Amendment No. 0001 01 September 2016
SUBJECT: Amendment No. 0001 to Specifications and Drawings for Construction of Powerhouse Lighting Upgrade, Garrison Dam, ND.
Solicitation No. W9128F 16 B 0016.
TO: Prospective Bidders and Others Concerned
1. The specifications and drawings for subject project are hereby modified as follows (revise all specification indices, attachment lists, and drawing indices accordingly).
a. Specifications. (Descriptive Changes.)
(1) Standard Form SF 1442, Page 00 10 00 -1, delete date and time of bid opening shown and substitute "09 September 2016" at "2:00".
(2) Section 01 30 00.24 Page 7, paragraph 1.10,
a) Change the title to read “AVAILABILITY AND USE OF UTILITY
SERVICES AND AVAILABITY OF GOVERNMENT CRANES”
b) Add the following after subparagraph b.
“c. The powerhouse bridge crane and the intake bridge crane will be made available for use by the contractor as needed. The powerhouse bride crane and the intake bridge crane will be operated by a government employee certified for the tasks. The use of these cranes shall be coordinated 1 week ahead of the time needed and shall be provided as the governments schedule and employee availability allows. Use of the crane shall occur within the normal working hours of the power plant employees.”
(3) Section 26 20 00 Page 16, after paragraph 2.18 add the following new paragraph:
“2.19 SURGE PROTECTIVE DEVICES
Provide parallel type surge protective devices (SPD) which comply with UL 1449 at the service entrance , panelboards . Provide surge protectors in a NEMA enclosure per NEMA ICS 6. Use Type 1 or Type 2 SPD and connect on the load side of a dedicated circuit breaker.
Provide the following modes of protection:
FOR SINGLE PHASE AND THREE PHASE WYE CONNECTED SYSTEMS-

Each phase to neutral ( L-N ) Neutral to ground ( N-G ) Phase to ground ( L-G ) SPDs at the service entrance: provide with a minimum surge current rating of 80,000 amperes for L-L mode minimum and 40,000 amperes for other modes (L-N, L-G, and N-G) and downstream SPDs rated 40,000 amperes for L-L mode minimum and 20,000 amperes for other modes (L-N, L-G, and N-G).
Provide SPDs. Maximum L-N, L-G, and N-G Voltage Protection Rating:
700V for 120V, single phase system 700V for 120/240V, single phase system 700V for 208Y/120V, three phase system 1,200V for 480Y/277V, three phase system
Maximum L-L Voltage Protection Rating:
1,200V for 120V, single phase system 1,200V for 120/240V, single phase system 1,200V for 208Y/120V, three phase system 2,000V for 480Y/277V, three phase system
The minimum MCOV (Maximum Continuous Operating Voltage) rating for L-N and L- G modes of operation: 120% of nominal voltage for 240 volts and below; 115% of nominal voltage above 240 volts to 480 volts.”
(4) Section 26 20 00 Page 23, after paragraph 3.1.14.4 add the following new paragraph:
“3.1.15 Surge Protective Devices
Connect the surge protective devices in parallel to the power source, keeping the conductors as short and straight as practically possible. Maximum allowed lead length is 3 feet.”
b. Specifications (New and/or Revised and Reissued). Delete and substitute or add specification pages as noted below. The substituted pages are revised and reissued with this amendment.

c. Drawings (Reissued). The following drawings are revised with latest revision date of 01 September 2016, and reissued with this amendment.

2. This amendment is a part of the bidding papers and its receipt shall be acknowledged on the Standard Form 1442. All other conditions and requirements of the specifications remain unchanged. If the bids have been mailed prior to receiving this amendment, you will notify the office where bids are opened, in the specified manner, immediately of its receipt and of any changes in your bid occasioned thereby.

a. Hand-Carried Bids shall be delivered to the U.S. Army Corps of Engineers, Omaha District, Contracting Division, 1616 Capitol Avenue, Omaha, Nebraska 68102-4901.
b. Mailed Bids shall be addressed as noted in Item 8 on Page 00 10 00-1 of Standard Form 1442.
3. Bids will be received until 2:00 p.m., local time at place of bid opening, 09 September 2016.

NOTES:
1. See SECTION 00 21 00, INSTRUCTIONS, CONDITIONS, & NOTICES TO BIDDERS for evaluation of options. The Government reserves the right to exercise the options within 180 days after issuance of Notice to Proceed.
2. Bid prices must be entered for all items of the schedule. Total amounts submitted without bid prices being entered on individual items will be rejected. Additions will be subject to verification by the Government. In case of variation between the Job (lump-sum) prices and the total amount, the lump-sum prices will be considered the bid.
3. A modification to a bid which provides for a single adjustment to the total amount bid, should state the application of the adjustment to each respective lump-sum price affected. If the modification is not so apportioned, the single adjustment will be applied to Item No. 0001.
4. An additional 180 construction days will be added if any of the options (one or all) are awarded.
