GENERAL CONTROLS NOTES:
A. All trend logs and test data required by Division 23, Section 25 10 10, “Utility Monitoring and Control System (UMCS) Front End and Integration”, Part 3, shall be provided.
B. All set points, operating points, sequencing ratios, pid tuning parameters, and all other numeric and digital constants shall be adjustable by the user (only with a high-level password) from the graphic. To change these values, the user shall not be required to modify program code, recompile, or download. All points and virtual points shall be capable of being overridden or having a specified value “fixed” from the central workstation to facilitate software testing. To override such a point, the user shall not be required to modify program code, recompile, or download.
C. Provide independently adjustable, minimum 'on' and 'off' timers for each start/stop point. Initially set times as not to exceed six starts per hour. Modulate shall mean off to minimum speed to 100% speed.
D. System logs, trend logs, and event-initiated logs shall be set up to provide historical and real-time monitoring of system operation. Logs shall include all points associated with the equipment group logs shall be grouped by equipment.
E. Every digital and analog input shall have an alarm assigned to it. Alarm points shall be locked out when equipment is not in use. Provide time delays to prevent false alarms during equipment startup. When a set point is reset, the alarm limits shall be reset. These alarm limits shall be a constant offset from the set point. The alarm set points shall be initially set by this contractor in conjunction with the Contracting Officer.
F. Energy Monitoring:
1. The existing DDC system shall calculate and record heating and cooling degree days. The degree days shall be totalized and recorded for daily, monthly, and yearly totals. Additionally, the values for the preceding day shall be stored for display on the graphic. Calculations for degree days shall occur every 10 minutes or less.
2. Outside air temperature, relative humidity, wind (speed and direction), liquid precipitation, barometric pressure, wet bulb values including current reading, minimum, maximum, and average shall be recorded every 30 minutes and stored as daily, monthly, and yearly values. Additionally, daily minimum, maximum and average from the preceding day shall be displayed on the graphic.
G. Optimum Chilled Water Plant Operation:
1. Vary the flow of the chiller chilled water so there is no flow in the primary bridge. Control the primary flow to match the secondary flow by modulating the control valves. Balance the required flow between the operating chiller to get the best efficiency.
2. Vary the relative flow of the chiller chilled water for the lowest kW/Ton.
3. Adjust the condenser water valve to obtain the lowest kW/Ton. Limit the operation of the condenser water valve within the head pressure limits of the chiller.
4. Adjust the speed of the cooling tower pumps to maintain at least one chiller condenser valve nearly full open.
5. Adjust the cooling tower return water valves to balance the flow to the towers. One of the valves should be nearly full open at all times.
6. Vary the speed of the cooling tower fans to obtain the lowest kW/Ton.
7. Select the chillers to obtain the lowest kW/Ton while maintaining the critical running spare capacity.
8. Select the chiller series arrangement when it will provide a lower kW/Ton.
9. Select the cooling towers to obtain the lowest kW/Ton while maintaining the critical running spare capacity and tower minimum flow.
10. Select the economizer heat exchanger mode when it will provide a lower kW/Ton.
11. Adjust the flow rate of cooling tower water to the HX to obtain the lowest kW/Ton by modulating a control valve.
12. When the HX can maintain the chilled water supply set point, position the valves so the chilled water from the HX flows directly into the chilled water primary supply header.
13. Shut down the economizer heat exchanger mode when a lower kW/Ton will result.
14. Select the secondary pumps to obtain the lowest kW/Ton while maintaining the critical running spare capacity.
DETAILED SEQUENCE OF OPERATION:
A. System Description: The chilled-water system is a primary/secondary system, designed to produce and circulate 42°F chilled water to handle the facility design cooling load with redundancy.
The system consists of existing chillers, primary pumps, secondary pumps, condenser water pumps, and cooling towers. New VFDs and motors to be provided for six primary chilled water pumps, seven secondary pumps, seven cooling tower sump pumps, and seven cooling towers. Provide two new DPTs between the supply and return of the secondary pumps for the CSOC and JNTF buildings.
B. The cooling plant optimizer shall select the most efficient combination of equipment and set points within the restrictions specified to ensure N+1 redundancy and uninterrupted chilled water supply at 42°F in summer. A 44°F set point for winter conditions should be incorporated into the design. Winter shall be defined as the first day after December 1st that the daytime high temperature remains below 60°F for 3 successive days to March 21st or the first day after March 1st that the daytime high temperature remains above 60°F for 5 consecutive days. All dates, temperatures and numbers shall be adjustable. The optimizer shall include consideration to enhance the system longevity (i.e. equipment should not start and stop more often than is recommended by the equipment manufacturer).
1. Energy Optimizer shall optimize the number of towers, condenser water supply set point, tower fan speed, the number of chillers, the selection of chillers to operate, the number of secondary (CSOC, JNTF) pumps to operate, the speed of secondary pumps, the differential pressure set point of the secondary pumps, the bridge flow, the speed of variable speed equipment, set points while guaranteeing all loads are fully satisfied 100% of the time within the specified limitations. Other features of the optimizer shall include optimizing the change between modes, and optimizing parameters of operating equipment within the mode. The critical spare running capacity shall be attained by running the number of each system components such that if any one of them fails, the remaining running units shall carry the load (N+1).
Cooling modes:
There are three chiller modes, the full Chiller Mode, the integrated Cooling Mode, and the Full Economizer Mode. The default cooling mode shall be the Chiller Mode.
A. Full Chiller Mode:
1. The BAS shall signal and indicate via sound and message operation in 'chiller mode'.
2. At least two chillers shall be operational at all times.
3. Each chiller includes an associated and dedicated primary chilled water pump that must run in combination with the chiller.
4. System startup:
(A) Upon system enable, the chilled water and condenser water isolation valves associated with the lead chiller shall be open.
(B) When the status of the isolation valves are proven (i.e. upon positive end switch status), the chilled water pump associated with the lead chiller and the lead condenser water pump shall be started.
(C) When the chilled water and condenser water flow has been proven, the lead chiller shall be enabled.
(D) The chiller manufacturer-provided controls will then begin the chiller operation and shall maintain the chilled water supply temperature set point of 42°f (adjustable).
5. Starting an Additional Chiller:
(A) Care shall be taken to avoid starving or overflowing the operating chiller/tower.
(B) Start the next chiller when the load increases above the capacity of the remaining chiller if the largest chiller fails, open the chilled water and condenser water valves a small amount of the next chiller to start. Start the chilled water pump and the chiller. Allow the chilled water valve and condenser water valve to go to auto operation.
(C) When starting the chiller, its load shall be ramped up and the lead chiller load shall be decreased smoothly so that both chillers operate at the optimum load.
6. Stopping a Chiller: The number of chiller(s) required to operate shall be determined by the common chilled-water supply flow through the bridge subject to the requirement that a minimum of two chillers must be operational. When possible to meet the load, the system shall run one large chiller and the small 500 ton chiller CC-CP-309 (as CC-CP-309 is the most efficient chiller).
(A) Stop a chiller when the remaining capacity without the chiller to be stopped and the failure of the largest chiller remaining exceeds the load by a set percentage (adjustable).
(i) Slowly modulate the chilled water and condenser valve towards closed until the chiller is at its minimum load. Then stop the chiller and its chilled water pump and close the valves.
(B) When starting the lag 2 chiller, its load shall be ramped up and the lead and lag 1 chiller loads shall be decreased smoothly so that all chillers operate at the same load.
(C) With three chillers operating, the lag 2 chiller and associated chilled water pump shall be stopped when:
(i) The sum of both chillers' kW is less than 80% of full load for two machines for 15 minutes (both adjustable).
(ii) The excess flow (positive primary flow) through the bridge is 10% greater than produced by the next chiller to be turned off for 15 minutes (both adjustable).
(iii) Chiller kW shall be the primary mechanism for stopping the lag chiller cell; bridge flow shall be a secondary method. Coordinate the potentially conflicting requirements from kW and bridge flow so as to stage the chillers effectively.
(D) When chillers are disabled on normal shutdown, respective chilled water pumps shall operate in post cooling mode for 3 minutes (adj.) after the compressor is proven off.
7. Failure of an operating chiller or failure of operating chiller primary chilled water pump shall result in shutting down the failed chiller/pump combination and starting the next chiller/ pump combination. Care must be taken to prevent deadheading pumps. Provide all required time delays and interlocks. Chiller failure is a chiller alarm requiring manual reset, failure to start or run as indicated by the kW of the unit (allow for oil heater kW), or failure to produce chilled water after a 15-minute (adjustable) time delay. During power failure or chiller trips that do not require a manual reset, the chiller shall be allowed to restart. If the chiller does not restart within the normal time, the chiller shall be considered as failed and the next chiller shall be started.
8. Assignment of the lead lag chillers, towers, and pumps shall be operator-selectable. It shall be possible to lock out any equipment from the start sequence so equipment maintenance can be performed.
9. Chiller Mode Valve Positions:
(A) East and West condenser loops are open to each other (CV-21, 22, 23, & 24 are open).
(B) Chiller CC-CP-201 and CC-CP-203 valves (CV-1 thru 4) are positioned open and CV-13 and CV-14 are closed.
10. Two or more loads shall never be started at the same time.
11. CC-CP-201 and CC-CP-203 shall be considered West Loop Chillers; the remaining chillers shall be considered East Loop Chillers.
B. Transition to Integrated Waterside Economizer Mode (Integrated cooling Mode):
1. Transition to Integrated mode from Chiller Mode whenever the outdoor wet bulb drops below 43°F (adjustable) for 30 min.
2. BAS shall signal and indicate 'Transition to Integrated Mode from Chiller Mode' at the operator workstation via sound and message.
3. The intent during the integrated cooling mode is to transition to using the flat plate heat exchanger. Chillers CC-CP-201 and CC-CP-203 shall be stopped in an orderly manner. The remaining chillers will pick up any load dropped. The intent is to use the heat exchangers in series with the chillers.
(A) East and West condenser loops are closed to each other (CV-21, 22, 23, & 24 are closed).
4. The water isolation valves (CV-19 and CV-20) at the flat plate heat exchangers (HX-1&2) shall be opened. The cooling tower water control valves (CV-32, 37 or 38 and CV-25, 30 or 31) shall be opened.
5. East condenser water system operates as in Chiller Mode to maintain condenser supply water temperature set point.
6. Two West Loop - Cooling towers shall be started. The cooling tower water temperature set point shall be 3°F above the outside wb temperature with a minimum setpoint at 38°F.
7. Upon the condenser supply temperature reaching 2°F below the return chilled water temperature the chilled water isolation valves (CV-13 and 14) at the flat plate heat exchangers (HX-1 & HX-2) shall open. The chilled water valve (CV-16 and 18) to the inlet of the next chilled water pump shall be opened and the chilled water valve (CV-15 and 17) to the chilled water supply header shall be closed.
(A) The Chilled water pumps P-CP-206 and P-CP-208 shall be energized and CV-13 and CV-14 shall modulate where there is no flow in the decoupler. Valves shall modulate together.
C. Full Economizer Mode:
1. When the heat exchangers can maintain the chilled water supply set point the chw hx isolation valves shall be positioned so the chilled water from the HX flows directly into the chilled water primary supply header.
D. Transition from Full Waterside Economizer to Integrated Cooling Mode.
1. When the heat exchangers cannot maintain the chilled water supply temperature set point, CV-15 and CV-17 shall close and CV-16 and CV-18 shall open.
E. Exit Integrated Mode Operation and transition to full chiller mode:
1. When the cooling tower supply temperature is less than 2°F below the return chilled water temperature the chilled water pump to the heat exchangers shall stop and the chilled water isolation valves (CV-13, 14, 16, and 18) at the flat plate heat exchangers (HX-1&2) shall close.
2. The chillers shall operate to maintain the chilled water supply temperature.
3. West Loop cooling tower fans shall be stopped in an orderly manner.
4. The East-west CTS/R isolation valves (CV-21, 22, 23, & 24) shall be opened.
Cooling Tower Operation:
Towers operate as a single system in Chiller Mode. In Integrated or Economizer Mode, the towers are isolated and operate as East Loop Towers and West Loop Towers. West Loop Towers provide the economizer cooling. Cooling towers CT-CP-101, CT-CP -201 and CT-CP -202 are west loop cooling towers; the remaining four cooling towers are east loop towers.
To start a tower, the isolation valve shall open (CV-25 thru 31 and CV-32 thru 38)and the associated condenser water pump shall start when the end switch on the valve is closed.
A. The number of cooling tower shall vary to maintain one condenser water valve (CV-7, 8, 9, 10, 11 or 12) near full open.
B. Bypass control - If the condenser water is 5°F below set point, open the tower bypass fully to bypass water directly to the tower sump until the condenser water supply temperature is above set point.
C. All existing alarm and failure sequences shall be maintained (fan vibration switch, fan motor high temperature).
D. The towers shall operate on a lead/lag basis separating the east and west tower/pump pairs for energy optimization routines. Lead tower/pump pairs shall rotate every 400 hours to equalize run time. Normal operation shall have all towers in lead/lag rotation.
E. Cooling tower fans shall de-energize on vibration switch trip.
F. Tower De-icing: The following sequence shall be programmed to allow plant operator the option of automatic de-icing. When the outside dry bulb temperature drops below 26°F (adj.), one of the operating tower fans shall de-energize every 20 minutes (adjustable) and after a 5 minute time delay they shall operate in reverse mode at 10 Hz for 15 minutes. After another 5 minute time delay, the operating tower fan shall return to normal operation. The tower fans shall de-energize in sequence so that each operating tower fan is off for the specified time. Towers shall continue to cycle off until the outdoor dry bulb rises above 26°F. Signal an alarm operator workstation if the condenser water sump temperature drops below 38°F (adj.). Repeat cycle every 3 hours as needed (adjustable).
G. To maintain tower cooling in Economizer Mode, two towers shall be operational. If tower de-icing sequence is required when only two towers are operational, energize 3rd tower prior to de-icing.
If the 3rd tower is not available, signal an alarm requiring manual reset. If the alarm has not been cleared after 10 minute delay, continue with de-icing sequence (alarm condition shall continue until de-icing is complete and towers are operating under normal conditions).
H. Cooling Tower Sump Level Control (all towers):
1. The existing low and high level control points shall be maintained. An additional 'low level fill' at 18” above the low level alarm shall be provided.
2. The modulating valve (CV-39 thru 45) shall modulate open to 40% open when the sump reaches 'low level fill'. If the sump drops below low level alarm, the valve shall modulate to 75% open.
Positions shall be adjustable.
3. All levels shall be monitored by the existing BAS.
4. Per specifications, the sump fill/make-up water valves (CV-39 thru 45) shall include manual override.
I. Generator Cooling:
1. Whenever the water cooled generators are started, at least two cooling towers shall be started.
Pump control:
A. Secondary Pump Control:
1. Pumps operate on a lead/lag 1/lag 2 basis. Failure of the lead pump shall de-energize the lead pump and energize the lag pump. Failure of the lag1 pump shall de-energize the lag1 pump and energize the lag 2 pump. The pumps shall be alternated at a user selectable time/month and day, approximately every 700 hours of runtime. When alternating the pumps do not disrupt flow, energize the non-operating pump prior to de-energizing the operating pump. Assure that the VFD speeds are such that there is no disruption in flow.
2. The lead secondary pump VFD shall modulate pump speed to maintain the differential pressure set point 25 feet w.c. (adjustable) as sensed by the differential pressure transmitter. (hardwire to pump controller). The lag1 pump shall start when the lead pump reaches 95% (adjustable) of maximum speed; both pumps shall then operate at the same speed. The lag pump shall stop when the speed of both pumps drops below 40% of maximum speed (adjustable). The final differential pressure set point shall be determined.
Power Fail Restart:
When the existing DDC system detects a loss of power of sufficient duration to take operating equipment off line, the system shall command all loads off. When power has returned (generator or utility) and has been stable for 30 seconds, the existing DDC system shall begin to restart the building systems. Loads shall be started sequentially with 15-second (adjustable) time delays between the start of each load. The sequence and time interval of restarting loads shall be fully selectable.
