Text version
As of 26 July 2017, the Government would like to provide the following answers to questions asked about RFP solicitation W9127N-17-R-0023.
Question 1: [The Government] IDIQ is 100% small business set-aside. Does that mean the entire team of subconsultants are required to be small businesses as well? Or can a large sub to a small on this?
Answer 1: The Government will only award to a small business under NAICS 541320. The small business awardee may subcontract work out to small and large businesses, as long as the contractor complies with FAR clause 52.219-14 – Limitations on Subcontracting, which is incorporated by reference under FAR clause 52.212-5 – Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items.
Question 2: Do all prime submitters need to be registered with NAICS code 541320 if they are registered under a different 541 -- Professional, Scientific, and Technical Services and otherwise meet the other small business and qualifications requirements?
Answer 2: The offerors should update their company’s Representations and Certifications section of the System for Award Management (SAM) and its other data in SAM, as necessary, to ensure that they reflect the Contractor’s current size status under NAICS 541320. If SAM isn’t updated before submitting a proposal, the offeror must submit their certification through completing provision 52.212-3 -- Offeror Representations and Certifications -- Commercial Items. The Government will not consider an offer if the offeror has failed to represent their size status under NAICS 541320.
Question 3: Is the prime required to have landscape architects on their staff if they meet the other small business and qualification requirements or are any firms that meet the requirements and address the services requested eligible?
Answer 3: No. The RFP states in provision 52.212-2 that the offeror may provide résumés of key personnel that they will provide through a subcontractor, but offerors awarded contracts and issued task orders are reminded of the requirements of FAR clause 52.219-14 – Limitations on Subcontracting, which is incorporated by reference under FAR clause 52.212-5 – Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items.
Question 4: Our team has assembled hires and contingent hires for this proposed project effort.
Can the Offeror submit the Past Performance of Key Personnel that has been obtained from a previous employer to demonstrate experience in the PWS elements? Will this approach be considered as part of the Offeror’s experience/past performance?
Answer 4: The Government will consider only projects performed by the Offeror under Factors 1 and 2. Please review solicitation provisions 52.212-1 and 52.212-2.
Question 5: [Would] environmental consulting NAICS 541620…be more appropriate for this solicitation given the scope of work as described?
Answer 5: The Government has reviewed the chosen NAICS of 541320, and determined that it is still the most appropriate NAICS for this requirement.
