3.4 DESIGN TESTS

Design tests must have been performed on circuit breakers identical to those furnished under this Contract. Certified Design Test Reports must be submitted. Proof of adequacy of design must be by certified reports of previously performed tests, or of tests, which will be performed. The Contractor's certified report must identify all design tests which were performed to certify the design and the Contractor must permit review of design test data, oscillograph tracings, and other information by the Contracting Officer. The costs of performing design tests not previously performed must be borne by the Contractor and must be included in the prices bid for the items of equipment. If any design tests are performed on circuit breakers or components to be furnished under this Contract, the affected items must be inspected after testing to ensure that no damage or wear has occurred. Any items, which may have had the lifetime and reliability, expected of new and unused equipment degraded by the tests must be replaced, or if approved, repaired. Applicable production tests must be performed on the circuit breaker or components after they have been subjected to design tests, and needed replacements or repairs have been made.

Certifications of Switchgear and Breakers must be submitted. A certified statement must be provided by the manufacturer of the circuit breakers and switchgear that design tests in accordance with IEEE C37.20.1 have been previously made on power circuit breakers and switchgear used together of the same design, construction, and ratings as those furnished under this Contract and that the results of the tests prove the adequacy of the design of the circuit breakers to operate satisfactorily under normal and short-circuit conditions when applied within their ratings.

3.5 FACTORY INSPECTION AND TESTS

3.5.1 General

Each item of equipment supplied under this contract must be given the manufacturer's routine factory tests and also other tests, as specified below, to insure successful operation of all parts of the assemblies. All tests required must be witnessed by the Contracting Officer, unless waived in writing, and no equipment must be shipped until it has been approved for shipment. Notify the Contracting Officer sufficiently in advance of the test date, so that the Contracting Officer can make arrangements to be present. Factory Test Procedure must be submitted prior to factory testing. The factory test equipment and test methods used must conform to the applicable requirements of ANSI, IEEE and NEMA standards, and are subject to approval. The witnessing representatives of the Contractor and the Contracting Officer must sign all test reports. Factory Inspection and Test Reports must be submitted after completion of the tests. The factory test equipment and test methods used must conform to the applicable requirements of ANSI, IEEE and NEMA standards, and are subject to approval. The witnessing representatives of the Contractor and the Contracting Officer must sign all test reports.

3.5.2 Switchgear Assembly Tests

Each low-voltage air circuit breaker switchgear assembly must be subjected to the "Production Tests" described in IEEE C37.20.1, except as modified or supplemented below:
