3.2.3.2 Optical Time Domain Reflectometer Tests
Optical time domain reflectometer (OTDR) tests must be performed using the FO test procedures of TIA-455-78-B. An optical time domain reflectometer test must be performed on all fibers of the FO cable on the reel prior to installation. The optical time domain reflectometer must be calibrated to show anomalies of 0.2 dB as minimum. Photographs of the traces must be furnished to the Government. An optical time domain reflectometer test must be performed on all fibers of the FO cable after it is installed. The optical time domain reflectometer must be calibrated to show anomalies of
0.2 dB as a minimum. If the optical time domain reflectometer test results show attenuation characteristics greater than those published by the cable manufacturer, the FO cable segment is unacceptable to the Government. The
SECTION 27 21 10.00 26 Page 8 unsatisfactory segments of cable must be replaced with a new segment of cable. The new segment of cable must then be tested to demonstrate acceptability. Photographs of the traces must be furnished to the Government for each link. The Contractor must use a "100 meter fiber launch cable" to eliminate the "dead zone" for the tests.
3.2.3.3 Power Attenuation Test
Power attenuation tests must be performed at the light wavelength of the transmitter to be used on the circuit being tested. The flux must be measured at the FO receiver end and must be compared to the flux injected at the transmitter end. There must be a jumper added at each end of the circuit under test so that end connector loss shall be validated.
Rotational optimization of the connectors will not be permitted. If the circuit loss exceeds the calculated circuit loss by more than 1 dB, the circuit is unsatisfactory and must be examined to determine the problem.
The Government must be notified of the problem and what procedures the Contractor proposes to eliminate the problem. The Contractor must prepare and submit a report documenting the results of the test. If the GQAR judges the losses to be excessive, the GQAR reserves the option to instruct the Contractor to re-terminate selected connectors and splices and/or to replace the cable as necessary.
3.2.4 Fiber Test Report
The Contractor's written records of testing must be submitted in the form of a formal shop test reports. Reports must identify each cable according to designations shown on the contract drawings. If no designation is shown, one will be provided by the Government. Test report must be submitted 15 days after completion of field testing.
