c. Dockside - 69db, with no propulsion and one genset.
Can you confirm that the 65dB is correct?
Response 1. Please see revised Section C180 below: C180 NOISE & VIBRATION The noise in the pilothouse shall not exceed 80 dB with the engines operating at full power. The Contractor shall demonstrate this successfully to the Government prior to delivery.
Question 2. Specification C305 Hull Structure – A. General Requirement’s states that no welded 6000 series shall be used unless it is accomplished by friction stir welding.
a. Is it acceptable to utilized 6000 series extrusion for railings and handholds? All hull structure will be fabricated from 5086 aluminum plate.
Response 2. According to Part 2 of ABS Rules for Materials and Welding, extruded 6061 aluminum can be welded to 5086 aluminum plate, as long as a filler material of 5356 is used.
The table used in this reference (Aluminum and Fiber-Reinforced Plastics (FRP), Section 2-5-A1, Table 4) applies to gas-shielded arc-welding processes. While it may be acceptable per ABS to apply these standards (and filler material) to friction stir welding, the Government advises that the shipyard consult with ABS prior to performing this welding to confirm.
Question 3. Specification C455 Deck Cranes and A-Frame Crane calls for the installation of two cranes with a capacity of approximately 4000lbs at a 10ft reach. Additionally, it calls for the cranes to be made of aluminum.
a. Is a steel crane with marine grade coating acceptable?
b. Will the customer provide a range of capacities that are acceptable for meeting the approximately 4000lb requirement?
Example: I approximately defined as a +/- percentage of the stated capacity?
Response 3. If the cranes are properly electrically isolated to prevent corrosion, then a steel crane may be acceptable. Crane shall be within +10%, -5% of the specified capacity.
Question 4. Specification C602 Propulsion System – B. Extended Warranty calls for the provision of an extended warranty for the outboard motors. This is not available for government registered outboard motors in any brand.
W912BU20B0016
a. Does the customer have a preferred outboard motor manufacturer?
Response 4. The Government does not have a preferred manufacturer. Motors shall be provided with warranties as specified.
Question 5. Specification C006.B states that the freeboard shall be 4’-0”. Given the additional requirement in C410.A for bulwarks to be 39”, it is our interpretation that the freeboard measurement is intended to mean the distance from the waterline to the top of the gunwale and not from the waterline to the deck. Further, it is our interpretation that the measurement of 39” for the bulwarks is from the deck to the top of the gunwale or railing designed in accordance with the requirements of EM 385-1-1. Can you confirm that these interpretations are correct?
Response 5. The Government confirms that this interpretation satisfies specification requirements.
