Text version

Since the first round of questions and answers, the Government has received the following questions about RFP solicitation W9127N-17-R-0023. As of 7 August 2017, the Government has provided the following answers.

Question 6: Pages 36 & 37 read, “The extent to which past experience demonstrates experience with watersheds in Oregon and Washington”. Will the Government consider adding Northern California to that list, especially considering the Rogue River watershed extends into California?

Answer 6: No, the Government will not consider adding Northern California.

Question 7: Is your RFP only open to your pre-existing MATOC vendor pool small businesses or is it open to any and all small biz firms?

Answer 7: The RFP is open to small businesses that meet the size standard for NAICS 541320.

Question 8: It says this will be a 3 year MATOC with a shared capacity of $5.5M. Does this mean that the MATOC awardees will share this $5.5M combined or would there be individual awards of $5.5M for each?

Answer 8: The MATOC awardees will share the $5.5M capacity.

Questions 9-13 are in regards to the task order PWS.

Question 9: In relation to watershed and river basin modeling, will the Government please describe the availability and software used for current (if any) USACE models?

Answer 9: The Government will not be suppling any river basin modeling. River basin modeling is not included in a Master Plan (MP). Some analysis of hydrology is needed for NEPA of the MP, but nothing that would require modeling. Hydrology is included as a section in the MP, but it is a very basic level description.

Question 10: If models are available can detail be provided on the scope, timescale, and specific use of each model,

ie. Hourly operations models, monthly planning models, daily seasonal planning models, etc?

Answer 10: See answer 9.

Question 11: Also, please describe the availability and electronic format of historical hydrologic, meteorological (precipitation, snowpack), reservoir (mass balance components, loss, and evaporation), and other model specific data that would be associated with such modeling?

Answer 11: See answer 9.

Question 12: Do the contemplated master plans require accounting for water rights? If so, please describe your water rights database.

Answer 12: Water Right are not included in MPs. MPs do not deal with the flows as that is related to operation of the dams which is a whole different subject. MPs will address changes in flow due to operation of dam’s vis-à-vis the impact on recreation.

Question 13: Will you please describe the availability of expected water use demand data of the key entities or water users in the basins?

Answer 13: Not part of a MP.
