Dwg Sheet/Spec Section Comment Response

I was going through the volume of the scope of work and trying to decipher whether miscellaneous metals section has a ASCE requirement?

There is no ASCE requirement in Section 05 50 13 Miscellaneous Metal Fabrications. Please bid as shown.

2 T101

Drawing shows a 96 strand fiber optic cable from Room 143 to corner of Boothby Hill Rd and HavredeGrace St, is the cable splicing in Manhole to an existing cable?Drawing also shows a 300 pair cable from Room 143 to Hut at corner of Boothby Hill Rd and Belair St, is there a drawing showing existing Manholes that cable needs to be pulled through? See Amendment No. 0002.

I need to know if the Mezzanine steel is included in the pre-engineered building or its separate. No drawings or specifications are listed for the mezzanine.

Sheet note #1 on S-113 indicates that the “Second floor steel framing systems shall be designed by metal building system contractor.” In the contract documents, this floor is labeled the “second floor” rather than “mezzanine”. The rails, embedment, and metal stairs may be designed and supplied by misc. metal contractors. GC shall coordinate with subcontractors.

The drawings associated with the above mentioned solicitation are marked "For Official Use Only", yet they were posted to FedBizOpps for open access. Would it be permissable to allow

RFI-1

subcontractors to access and view the drawings through our company's username & password controlled FTP site? See Amendment No. 0002.

I had inquired previously about missing specs, and while I note that Amendment 1 has supplemented the spec book, there are spec(s) missing, including anything to do with the Metal Wall Panels – please advise if this will be forthcoming in the near future. It is important that we have the opportunity to review same in the timeline allotted, and be afforded the opportunity to post RFI’s and possible substitution requests prior to any deadline expiring, pre-bid.

Contractor should note that the intent is for a pre-engineered building. The insulated metal wall panel is included in the all-in-one specification.

019113 and 230800

Specification Sections 019113 and 230800 call for Commissioning Firm and Commissioning Specialist to be ACG, NEBB or TABB certified. Is it acceptable for the Commissioning Firm to be a member of the Building Commissioning Association (BCA) and for the Commissioning Specialist to be a Certified Commissioning Professional (CCP) through the BCA?

Please bid as shown.

S-001 thru S-301

There are no beams, bracing, girts or columns identified on the structural drawings, are there revisions coming out for these drawings, or where can I find information?

The superstructure of this building is a Metal Building System which will be designed and provided by a Metal Building System manufacturer.

000110-2 (Amendment No. 0001)

In section 1.4 Evaluation Factors: (2) Factor 2 - Corporate Experience (1a) it is stated that an acceptable range for project experience is "$5million to $10million". However, the Solicitation on fbo.gov states "The Estimated cost range for this procurement is $10M to $25M". Would you allow project experience with a range of $5 million to $25 million?

See Amendment No. 0002.

Drawing T101 Note 4 identified the cabling needs between the Telecom Hut, Building 5200 and the POP IT Room. However it is not clear what path is to be taken to achieve this. Can you provide clarification as to the path? Identify the route of the existing duct banks between these buildings to be used? See Amendment No. 0002.

RFI# 1-Request for Information [RFI] Procedure This procedure states:RFI responses that affect the specifications will be issued as an Amendment to the specifications. If an RFI response conflicts with the contract plans or specs, the Contact plans and/or specs will govern.

Shouldn't the second sentence of this statement read: If an RFI response conflicts with the Contract plans and/or specs the RFI response will govern, and if not, then what would be the purpose of sending an RFI?

Every effort will be made to eliminate conflicts. Amendments will be issued as necessary to eliminate known conflicts.

Executive Summary

Prior to the demolition of Buildings 5031, 5032, 5033, 5035, 5042, and 5045 at the Aberdeen Proving Ground, MD, an investigation was conducted to evaluate if hazardous materials are present within these buildings. PARS surveyed and inventoried the extent of hazardous materials in each of the buildings using visual observation and sampling. Sufficient sampling was conducted to reliably evaluate the presence, location, and quantity of hazardous materials in each building.

The following hazardous materials were found in Building 5031.

Asbestos was found in the building materials. The estimated quantity of asbestos containing materials associated with the building is 620 square feet.

Lead-based paint greater than 0.7 mg/cm2 was found in seven (7) of twenty seven (27) readings.

Waste generated from 5031 shall be considered hazardous for lead.

Lead-based paint sampling results from Building 5031 indicate the presence of lead-based paint on the structural wall and ceiling wood surfaces.

This building contains one (1) thermostat, fluorescent lighting (twelve (12) fixtures, forty eight

(48) bulbs), no smoke detectors, and one 500 gallon, above-ground fuel oil storage tank, and a central air conditioning system (one (1) unit). Fluorescent lighting units appear newer and probably do not contain PCB ballasts.

The following hazardous materials were found in Building 5032.

Asbestos was found in the building materials. The estimated quantity of asbestos containing materials associated with the building is 2,425 square feet and 950 linear feet of pipe lagging.

Lead-based paint greater than 0.7 mg/cm2 was found in fifteen (15) of thirty seven (37) readings.

The estimated total weight of building components painted with lead-based paint appears to be negligible when compared to the total weight of building components to be included in the waste stream, therefore, the waste generated from this building shall be considered nonhazardous for lead.

Amendment No. 0002

Section 00870 Page 5

This building contains two (2) thermostats, fluorescent lighting (fifty four (54) fixtures, two hundred four (204) bulbs), nine (9) smoke detectors, and a central air conditioning system (two

(2) units). The fluorescent lighting units appear older and may contain PCB ballasts.

The following hazardous materials were found in Building 5033.

Asbestos was found in the building materials. The estimated quantity of asbestos containing materials associated with the building is 200 linear feet.

Lead-based paint greater than 0.7 mg/cm2 was found in five (5) of five (5) readings.

Waste generated from 5033 shall be considered hazardous for lead.

This building contains no thermostats, fluorescent lighting (four (4) fixtures, twelve (12) bulbs), no smoke detectors, and no central air conditioning system. The fluorescent lighting units appear older and may contain PCB ballasts. The building contains boiler treatment chemicals (drummed liquids and solids in bags and containers).

The following hazardous materials were found in Building 5035.

Asbestos was found in the building materials. The estimated quantity of asbestos containing materials associated with the building is 600 square feet and 950 linear feet of pipe lagging.

Lead-based paint greater than 0.7 mg/cm2 was found in seven (7) of thirty two (32) readings.

The estimated total weight of building components painted with lead-based paint appears to be negligible when compared to the total weight of building components to be included in the waste stream, therefore, the waste generated from this building shall be considered nonhazardous for lead.

This building contains one (1) thermostat, fluorescent lighting (forty four (44) fixtures, three hundred sixty six (366) bulbs), seventeen (17) smoke detectors, and a central air conditioning system (six (6) units). Some fluorescent lighting units appear older and could contain PCB ballasts. One (1) emergency back-up light unit was found. Due to interior structure modification and the large volume of materials stored in the building additional fluorescent fixtures, smoke detectors, thermostats, and back-up lighting may be present.

Asbestos was found in the building materials. The estimated quantity of asbestos containing materials associated with the building is 9,960 square feet and 2,000 linear feet.

The following hazardous materials were found in Building 5042.

Amendment No. 0002

Section 00870 Page 6

Lead-based paint greater than 0.7 mg/cm2 was found in thirteen (13) of forty two (42) readings.

The estimated total weight of building components painted with lead-based paint appears to be negligible when compared to the total weight of building components to be included in the waste stream, therefore, the waste generated from this building shall be considered nonhazardous for lead.

This building contains seven (7) thermostats, fluorescent lighting (thirty (30) fixtures, one hundred twenty (120) bulbs), no smoke detectors, and a central air conditioning system (two (2) units). The main bay contains thirty six (36) high intensity lights, either mercury vapor or halide units. The fluorescent lighting units appear older and may contain PCB ballasts.

The following hazardous materials were found in Building 5045.

Asbestos was found in the building materials. The estimated quantity of asbestos containing materials associated with the building is 8,710 square feet and 2,000 linear.

Lead-based paint greater than 0.7 mg/cm2 was found in seventeen (17) of thirty eight (38) readings.

The estimated total weight of building components painted with lead-based paint appears to be negligible when compared to the total weight of building components to be included in the waste stream, therefore, the waste generated from this building shall be considered nonhazardous for lead.

This building contains three (3) thermostats, fluorescent lighting (eighty (80) fixtures, three hundred twenty (320) bulbs), no smoke detectors, and a central air conditioning system (two (2) units). The main bay contains thirty three (33) high intensity lights, either mercury vapor or halide units. The fluorescent lighting units appear older and may contain PCB ballasts.
