SUMMARY OF CHANGES
(End of Summary of Changes)
Q-1. May we conduct a site visit to Cottage Grove Dam?
A-1. There is currently no site visit scheduled. Photos are provided to familiarize offerors with the layout of the project.
Q-2. There seems to be some confusion about the Scope of the Work that we are bidding on at the top of page 4 of the solicitation, “CLIN 0001 As-Built Wire Check MATOC Max Net Amount”
A-2. You are only providing pricing for the seed task order.
Q-3. The TO starting on page ii describes CLIN 0001: Required, CLIN 0002: Optional & CLIN 0003:
Optional, which leads me to think that our bid is only for CLIN 0001, correct? Do you also want a separate bid for CLIN 0002 & CLIN 0003?
A-3. You are providing pricing for all CLINs in the seed task order. Evaluation of your price proposal will be inclusive of optional CLINs.
Q-4. The TO, Appendix C, describes “This Task Order as being broken down into four sections. (1) The SCADA Network, (2) The Balance of the Plant, (3) The Historical Files & (4) Station O&M Manuals. If the base bid is only for CLIN 0001 “As-Builting Services for GDACS”, or in this case at Cottage Grove it is actually currently a PLC based SCADA network, then do you also want to consider item (4) Station O&M Manuals as Optional, and if so do you want a separate bid for that?
A-4. Station O&M manual updates are no longer part of the scope of work. See answer 3 above for proposal pricing.
Q-5. Members of our team have extensive experience with work described in this solicitation. How do we capture this in our proposal? How do we show Past Performance if we don’t have CPARS or PPIRS reports.
A-5. See Amendment 0001 regarding partner experience for the experience factor. Read the Past Performance submission instructions for how past performance information will be obtained. See note concerning past performance for firms for whom information on past performance is not available.
Q-6. For CLIN 0003 Optional Historical Files: Do the drawings and documents have to be scanned on site.
A-6. On-site historical file capture is not currently specified.
Q-7. Do the documents need to be scanned in color?
A-7. All files should be scanned in color.
Q-8. Can we inspect the documents boxed to gain an understanding as to the content of the boxes?
A-8. All vendors are provided the same information, size of the boxes and general content.
Inspection of the boxes will not be provided.
Q-9. Are covered/buried items such as rebar, piping, electrical, buried or submerged penstocks, etc.
required to be verified and as-built for layout as well as size.
A-9. No; balance of plant as-builting will be for items that can be visually verified. Site grading will not be part of the as-builting.
Q-10 What access will be allowed to the site? Ladders, lifts, submersibles, opening of hatches, taking equipment off line for safe access, etc.?
A-10. The KTR is expected to bring all equipment they need to perform the work outlined in the PWS.
This includes: ladders, lifts, electrical test equipment, etc. There is nothing that would require a submersible. As stated in the PWS, the Government will de-energize equipment and hold clearances that allow for KTR safe access to de-energized equipment. Please refer to the PWS for timing of these requests.
Q-11 The Project Index Code example is missing from page 8 of the PWS
A-11. The Project Index Code is site specific. The figure on page 8 shows an example of a project index conde, bit it is only an example.
