SECTION 01 00 10 Page 2
Additional scope of work items exist and are to be performed as a part of the above described work, and as defined within the applicable plans and sections of these specifications pertaining to the parts they are ancillary to.
The Contractor shall be aware of and take necessary measures to avoid impacting the various pipelines that traverse the construction areas.
Several contractors may be operating in the area. Dredge discharge corridors and exclusions are provided on the Plans and/or described in these specifications and shall be taken into account by the Contractor submitting a bid. Specific scopes of work for each of these elements are further described in the specifications with a general description of each below.
Contractors wishing to successfully bid on this work must have the demonstrated capability of a dredge production in hard new work materials on a line of over 30,000 linear feet at a minimum average rate of 10,000 CY/day.
1.1 MAINTENANCE DREDGING
Maintenance dredging consists of furnishing plant, labor, materials, and equipment and performing the work required by these specifications, schedules, and plans forming parts thereof for the performance of maintenance dredging. The required depth is minus 48.5 feet MLLW with two feet of allowable overdepth. Maintenance dredging will occur under Schedule No. 1, beginning at Station 150+00, working towards increasing station to allow for the required 5 nautical miles spacing between dredges.
The material excavated shall be transported and deposited into PA 15 as designated on the plans. The end of the discharge pipe shall extend not less than 200 feet into the placement area as measured from the centerline of the perimeter dike at the general location shown on the plans or as otherwise indicated by the Contracting Officer. During the course of dredging, the Contractor shall monitor the existing operating drop-outlet structures (spillboxes) and shall adjust the boards as necessary to maintain water quality as specified herein. The spillbox at approximate PA 15 dike Station 49+00 is inoperable and shall be protected.
Note that the previously unimproved BSC channel and Flare has been previously mined at a minimum to minus 52.5 feet MLLW between Station 150+00 to 239+22 during 2002-2003 as shown on the plans. Materials within the previously unimproved channel template and above the previously dredged surface should be considered soft shoaled materials. The channel has been recently improved to widen the channel from approximate Station 221+00 inbound by 100 feet. A combination of new work and soft shoaled materials may be encountered in this area.
At the end of all maintenance and new work borrow dredging, Maintenance Dredging Bayport Ship Channel Station 180+00 to 239+22 to M10 (Option No.
2) may be exercised depending on shoaling and funding and placed into Atkinson Marsh Cell M10. The end of the discharge pipe shall be moved to three separate discharge corridors as directed by the Contracting Officer but generally along the southern dike, the southeast corner, and the northeast corner. (AM#5) If new work materials have been discharged and stockpiled along the southern dike, maintenance material discharge shall be directed further to the interior, and shall not be directed in between the rehabilitated dike and stockpiled material. During the course of
SECTION 01 00 10 Page 3 dredging, the Contractor shall monitor the 2 spillboxes and shall adjust the boards as necessary to maintain water quality as specified herein.
1.2 NEW WORK DREDGING
New Work Borrow Dredging consists of dredging the following locations:
1. DER BSC Borrow
2. DER HSC Borrow
DER BSC Borrow is located along the southern flare radius of the BSC Flare, between approximate Station 211+15 to 239+22. DER BSC Borrow, Schedule No. 1, shall be dredged within the limits shown to a depth of minus 48.5 feet MLLW with two feet of allowable overdepth.
The DER HSC Borrow is located along the eastern side of the HSC at Beacon 76, between Station 26+484 to 30+089. The DER HSC Borrow, Option No. 1, shall be dredged within the limits shown to a depth of minus 48.5 feet MLLW with two feet of allowable overdepth.
Borrow materials are expected to be predominantly new work and may consist of soft silts and muds, soft, firm, hard, stiff, silty and sandy clays, fine to coarse sands, silty sands, calcareous nodules, shell, and rock as shown on the plans.
DER BSC Borrow will be placed to rehabilitate the dikes on Atkinson Marsh Cells M7/8/9 and M10. The exercised quantities of the HSC materials shall be placed into either M7/8/9 or M10 to be used to complete the dike rehabilitation as needed (AM#5) , or stockpiled as directed by the Contracting Officer . Additionally, the exercised quantities of HSC materials shall be placed equally into each of the northern and southern hydraulic fill berms in PA 14 as shown or as directed by the Contracting Officer.
1.3 DIKE REHABILITATION
Materials to construct the dikes are to be obtained from one or both of the two designated borrow areas shown on the plans as noted above.
The rehabilitation of the dikes consists of furnishing all plant, labor, materials, and equipment, and performing all work required by these specifications and plans for rehabilitating the existing dikes with hydraulic fill. The dikes will generally be constructed to the minimum sections depicted on the plans for Atkinson Island Marsh Cell M7/8/9 and Cell M10.
The materials in the vicinity of hydraulic fill dike alignments consist of previously placed hydraulic fill with areas of soft to very soft foundation characteristics. The Contractor is encouraged to thoroughly review the soundings, borings, and probings provided. The design considers some displacement of soft foundation through the hydraulic placement process and loading of dredged materials. Displacement and settlement is expected. The Contractor shall control its discharge to displace softer materials where encountered. The templates shown do not represent the total volume of excavated satisfactory materials needed to rehabilitate the hydraulically constructed dikes to the lines and grades specified. No additional payment will be made for material exceeding the limits of the minimum section depicted on the plans. The Contractor shall be responsible for settlement, foundation displacement or failure, SECTION 01 00 10 Page 4 shrinkage, subsidence and construction slopes; and shall take these factors into account in his unit price per cubic yard of borrow and linear foot of shaping.
The dikes will be rehabilitated in three phases. Phase 1 consists of preparing the existing dikes to receive hydraulic fill. Subject to approval by the Contracting Officer, the Contractor shall determine its own means and methods for preparing the existing dikes to receive hydraulic fill (i.e. clearing, construction of training/retention dikes, spillbox protection measures, etc.). Phase 1 shall include Schedule No. 1 DER Atkinson Marsh Cell Spillboxes Removal, wherein the southern spillboxes on M7/8/9 and M10 shall be removed from the locations indicated in the plans and in accordance with the specifications herein.
Phase 2 consists of placing hydraulic fill along the existing dikes to provide for the minimum lines and grades shown on the plans. The Contractor shall consider the amount of material deemed necessary to complete the overall required dike template and to allow for a sufficient amount of satisfactory materials to construct the final dike template.
The Contractor shall determine the actual amount of hydraulic fill required to complete the dike template shown on the plans utilizing its own means and methods, and shall be responsible for re-pumping of sections requiring additional fill as determined by the Contracting Officer, at any point during the duration of work.
Phase 3 consists of shaping, grading, and compacting the placed hydraulic fill, into and with the existing dikes, generally, to the lines and grades shown on the plans, under Schedule No. 1 DER Shaping and Grading Atkinson Marsh Cell M7/8/9 and DER Shaping and Grading Atkinson Marsh Cell M10.
Material shall be recovered and shaped and any excess materials shall be stockpiled and shaped or placed to the interior of the site within recoverable limits to be available for future use, repairs, or marsh fill.
Soft Materials displaced by placement of borrow materials or mudwave shall not be used for dike construction or shaping. If additional shaping is required prior to acceptance due to settlement, failures, or erosion, the additional shaping shall be conducted at no cost to the Government.
Payment for Phase 3 (final grading and shaping) shall be by unit price per linear foot. Phase 3 shall also include Schedule No. 1 DER Seeding and Fertilizing.
1.4 RETENTION DIKES
If exercised, DER Houston Ship Channel, PA 14 Retention Dike shall be constructed prior to placement of material as part of DER Borrow Houston Ship Channel Station 26+484 to 30+089 to PA 14.
1.5 SPILLBOXES LOCATED AT ATKINSON MARSH CELLS M7/8/9 & M10
Spillboxes at approximate Stations 23+00 and 42+15 on M7/8/9 and approximate Stations 14+50 and 38+87 on M10 shall remain in place and shall be protected in accordance with SECTION 35 41 00 DIKE CONSTRUCTION.
The existing spillboxes located on the southern dikes of each marsh cell shall be removed in accordance with SECTION 35 41 00 DIKE CONSTRUCTION.
1.6 GORINI MARSH CIRCULATION CHANNEL
The circulation channel to the Gorini Marsh shall be excavated under Schedule No. 1 DER Gorini Marsh Circulation Channel. The circulation channel shall be excavated along the alignment shown in the plans after
SECTION 01 00 10 Page 5 completion of the hydraulic rehabilitation of the dikes and shall be in accordance with SECTION 35 20 23.16 45 PIPELINE DREDGING.

The dredging conditions specified and indicated describe conditions which are known. However, the Contractor is responsible for other conditions encountered which are not unusual when compared to the conditions recognized in the dredging business as usual in dredging activities such as those required under this Contract. The Contract price for dredging will include the cost of removal and placement of the material as specified in the Paragraphs: CHARACTER OF MATERIAL and PLACEMENT OF EXCAVATED MATERIAL. The Contract price for dredging shall include the costs for preparation and/or maintenance of dikes, training dikes, and ditches necessary to confine the material within the areas shown.
1.3.1 Existing Conditions
The drawings already prepared as specified in the CONTRACT CLAUSES Paragraph entitled CONTRACT DRAWINGS AND SPECIFICATIONS represent conditions existing as of the date of their preparation using existing conditions. The latest surveys available are on http://www.swg.usace.army.mil/Missions/Navigation/HydrographicSurveys.aspx .
Using the link labeled "Galveston - Texas City - Houston," channel maps and XYZ data for the existing channels can be downloaded; the vertical datum is indicated on the channel maps. However, to reflect anticipated shoaling occurring between the dates of preparation of the plans and the dates of the "before-dredging" sections, the estimated dredging quantities stated in the Bid Schedule have been adjusted accordingly. The depths and elevations shown will be verified and corrected by fathometer soundings taken by the Government before dredging. The Government will normally use a frequency of 200 kHz to conduct hydrographic surveys. If the surveys indicate the presence of fluff in the channel, a frequency of 40 kHz will be used. Determination of quantities removed and the deductions made from them to determine quantities by in-place measurement to be paid for in the

1.6 CHARACTER OF MATERIALS
The materials to be removed generally consist of shoals, silts, mud, clay, sand, rock, and shells as further described below and on the plans.
1.6.1 Maintenance Dredging
The material to be removed is predominantly shoals which have accumulated over a period of time. However, some virgin material may be encountered in allowable overdepth, or side slope dredging. Bidders are expected to examine the worksite and the records of previous dredging, (AM#5) which are available in the Houston Resident Office and after investigation decide for themselves the character of materials.
1.6.2 Borrow Areas
The DER BSC Borrow and DER HSC Borrow dredging locations consist of predominantly new work material. Explorations, including core borings to determine the character of material to be removed, have been made and the results are shown. Geotechnical borings in the vicinity of the borrow areas are provided in SECTION 00 31 32.00 45 GEOTECHNICAL DATA.
The Contractor is also expected to physically examine the site of the work, both dredging locations and placement areas, and decide for itself the character of the materials and site conditions prior to submissions of bid documents. Materials are expected to be predominately new work and may consist of soft silts and muds, soft, firm, hard, stiff, very stiff, silty, and sandy clays, fine to coarse sands, silty sands, calcareous nodules, shell, and rock. The material also consists of accumulated shoals. Note that the existing BSC Flare and channel have been previously mined to approximately minus 55 feet MLLW or deeper and underlying new-work materials may have been disturbed by the previous excavation.
The after dredged surveys of that project are shown in maps and drawings
SECTION 35 20 23.16 45 Page 6 referred to in the SPECIAL CONTRACT REQUIREMENTS, STANDARD CLAUSE entitled CONTRACT DRAWINGS AND SPECIFICATIONS. This survey data depicts the actual channel elevations as they were at the time of the after dredged survey.
Bidders are expected to examine the worksite and the records of previous dredging, which are available in the Houston Resident Office and after investigation decide for themselves the character of materials.
1.6.3 Circulation Channel
The circulation channel to the Gorini Marsh shall be excavated along the approximate alignment shown in the plans, or as approved by the Contracting Officer, to a minimum bottom elevation of minus 3.5 feet MLLW and a minimum bottom width of 25 feet. Excavated material shall be side-cast to the outside no closer than 50 feet from the bottom channel toe and shall not be placed to an elevation exceeding plus 1.0 foot MLLW.
Side-cast excavated materials shall not inhibit circulation to the Gorini Marsh by adjacent waters.
1.6.4 Debris Within the Dredging Limits
Debris including but not limited to, metal bands, pallets, pieces of broken cable, rope, stumps, and broken piles may be encountered. The Government has no knowledge of existing wrecks, wreckage, or other material of that size or character as to require the use of explosives or special or additional plant for its economical removal. Debris removed from the dredged area shall be removed from the water. Disposal shall be the responsibility of the Contractor and disposal shall be outside the limits of Government property in accordance with any and all applicable Federal, State, or local requirements or at a location approved by the Contracting Officer. If the actual conditions differ from those stated or shown, an adjustment in Contract price or time of completion, or both, will be made in accordance with the CONTRACT CLAUSE entitled DIFFERING
SITE CONDITIONS.
1.7 UTILITIES ACROSS THE LIMITS OF DREDGING
It is the Contractor's responsibility to investigate the location of utility crossings. The Contractor shall take precautions against damages which can result from dredging operations in the vicinity of the utility crossings. If any damage occurs as a result of dredging operations, the Contractor will be required to suspend dredging until the damage is repaired and approved. Costs of these repairs and downtime of the dredge and attendant plant shall be at the Contractor's expense.
