A. Salvage: Topsoil shall be selected from the regular grading areas or from other designated areas.
Areas from which topsoil is to be excavated shall be cleared of objectionable vegetation and all litter such as brush, rock, and foreign material. Topsoil shall be excavated in sufficient volume to cover the designated areas to the required depths.
Salvaged topsoil may be stockpiled in convenient locations within the right-of-way as approved by the Engineer. The separation of cut and fill piles is not required. Topsoil piles shall be located where the topsoil will not run off into any waterway due to a rain event.
When operations of the Contractor do not permit stockpiling of topsoil within the right-of-way, it shall be the Contractor’s obligation to arrange for stockpile sites at the Contractor’s own expense. The stockpiles shall be shaped and smoothed to permit accurate measurements. Stockpile areas shall be left in a neat condition.
B. Preparation of Roadway: Areas designated to be covered with salvaged topsoil shall be undercut or under filled so the finished lines conform to the template lines on the cross sections after the topsoil placement. The areas receiving topsoil shall be shaped and smoothed prior to placing topsoil.
C. Placing: Topsoil shall be spread evenly and uniformly over the designated areas to the specified depth. If topsoil is not available in sufficient quantities to cover the designated areas to the plan specified depth, the Contractor shall spread the available topsoil as required by the Engineer.
1.4.1.4 Roadway Shaping
A. Ordinary Roadway Shaping: The existing granular material shall be removed and the upper 6 inches of the subgrade shall be reworked and recompacted in accordance with Section 31 00 00 3.5. After the subgrade is reworked and recompacted , the granular material shall be brought back onto the roadway and recompacted in accordance with 32 15 00 3.3.”

NOTES:
-Contractor shall be aware that bid items "Chip Seal Aggregate" and "Flush Seal Aggregate" require the contractor to vacuum sweep and power broom as part of the application of the seal coat. Costs associated with vacuum sweeping and power brooming in accordance with application of a seal coat shall be included in these bid items. Bid items "Vacuum Sweep" and "Power Broom" are separate, standalone bid items.
-Mobilization/Demobilization bid prices will cover all costs associated with hauling, transporting, and moving any equipment and/or materials to and from the project site. The contractor is specifically cautioned that he will only receive one (1) mobilization/demobilization payment for similar bid items on the same task order. For example, if the contractor is directed to provide non-reflective pavement striping, reflective pavement striping, curb striping, and painted pavement symbols on the same task order, he will only be allowed to charge the Government for one (1) Mobilization/Demobilization fee. Similarly, if the Contractor is directed to place Government Furnished Borrow material in excess of 500 CY, he will only be allowed to charge the Government for one (1) Mobilization/Demobilization fee, instead of charging a fee for both the first 500 CY of Contractor Furnished Borrow Material and then a fee for the material in excess of 500 CY.

Notes:
1. Quantities for unit priced items are estimated only and the representative unit price will prevail in the event of an overrun or underrun subject to Contract Clauses (Section 00 72 00) Clause “Variation in Estimated Quantities.”
2. Bid prices must be entered for all items of the schedule. Total amount
00 10 00 Page 27 Am0001 submitted without prices being entered on individual items will be rejected. Extensions will be subject to verification by the Government.
In case of variation between the unit price and the extension, the unit price will be considered the bid. In case of variation between the individual item prices and the total amount, the individual prices will be considered the Bid.
3. A modification to a Bid which provides for a single adjustment to the total amount should state the application of the adjustment to each respective unit price and lump sum price affected. If the modification is not so apportioned, the amount of the adjustment will be divided by the number of items in the Basic Year Bid Schedule, whichever one applies, and distributed equally among each Item.
4. * Refers to the number of the specification section for referencing technical and measurement and payment information for the various items.
5. Calendar duration is a four year period starting with the effective date of the contract award.
6. If a line item is used then the minimum quantity stated on the bid sheet is the smallest quantity that may be ordered. The Contractor has the right to turn down any task order if done in writing in accordance with (Section 00 73 00) within 7 days of the task order being issued.
In this case the government may open task order items for bid to other contractors.
7. Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

MEASUREMENT AND PAYMENT
PART 1 GENERAL
1.1 SUBSIDIARY ITEMS
All costs for items of work, which are either stated to be subsidary to a specific bid item, or are not specifically mentioned to be included in a particular bid item, shall be included in the cost of the item most closely associated with the work involved. Payment made for each item and any subsidiary items shall constitute full compensation for furnishing all plant, labor, materials, mobilization, demobilization, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests, samples, and reports, and for performing all work required for which separate payment is not otherwise provided.
1.1.1 MOBILIZATION AND DEMOBILIZATION
1.1.1.1 Payment
Payment will be made for costs associated with mobilization and demobilization, as defined below.
1.1.1.1.1 Reduced Mobilization and Demobilization Payments
The amount paid for mobilization and demobilization in a task order will be included in the bid item price indicated on the Bid Schedule for that item. Mobilization/Demobilization will not be paid for succeeding task orders when the offeror's equipment is, or will be in the area due to the execution of a previous task order. In the event that the contractor's equipment is in the Fort Randall area for other work a reduced mobilization will be negotiated based on the contractor's actual costs to mobilize to the site of the work to be performed.
Furthermore, bid items for Mobilization/Demobilization will cover all costs associated with hauling, transporting, and moving any equipment and/or materials to and from the project site.
1.1.1.2 Unit of Measure
Unit of measure: Unless a specific bid item is provided on the bid schedule, mobilization and demobilization will be considered subsidiary to
SECTION 01 22 00.00 10 Page 5 each bid item. No additional mobilization or demobilization fees will be agreed upon outside the scope of this specification, as all mobilization and demobilization fees are either provided as a specific bid item on the bid schedule, or shall be considered subsidiary to bid items where no corresponding mobilization/demobilization bid item has been provided.
1.2 UNIT PRICE PAYMENT ITEMS
Payment items for the work of this contract on which the contract unit price payments will be made are listed in the BIDDING SCHEDULE and described below. The unit price and payment made for each item listed shall constitute full compensation for furnishing all plant, labor, materials, equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for each of the unit price items. If a specific bid item for mobilization/demobilization has not been provided for a corresponding task on the bid schedule, then any fees associated with mobilization/demobilization shall be included in the price for each bid item.
