V DETAILED CONTENT REQUIREMENTS FOR VOLUME 1: TECHNICAL PROPOSAL

Offerors shall submit the information noted below for each tab.

Factor 1 – TAB 01: Past Experience

This project will consist of designing, manufacturing/fabricating, factory testing, transporting, erecting, and field testing a new 585-ton gantry crane with three trolleys, each with a 195-ton main hoist, latching hoist, and maintenance hoist. The design, manufacture, and installation portion of the project are the three major project phases. The Offeror shall submit information for up to four (4) projects* that best demonstrates the offeror’s experience on projects that are similar in size, scope, and complexity to this project, as further described in the RFP specifications.

To be evaluated, each project must have been completed or must be substantially complete** by the Prime or the Prime’s major subcontractor*** within ten years of the date that proposals are due. In addition, each project must involve the design, manufacture, or installation of a new crane with a capacity of at least 100 tons. NOTE: Although each project submitted need not demonstrate experience in all three major project phases (design, manufacture, and installation), the Offeror’s Factor 1 proposal in its totality must demonstrate that the Offeror has experience in all three major project phases: design, manufacture, and installation.

For each project submitted, the Offeror shall provide an “Offeror Experience Form” using Attachment A (or document that addresses all of the information included in Attachment A). The offeror must address all items included on Attachment A. Offerors may include photographs or drawings for each project submission to provide a visual basis for the written description.

*A maximum of four projects will be evaluated. If an offeror disregards these instructions and submits more than four projects, only the first four projects will be evaluated. Offerors should describe each project with enough detail to ensure that the Government can meaningfully assess the projects against the evaluation criteria described in Section M of the RFP.

**Substantially complete is defined as being 50% complete by the date that proposals are due. If an offeror submits a project that it represents is “substantially complete,” the offeror must reasonably explain why the project is considered at least 50% complete. If an offeror submits an ongoing project without providing an accompanying reasonable explanation that explains how the project is at least 50% complete, the Government reserves the right to reject the project.

***Instructions on the use of major subcontractors to fulfill major project phases of work (design, manufacture, and installation): Offerors may use the past experience of major subcontractors to demonstrate experience, however, if the Offeror is not assuming all roles in this contract, then the Offeror must clearly demonstrate through its Factor 1 proposal that the major subcontractor it proposes to use has the technical experience for that major project phase. Further, a letter of commitment is required for the use of any major subcontractors. The letter of commitment must be a signed letter of commitment from the subcontractor who is proposed to perform the work. The commitment letter must be submitted even if the firm is in some way related to a joint venture partner (for example, the subcontractor is a subsidiary of a joint venture partner, or a subsidiary of a firm to which the joint venture partner is also a subsidiary). If a letter of commitment is not submitted, the experience will not be considered.

Factor 2 – TAB 02: Past Performance

The Offeror shall provide past performance information for each project listed by the Offeror under Factor 1: Past Experience. Recent and relevant projects are those projects completed or substantially completed* in the past ten (10) years that are comparable in size, scope, and complexity with this project.

*Substantially complete is defined as being 50% complete by the date that proposals are due.

If a completed Contractor Performance Assessment Reporting System (CPARS) evaluation is available, it shall be submitted with the proposal. If there is not a completed CPARS evaluation, the standard Past Performance Questionnaire (PPQ) for USACE is Form PPQ-0 (9/30/11) and it is provided as an attachment to this solicitation. PPQ-0 is provided for the Offeror or its team members to submit to the client for each project the Offeror includes in its proposal under Factor 1, Past Experience, and for which a completed CPARS evaluation is not available. (Ensure correct phone numbers and email addresses are provided for the client point of contact.) Do not submit a PPQ when a completed CPARS evaluation is available.

Completed PPQs should be submitted with your proposal if a CPARS evaluation is unavailable. If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). Offerors should follow- up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government's point of contact, Jeffrey S. Renner, via email at jeff.s.renner@usace.army.mil, prior to proposal closing date. The Offerors shall instruct the clients to refer to the solicitation number in the subject line. The PPQs are Source Selection materials. All successfully submitted PPQs will receive an e-mail confirmation upon receipt. If the Offeror does not receive the confirmation, it is their responsibility to follow up to ensure the Government has received the information.

Offerors shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.

Offerors may provide explanation on problems encountered on past projects and the corrective actions taken by the Offeror.

In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the PPIRS, including CPARS, using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), telephone interviews with organizations familiar with the Offeror’s performance, Government personnel with personal knowledge of the Offeror’s performance capability, and any other known sources not provided by the Offeror.

While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate, and complete past performance information rests with the Offeror.

Factor 3 – TAB 03: Work Plan

The Offeror shall submit a work plan consisting of a detailed schedule and a project management plan.

Schedule – The detailed schedule for this project shall include a Gantt chart showing all critical tasks needed to complete the project, duration for each work task, and work task sequencing. The detailed schedule must include no more than 50 tasks. The schedule shall meet the stated schedule requirements specified in the Contract Clause 52.211-10, Commencement, Prosecution, and Completion of Work.

Project Management Plan – The project management plan for this project shall include the following:

A supporting discussion of the schedule and a detailed narrative for each major project phase (design, manufacture, and installation).

The risks and risk management for potential issues and unforeseen delays. For example, identify the risk associated with the manufacture and delivery of long lead items, and describe the offeror’s plan to mitigate the risk.

If major subcontractors will be used to perform the design, manufacturing, or installation portion of the work, identify the subcontractors proposed to be used and the offeror’s plan for managing those subcontractors.

Factor 4 – TAB 04: SMALL BUSINESS PARTICIPATION PLAN

The purpose of this criterion is to evaluate the amount of work to be performed by Small Businesses as prime or subcontractors in relation to the total value of the project, as well as the types of work small businesses will be performing, and the Offeror’s past performance complying with contract requirements contained in clauses FAR 52.219-8, Utilization of Small Business Concerns and FAR.52.219-9, Small Business Subcontracting Plan.

SUBMISSION REQUIREMENTS for SMALL BUSINESS PARTICIPATION PLAN:

1. All Offerors (both large and small businesses) shall submit a Small Business Participation Plan (SBPP) (sample provided), to identify the extent to which small businesses will participate in the performance of the proposed acquisition.

Large businesses primes may achieve the small business participation goals through subcontracting to small businesses.

Small business primes may achieve small business participation goals through their own performance/participation as a prime and also through subcontracting to other small businesses.

A mandatory minimum Total Small Business Participation goal of 10% of the total contract value (through small business participation from small-, small disadvantaged-, HUB Zone-, Service Disabled Vet-, Vet-, or Woman-owned small businesses) is required based on the nature of the work for this project. The offeror should articulate how small businesses will participate through performance as either a small business prime or as a subcontractor, as well as demonstrating their past performance in complying with requirements of the clauses at FAR 52.219-8, Utilization of Small Business Concerns and 52.219-9, Small Business Subcontracting Plan.

2. Offeror’s are required to submit information that can be verified on at least three projects that demonstrate the degree (both by dollar and by percent of total contract value) to which the contractor utilized small business firms in performing the project. For small business Offeror’s, consideration will be given to self-performance if a small business for that project, as well as for providing subcontracting opportunities to small businesses - as is the policy of the government. For large business Offeror’s, in addition to the information for the three required projects, consideration may also include review of ISR’s (Individual Subcontract Reports) and SSR’s (Summary Subcontract Report) from the eSRS (Electronic Subcontracting Reporting System). The project information submitted for the small business participation plan evaluation does not have to be the same as those listed in the Past Performance factor.

Volume II – Price:

The offeror shall submit their price proposal in a separate binder consisting of the SF33, bid schedule, Small business Subcontracting Plan (if applicable) and reps and certs. The offeror must provide a complete bid schedule and acknowledge all amendments on the signed SF33.
