PART 1 GENERAL
1.1 GENERAL INFORMATION
This Section covers furnishing suitable floating mechanical dredging plant and performing all work to remove the specified materials from within the dredging pay area limits as indicated and placement of the dredge material within the material placement sites, as shown or specified. All equipment must meet all applicable U.S. Coast Guard regulations.
1.2 COORDINATION WITH PORTS
Coordination with local port users will be necessary throughout the job.
Most dredging activities accomplished by this Contract are in congested areas. Thoroughly research the local traffic conditions at each dredging location and should expect the dredging operations will have some interruptions due to marine traffic passing through the work area.
Contractors will be required to provide to the Government a seven day notice via email of their anticipated start of work at Astoria Turning Basin, as well as notification of any delays to that start date.
Additionally, local events may occur at various times throughout the work period, bidders should familiarize themselves with the local schedule of events that may impact work. Government directed standby will not be authorized for marine traffic delays caused by any such events.
1.3 PUBLIC INFORMATION MEETING AT PORT ORFORD
Prior to beginning of work at Port Orford an informational meeting will be scheduled by the Government and held via conference call. The meeting is considered part of the mobilization effort and participation is mandatory.
The purpose of the meeting is for the Corps of Engineers, Port Orford Officials, and the Contractor to jointly provide information which will be shared by the Port with fishermen and the public on the nature of the work, project schedule, location of equipment, storage of equipment, and other pertinent information on the Contract operations.
1.4 OBSTRUCTIONS
Anchors, cables, and and other equipment that may be hazardous to navigation must be adequately marked with lights, signs, and buoys as necessary to prevent accidental contact by vessels in the area. Do not obstruct navigational traffic by the deployment of anchor systems that may pose a threat to safe passage as determined by the onsite Government representative.
PART 2 PRODUCTS
2.1 CHARACTER OF MATERIALS

b. Port Orford is comprised of poorly graded sand 95 percent (1902 grams per liter), 1 percent shell, and 4 percent fines throughout the project pay area. Larger rock will be encountered at both ends of the bulkhead pier. Anticipate large areas of rock locations as shown on the attached drawings.
c. Baker Bay Channel from RM 0+00 to RM 2+50 is predominately clean sands with an in-situ bulk density of approximately 2,000 grams per liter. From RM 2+50 to the boat basin is fine grains.
d. Astoria Turning Basin is 98.1% clean sand and less than 2% fines, with an in-situ bulk density of approximately 1,770 grams per liter.
PART 3 EXECUTION
3.1 DREDGING
3.1.1 General
a. Provide sufficient size tug(s) to ensure safe transit of material placement plant and dredge plant. Submit the name and size of tugs, and licenses of the operators prior to the start of work.
b. Dredge all pay areas along the alignment and to the dimensions shown and all material placed within the designated placement area. Depths measured in Mean Lower Low Water (MLLW). To assure maintenance to the required dredging depth, payment will be allowed for material actually removed from between the required dredging depth and the maximum payable depth, as shown. Material removed from below the maximum payable depth or outside the pay area limits will be considered excess and will not be paid for.
c. In all areas paid by pre- and post-dredge survey; clear the dredging design width to the required dredging depth. Payment will be as described in Section 01 22 00.00 82, MEASUREMENT AND PAYMENT, and will include material on the 1 vertical to 3 horizontal side slopes, except where indicated otherwise. Material on the side slopes will not be required to be removed for acceptance, unless indicated otherwise in the contract drawing. Any work area with a slope of anything other than 1:3 will be called out in the associated contract drawing. Example cross sections of work areas with side slopes other than 1:3 can be found in attachment A3.
d. The ESSAYONS, YAQUINA, or other Contract dredges may be working at projects on the Columbia River during the timeframe of this Contract.
These dredges will not be dredging in the same work area. Coordinate operations with all dredges working in the immediate areas.
e. The Port of Astoria has identified the following when working in the vicinity of their Port: To avoid conflict of operations use www.portofastoria.com to check for schedules of Cruise Ships and awareness that they have private dredging starting on November 1, consistent with their work window of November 1 to February 28.
f. No redistribution of material by dragging a beam (or other method) to achieve final grade will be allowed under this Contract. All
SECTION 35 20 23.00 82 Page 4 material specified to be dredged must be removed by dredging with a clamshell dredge.
3.1.2 Breaking for Other Work
a. Breaking for other work is allowable under this solicitation provided that the work required by this Contract can still be completed within the allotted time. Any breaks in work must be submitted to the Government in writing at least two weeks prior to going off-Contract.
Include in the request, at a minimum, the following items:
(1) Proposed change to the schedule.
(2) Repayment of GQAR expenses for standby on this Contract.
(3) Proposed method of acceptance and payment if the other work overlaps with the Federal work.
b. When going off-Contract for other work, the USACE project signs will be taken down or adequately covered for the duration of off-Contract work.
3.1.3 In-fill Areas
In-fill at all project locations should be expected. Necessity of cleanup cuts near the edge of the channel should be expected.
3.1.4 Dredging Depths
Perform maintenance dredging at all locations. Layout charts will be provided after the Government completes a pre-dredge survey. Direction will be given to dredge a specific quantity to the required dredging depth as indicated on the drawings.
NOTE: Minimum required dredging depth at the Rogue River work areas will be 9-10 feet MLLW in the Entrance and USCG Access Channels, and 8 feet MLLW in the Boat Basin Access Channel.
Dredging of unpaid material for flotation will be permitted as necessary, provided that dredging depths do not exceed the environmentally coordinated depths listed in the associated Water Quality Cert, Attachment A10. Additionally, the Government anticipates dredging depths at the Astoria Turning Basin to be between 42 and 48 feet MLLW.
3.1.5 Rock in Dredging Prism
If grade cannot be reached in areas where rock is encountered, immediately notify the GQAR, and the coordinates of the area are to be documented in the daily CQC report. In areas where rock is encountered, dig to refusal.
The specific areas documented in the daily QC report will be compared with the post dredge survey in order to determine whether re-dredging an area will be required, if the area is not found to grade.
3.1.6 Equipment
Perform all work under this Contract using a tugboat, floating mechanical dredge, scow(s) or suitable flat-deck barge in accordance with requirements outlined within this Subpart.:
SECTION 35 20 23.00 82 Page 5
a. Tugboat: The tug must be twin screw, with a minimum of 1200 horsepower, or of sufficient power to make headway in a max flood or ebb. In the event the fully loaded scow can't be controlled, a replacement boat or an assist boat will be required. The tug must have a good field of vision beyond the scow, when the scow is being pushed ahead. In the event the scow obstructs the vision of the tug operator, an experienced deckhand must be stationed as a lookout and that lookout must be in constant radio communication with the tug operator.
b. Floating Mechanical Dredge: For Rogue River work, either an excavator or clamshell dredge will be acceptable. For Port Orford, Baker Bay, and Astoria Turning Basin a clamshell dredge is required.
Both equipment types must be of appropriate size and capacity to perform the work in the conditions typical at the Oregon and Washington coastal entrances, and in accordance with Section 01 35 26.00 82.
c. Scows and Flat-Deck Barges: All scows used to transport material must be either bottom dump or split hull and in good working condition to prevent any loss of material during loading and transporting of dredged material. Contractor personnel are not to be permitted on-board scows during transit to or from the material placement sites during the actual placement operation. The technique of "sandbagging" bottom dump seals is acceptable providing that all such sandbagging materials are of organic composition and are fully biodegradable. For Rogue River work areas, the use of a flat-deck barge (or similar) for upland placement by material rehandle will be necessary. Both equipment types must be of appropriate size and capacity to perform the work in the conditions typical at the Oregon and Washington coastal entrances, and in accordance with Section 01 35 26.00 82. However, any flat-deck barges (or similar) used to complete the optional upland placement work will not be required to meet DQM monitoring requirements.
Failure to comply with the above conditions will be cause to require the replacement of such equipment with floating plant that can meet the requirements.
3.1.7 Layout of Work
Layout charts will be provided for all dredging areas based on the schedule of work and the hydrosurvey requests. The most current hydrosurvey information will be displayed on the dredging layout charts. Other pertinent information to be included with each layout package will be coordinated for the material placement site, supplemental tide gauge information, horizontal control locations, and computed quantities.
Government hydrographic survey personnel may be available during their normal working hours to assist in locating various short control points and tidal gauges.
3.1.8 Acceptance Areas
a. Each acceptance area will have a minimum of one pre-dredge and one post-dredge survey.
b. Each project work area will be broken into multiple acceptance areas. These areas will be determined prior to the start of work, the number of acceptance areas to be anticipated by the Contractor per project work area are as follows:
(1) Rogue River; Up to six acceptance areas will be prescribed by
SECTION 35 20 23.00 82 Page 6 the Government.
(2) Port Orford; Up two acceptance areas will be allowed.
(3) Baker Bay; Up to four acceptance areas will be prescribed by the Government.
(4) Astoria Turning Basin; Up to two acceptance areas will be allowed.
c. All work in an acceptance area must be completed before a post-dredge survey is requested.
d. All acceptance areas will be determined prior to the start of work and will not be changed unless by mutual agreement between the Government and the Contractor.
3.1.9 Photogrammetric Sensor System Testing
a. During the work at Baker Bay work areas, the Government intends to test a photogrammetric sensing system to evaluate its accuracy and reliability for the purposes of scow load measurement.
b. Although the system is to be mounted on the Contractor equipment, the Government will maintain ownership of the photogrammetric system(s) throughout the life of the contract, thus the Contractor will not be responsible for the maintenance or operation of this equipment at any time. However, the Contractor will be held responsible for damages to the equipment that occur due to carelessness or recklessness on the Contractor's part.
c. The system will be self-contained, and will include an independently mounted photogrammetric sensor mounted on the crane boom, wired to a waterproof case that will be mounted near the cab of the crane. The case must be mounted in such a manner as to not interfere with the operator's visibility, as well as to not restrict movement of the crane itself. The case must also mounted in a location that allows access to the Government without the use of fall-prevention equipment. The Contractor should anticipate the sensor portion of the system to be approximately 10in x 10in x 10in in size and approximately 5 lbs in weight; and the case portion of the system to be approximately 1ft x 1ft x 2ft in size, and approximately 50 lbs in weight.
d. The Contractor will be responsible for installing and uninstalling the system components to the satisfaction of the Contracting Officer.
Additionally, the scow that is to be used for the Contract must be fitted with between 4 and 10 positioning reference marks, to be supplied the Government. The Contractor will be responsible for the installation of these reference marks, and should anticipate them to be of either adhesive back, magnetic variety, or some similar means of temporary attachment. After installation of the system, the Contractor should anticipate a calibration period of approximately 2 hours to allow the Government technician to ensure proper positioning of the sensor system and reference marks. The uninstallation of the system will be required to occur within 48 hours of completion of the testing period. No permanent modifications to Contractor equipment will be required to accommodate the installation of this system. Design specifications of the sensor system equipment can be found in Attachment A22.
