SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

AMENDMENT 2

Requests for Information W912BU19Q0015 ND-6 Barge Question 1: RFP Section C733 Electrical Power Plant – Cummins has told us that Cummins Onan Quiet Diesel generator specified in Section C733 does not offer a marine generator that is radiator cooled in this size. Cummins does offer the Onan generators with radiators for non-marine use with radiators, but they have stated that all warranties would be voided if these generators are used for a marine application. We could offer a marine generator but would have to include cooling pumps, piping, and either keel cooler or heat exchanger. The other option is to allow the non-marine generator application to be used and accept the voided warranty. Please clarify?

Answer 1: The diesel generator set shall have a minimum continuous rating of 11.5kW at 0.8 power factor at 60-Hz.

The generator shall be set up to supply 240/120 volt AC, single-phase, 3-wire, ungrounded, 60-Hz electrical power.

The diesel generator shall be EPA Marine rated in accordance with emission regulations.

The reference to Cummins was related to size only.

The provided unit is to be a marine unit, radiator cooled. Northern Lights Model NL843NW4 would be an example of a unit that meets the requirements.

Question 2: We received a request for crane info from a barge builder. They too are interested in better definition in order to be as accurate as possible in their proposal.

A crane of this size, if it has the same bells and whistles as the specified Mantis/Tadano, will be a significant part of the cost. There are some conflicts in this solicitation, for example, it calls for a pedestal crane, designed in accordance with API 2C for floating cranes, and the outreach appears to be significantly less than the specified Mantis/Tadano crawler crane. The Mantis/ Tandano does not really fit into the pedestal, API 2C parameter, and although we will design to perfectly meet your requirements.

We need better definition of what the maximum outreach is-and loads to be lifted, in order to accurately design and estimate cost ?

Answer 2: IAW the solicitation the crane is to be pedestal mounted. The pedestal and attachment to the barge shall be designed IAW API2C. Further definition of the lifting capacity is:

The main hoist of the crane shall be able to meet or exceed the following mission lift capacities in a duty cycle lift configuration:

• 55,910 lbs. @ 10' radius at 0 degree and 180 degree rotation

• 23,070 lbs. @ 30’ radius at 0 degree and 180 degree rotation

• 11,000 lbs. @ 45’ radius at 0 degree and 180 degree rotation

• 7,000 lbs. @60’ radius at 0 degree and 180 degree rotation The auxiliary hook shall have a minimum capacity of 11,000 lbs. @ 30’ radius.

All capacities shall be rated for the required machine list and trim Question 3: RFP Section C406 Coating Systems – Please clarify if the barge requires below hull anti-fouling coating systems. Drawing 855-B406-01 includes anti-fouling coating systems, but the specification Section C406 does not mention the requirement for the anti-fouling systems?

Answer 3: The anti-fouling requirement was left out of section 406, however IAW the “Order of Precedence” clause of the contract, drawings take precedence. Therefore anti-fouling paint is required.

Question 4: Please provide required lifting capacity for the crane, in order for "or equal" cranes to be evaluated?

Answer 4: IAW the solicitation the crane is to be pedestal mounted.

W912BU19B0015

• 11,000 lbs. @ 45’ radius at 0 degree and 180 degree rotation

• 7,000 lbs. @60’ radius at 0 degree and 180 degree rotation The auxiliary hook shall have a minimum capacity of 11,000 lbs. @ 30’ radius.

All capacities shall be rated for the required machine list and trim Question 5: Question about the crane what is required Safe Working Load (SWL)?

Answer 5: IAW the solicitation the crane is to be pedestal mounted.

All capacities shall be rated for the required machine list and trim Question6: Question about the crane what, if any, are required critical lifts (specified load at certain radii) required for the USACE?

Answer 6: IAW the solicitation the crane is to be pedestal mounted.

All capacities shall be rated for the required machine list and trim Question 7: On drawing 855-B427-01 the inclining stairway Detail 2 -C Refers to Mc Nichols Thread and gives a model 640431T413 upon looking it up it says its 30" wide threads but the drawings also states that they're 36" wide.

To clarify the stair threads are 36" wide, correct? The model number is wrong?

Answer 7: The referenced tread is available in both 30 and 36 inch widths. The drawing as posted is correct for the government's needs.

Question 8: On the manual winches model # DF-156-40-11-M is discontinued? Is there a replacement perhaps Nabrico DF-356-40-M that would also work?

Answer 8: The government recognizes that the listed winch has been discontinued. A substitute winch w the same or greater characteristics (such as the NABRICO DF-356-40-11-M) is acceptable.
