C. WEIGHT & CENTER OF GRAVITY ESTIMATES & MONITORING

The barge contractor shall implement a careful weight estimating and monitoring procedure.

During the Engineering Phase (Phase II), the barge contractor shall update the weight and center of gravities (CG) each month with details on the final equipment selected and purchased, and system/outfitting design developments.

The weight estimate shall be submitted monthly as document #850-C115-01.

During the Construct, Test and Deliver Phase (Phase III), the barge contractor shall continue to update the weight and CG estimate each month. The update shall reflect actual equipment location, quantity and location of piping and wiring runs, actual quantity and location of outfitting items, and any changes to the structural weight.

The Government will review the monthly weight estimate to ensure the anticipated draft, and trim and stability conditions of the barge are satisfactory. If weight growth that adversely impacts the vessel’s trim and stability is found, the Government will coordinate with the barge contractor to determine the cause and develop remedial action.

D. INCLINING & DEADWEIGHT SURVEY

Upon completion of all work and after the crane has been installed, with the barge in the lightship condition and the crane in the stowed position, the barge contractor shall conduct an inclining test and deadweight survey. The inclining test shall be carried out in accordance with ASTM F 1321-14 and contract Clause E05. The barge contractor shall be responsible for developing the inclining test procedure/plan, providing all certified inclining weights, pendulum setups, support equipment and personnel, directing the experiment, recording all data and completing the inclining test report. The barge contractor shall be responsible for all costs associated with ABS reviews (including at least one iteration to reflect any ABS comments made) and all surveyor costs.

E. NO LOAD CRANE MOVEMENTS

After the inclining test, several (no load) crane movements shall be performed (crane operated by the crane manufacturer):

• With no load on the hook, the crane shall swing to 90 degrees (starboard side), and next to 270 degrees, (port side). The crane rigging radius shall not change. Pendulum readings shall be taken after each movement, as well as the vessel draft readings at the four corners of the barge. This will be used to assess the heeling moment due to the crane’s own weight and CG. The change in LCG shall be ignored during the experiment.

• With the crane at 90 degrees over the starboard side, and next with the crane at 270 degrees over the port side, the crane boom angle shall be changed to cause the boom point to move transversely a known distance.

Pendulum and draft readings shall be taken at each position. The initial and final boom angle shall be recorded. The change in the rigging radius shall be calculated. The heeling moment divided by the change in the rigging radius shall equal the boom point dead load by experiment. The change in VCG shall be ignored during the experiment.

Document #850-D115-02 (INCLINE EXPERIMENT PLAN) shall include the plan and description for these movements. Document #850-D115-03 (INCLINE EXPERIMENT RESULT) shall include the data and results of these movements.

A. NOISE LIMIT TARGETS

The enclosures for all equipment on the barge shall be suitable to limit the sound from the equipment per standard manufacturer limits. The noise level shall not exceed 80 dbA on the main deck of the barge, at a 30 ft. radius around the equipment, with the equipment operating at full power.

The noise survey during tests and trials, shall be based on the average of the broadband sound pressure levels taken at various representative locations in the reverberant field of the compartment or space in question. Values should be measured using the A-weighted scale with the meter set for slow response.

If the noise limits are exceeded and it is found that the excess is due to poor workmanship or quality control, the shipyard shall correct whatever deficiencies that are identified by the excessive noise.

B. VIBRATION LEVEL TARGETS

The vibration limit for the vessel shall be the SNAME Technical & Research Bulletin 2-25 SHIP VIBRATION AND NOISE GUIDELINES (1980) as presented in Principles of Naval Architecture, Volume II, (Figure 35, page 306, 1988 Edition). The vertical vibration velocity and acceleration shall not exceed the maximums of Zone II. This criterion is the upper limit of vibration level that is noticeable but usually shall not adversely affect vessel personnel.

The barge contractor shall measure these velocities in the manned spaces during the testing phase of this contract and provide a written report, per contract Clause E05. If the vibration limits are exceeded and it is found that the excess is due to poor workmanship or quality control, the shipyard shall correct whatever deficiencies that are identified by the excessive vibration.

C. NOISE & VIBRATION CONTROL - GENERAL

In addition to insulation requirements, generator mounting details provided in this specification and shown on the contract drawings, the barge contractor shall implement the following control measures to ensure the target criteria are satisfied:

• Effective noise barrier around high noise spaces to prevent noise transmission to adjacent spaces, and sound absorbing material around high noise spaces.

• Install vibration isolators for all diesel generators and rotating machinery such as pumps and winches in order to reduce noise and vibration transmission through the structure.

• Provide flexible mounting of service lines.

• Ensuring that all pipe joints are tight and that all penetrations through spaces are sealed.

• All pipe connections to the generators should be of the flexible type.

• Use of low noise components, e.g. tighter tolerances.

• Ensure the natural frequencies of the foundations of hard mounted equipment to be at least 30 percent greater than the disturbing frequencies of the equipment.

• Ensure that the local stiffness of the foundation supporting the resilient mounts to be at least 10 times the stiffness of the isolator it supports to result in adequate vibration isolation.

• Ensure that the natural frequencies of the resilient mount systems be sufficiently far from the disturbing frequencies (at least 30 percent of the nearest mode).
