This federal solicitation and related amendment provide details for a construction project to repair plunge pools and outlet channels along Salt Creek, Nebraska damaged in the 2019 flood event. Work includes grading and reshaping sloughed banks, placing riprap and bedding material around plunge pools, removing accumulated sediment and debris, and seeding disturbed areas at multiple dam sites. Bids are due by 2:00pm on September 14, 2020. Through amendment two, the specifications and drawings are revised to require pre-construction and post-construction surveys of haul roads utilizing dam crests, a pre-construction inspection, and restoration of any deviations exceeding 0.1 feet between surveys. If the contractor elects to cross the crest of the dam at Sites 8, 9, 10, 12 and 13 with any equipment the Contractor will perform a pre-construction and post-construction survey, pre-construction inspection with Contracting Officer, and maintain access for government vehicles. The following subparts below outline these requirements. The embankment crest for Dam Site 4 is not permitted for use as a haul road, alternate access from West Sprague Road and along the right abutment groin and toe of dam is available to access the south side of the plunge pool.

The inspection shall specifically record all existing damage to vegetation, earthwork, structures, roads, and other pre-existing damage in order to establish condition of areas prior to the commencement of construction activities. The contractor shall furnish and operate all video recording devices required in order to accurately reflect current conditions.

This report shall be signed by both the Contractor and the Contracting Officer upon mutual agreement as to its accuracy and completeness. A copy of this report, as well as an electronic copy of the pictures and video capturing the pre-existing condition will be provided to the government. This inspection will establish the baseline for damages identified upon acceptance inspection(s) by the government for which the contractor is not responsible for restoration. All other damages identified during the acceptance inspections will be repaired to pre-existing condition by the contractor at no additional cost to the government.
