Proposal Submission Requirements, Evaluation Criteria, and Basis of Award

PART I – GENERAL INFORMATION

As this is a competitive negotiation acquisition, there is no public bid opening and no information will be given out as to the number of offerors or the results of the competition until all awards are made.

Oral explanations or instructions are not binding. Any information given to an offeror which impacts the solicitation and/or offer will be given in the form of a written amendment to the solicitation.

PART II -- PROPOSAL PREPARATION

1. PROPOSAL SUBMISSION REQUIREMENTS AND INSTRUCTIONS

a. REQUIREMENT FOR SEPARATE PRICE AND TECHNICAL PROPOSALS.

(1) Each offeror must submit both a Price Proposal and a Technical Proposal. The Price Proposal and the Technical Proposal must be submitted as separate files. Ensure each separate file is clearly marked to indicate its contents and the identity of the offeror.

(2) Both the Price Proposal and the Technical Proposal must be received by the closing date and time set for receipt of proposals.

(3) No dollar amounts from the Price Proposal are to be included in the Technical Proposal.

(4) All information intended to be evaluated as part of the Technical Proposal must be submitted as part of the Technical Proposal. Do not merely cross-reference similar material in the Price Proposal, or vice versa. Also, do not include links to websites in lieu of incorporating information into your proposal.

(5) Do not include exceptions to the terms and conditions of the solicitation in either the technical or price proposal. Should the offer include any standard company terms and conditions that conflict with the terms and conditions of the solicitation, the offer may be determined "unacceptable" and thus ineligible for award. Should the offeror have any questions related to specific terms and conditions, these shall be resolved prior to submission of the offer.

b. DISCUSSIONS: The Government intends to evaluate proposals and award a task order without discussions with offerors, in accordance with FAR 52.215-1, Instructions to

AMENDMENT 0008

(4) The proposals must be organized by the TABs indicated in this section.

(5) “Confidential” projects cannot be submitted to demonstrate capability unless all of the information required for evaluation as specified herein can be provided to the Government as part of the Offeror’s technical proposal. Offerors that include in their proposals information that they do not want disclosed to the public for any purpose, or used by the Government except for evaluation purposes, must be clearly marked in accordance with the instructions at FAR 52.215-1, “Instructions to Offerors— Competitive Acquisition”, paragraph (e), “Restriction on disclosure and use of data”.

(6) In the case of an Offeror that is part of a large, multi-segmented business concern, provide information directly pertaining to the specific segment of the business concern (i.e., the division, group, unit, etc.) that will perform work under the prospective contract.

The Experience Information Form must include the Offeror’s role in the project (i.e., as a prime or a subcontractor), and be fully completed to be considered for this factor.

The specific elements that must be demonstrated within the combined experience demonstrated to be considered of similar scope, magnitude and complexity as the RFP requirement are:

The narrative must include:

- The Offeror’s technical understanding of the work requirements

- The Offeror’s commitment to accomplish all the work in accordance with the solicitation requirements and schedule

- The Offeror’s approach, methodology and plan for customer service

- The Offeror’s Quality Control procedures

- The Offeror’s construction safety protocols and procedures

Completed PPQs shall be submitted by the offeror with the proposal. If unable to obtain a completed PPQ for a project timely the Offeror shall complete and submit with the proposal

AMENDMENT 0008

SECTION 00 22 11 Page 5 the first page of the PPQ, which will provide contract and client information for the respective project(s).

Part III. EVALUATION OF PROPOSALS

1. GENERAL ELIGIBILITY FOR TASK ORDER AWARD: In accordance with the FAR, no task order shall be entered into unless the contracting officer ensures that all requirements of law, executive orders, regulations, and all other applicable procedures, including clearances and approvals, have been met.

2. BASIS OF AWARD: Selection for award will be determined using the Low-Priced, Technically Acceptable Process in accordance with FAR 15.101-2(b)(3). An evaluation for technical acceptability will be performed on each proposal. The technically acceptable proposal that provides the lowest price will be selected for award. To be considered technically acceptable, the technical factors in the proposal must NOT be determined to be unacceptable.

The failure of a proposal to meet any of the acceptability standards for non-cost factors will result in a technically unacceptable rating and preclude award. Tradeoffs are not permitted.

Proposals are not ranked using the non-price factor.

3. EVALUATION OF THE PRICE PROPOSALS

a. Price will be evaluated and considered but will not be scored or combined with other aspects of the proposal evaluation. The proposed prices will be analyzed for reasonableness.

They may also be analyzed to determine whether they are realistic for the work to be performed, reflect a clear understanding of the requirements, and are consistent with the information provided by the Offeror. Additionally, all offers will be analyzed for unbalanced pricing.

b. An offeror may be required to confirm its price on either a CLIN, element, or total price basis, and/or provide additional information in support of their price prior to task order award at the Government’s request and discretion.

4. GENERAL TECHNICAL CRITERIA

a. Failure to include all required information may cause the proposal to be considered non-responsive and not considered further for award.

b. Proposals which are generic, vague, or lacking in detail may be considered unacceptable.

5. EVALUATION OF THE TECHNICAL PROPOSAL:

FACTOR 1, EXPERIENCE:

One of the Following Ratings will be Assigned:

Rating Description Acceptable Proposal meets the requirements of the solicitation.

Unacceptable Proposal does not meet the requirements of the solicitation.

The Government will review the project experience submitted up to the limits specified.

Offerors must meet all of the PROPOSAL SUBMISSION REQUIREMENTS for Factor 1, Experience to receive a “ACCEPTABLE” rating:

AMENDMENT 0008

SECTION 00 22 11 Page 7

Failure to demonstrate the minimally acceptability standards under this factor will result in an “UNACCEPTABLE” rating and possible elimination from further consideration for award.

FACTOR 2, TECHNICAL APPROACH

One of the Following Ratings will be Assigned:

Rating Description Acceptable Proposal meets the requirements of the solicitation.

Unacceptable Proposal does not meet the requirements of the solicitation.

The Government will review the project experience submitted up to the limits specified.

Offerors must meet all of the PROPOSAL SUBMISSION REQUIREMENTS for Factor 2, Technical Approach to receive a “ACCEPTABLE” rating:

Failure to demonstrate the minimally acceptability standards under this factor will result in an “UNACCEPTABLE” rating and possible elimination from further consideration for award.

FACTOR 3, PAST PERFORMANCE:

One of the Following Ratings will be Assigned:

Rating Description Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below.)

Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror shall be determined to have unknown past performance and shall be rated “acceptable.”

The Government will review the past performance information for the projects submitted for Factor 1, Experience and assign a rating of Acceptable or Unacceptable, as defined above.

The Government will also review recent and relevant evaluations in the PPIRS as well as any other source deemed appropriate by the Government.

Recent: Projects completed within the last 5 years.

Relevant: Projects similar in size, scope, and complexity to that described in the solicitation.

If any negative past performance information is received to which the Offeror has not previously had an opportunity to respond, the Offeror will be given an opportunity to provide rebuttal.
