52.236-27 SITE VISIT (CONSTRUCTION) (FEB 1995) – ALTERNATE I (FEB 1995)

(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.

(b) Organized site visits have been scheduled for this requirement. Because the pipes are currently holding water, the Government will hold two site visits for this project:

1. On-site (Fall Creek State Recreation Area) to assess access, contractor laydown area, and view the facility.

2. Pipe survey video viewing (USACE - Block 300 Building). Please note, the videos provided are from a survey conducted in 2014 and as result, no guarantee is made that the internal condition of the pipes remains the same. These videos are for informational purposes only.

(c) Site visit instructions:

1. On-site (Fall Creek State Recreation Area): Participants will meet at Fall Creek State Recreation Area, Big Fall Creek Rd, Fall Creek, OR 97438 (Fall Creek's North Shore Park and Boat Ramp) at 11:00 am on Tuesday, 27 June, 2017.

2. Pipe survey video viewing: Participants will meet at 333 SW 1st Ave (Block 300 building), Portland, OR to view the videos. The videos will be played from 0900-1200 (PDT) on Wednesday, 28 June, 2017 in the first floor fireside room (across from the security desk). Participants may attend any portion or all of the viewing at their convenience to assess the general condition of the pipes (as of 2014). Should an interested party be unable to attend this viewing, they may follow the instructions below to download these files. Note: The primary viewing is at Block 300, and no guarantee is made that an interested party will be able to download the videos because of the extremely large file size.

Again, the videos are for informational purposes only, as they are from a survey conducted in 2014.

a. Video Download Instructions:

1. Interested parties will contact the USACE ESD at (866) 562-2348 to have a RepliWeb account created for them. This will facilitate the file transfer.

2. The interested party will be sent an email with a link similar to “https://filetransfer.usace.army.mil/transfer/bhub.cgi...”

3. After clicking the link, the interested party will receive a second email containing their username and generated password.

4. Once logged in, the interested party will contact Jeff T. Hicks, Technical Lead, at Jeffrey.T.Hicks@usace.army.mil to initiate the file transfer, with Mitchell Johnson, CC’d (Mitchell.J.Johnson@usace.army.mil).

5. The interested party will have the files available for download through the provided link for thirty (30) days.

(d) To attend either site visit, offerors are required to respond by 1700 (PDT) on 22 June 2017. The following information should be submitted to Mitchell Johnson, Contract Specialist, at Mitchell.J.Johnson@usace.army.mil and Jeff T. Hicks, Technical Lead, at Jeffrey.T.Hicks@usace.army.mil:
