GEOTECHNICAL DATA
AMENDMENT NO. 0003
PART 1 GENERAL
1.1 SUMMARY
This section provides the geotechnical data for the project.
1.2 GEOTECHNICAL DATA
The Government does not guarantee that borings indicate actual conditions, except for the exact locations and the time that they were made.
1.3 ATKINSON MARSH CELL 7/8/9 AND M 10 PROBINGS 2016
Interior probings were conducted aboard a 14-foot flat-bottom john boat using a 20-foot long, 1/2-inch graduated galvanized steel pipe (probing rod) with end cap. Probings were performed on approximate 400-foot intervals, beginning as near as practicable to the existing dike and working outward at 25 to 50-foot spacing. Access to the lowest and highest dike stations was limited due to shallow water depths. At each probing, the location was located using RTK GPS referenced to control point Bayport2, where the elevation at each point was calibrated to the water surface. A Trimble R6 receiver was used with a Trimble TSC2 handheld controller. Vertical elevations were referenced to MLT, and later converted to NAVD88. The probing rod was then lowered through the water column and worked down through the substrate until refusal was met. The rod was then measured at the water surface and depth of the probing recorded. Interior probings were performed within M7/8/9 on April 4, 2016 and within M10 on April 5, 2016.
Exterior probings for each cell were performed aboard a 19-foot shallow water survey vessel. A 20-foot long, 3/4-inch graduated galvanized steel pipe probing rod with end cap was used for all exterior probings. Probing locations and position recording were performed in the same manner as that from the interior probings. Exterior probings were performed along the outside of M7/8/9 on April 7, 2016, and May 4, 2016. The M10 exterior probings were performed on April 28, 2016, and May 4, 2016. The location of and results of the probings are shown on the drawings.
1.4 ATKINSON MARSH CELL 7/8/9 AND M 10 VICINITY JET PROBES
A series of 147 jet-probings were conducted in September 2009, in the vicinity of M7/8/9 and M10. Probings were obtained by rapidly lowering a graduated 40-foot long, 1-inch diameter schedule 80 steel pipe through the soft clay and silts until the rod settled within the substrate. The initial depth was recorded as "weight of rod" (WOR) in the probing logs. A water pump was then used to provide a jet of water that projected from the bottom of the probing rod to advance the rod downward into the substrate.
Based upon the resistance that was met and the character of the material against the rod, the driller was able to approximate the classification of the material layers encountered as the probe was lowered. When an
DOCUMENT 00 31 32.00 45 Page 2 impenetrable layer was encountered or friction against the rod prevented further penetration, the refusal depth and character of refusal was recorded. Locations were determined using consumer grade GPS. Elevations were referenced to hydrographic survey data collected prior to probing dates and referenced to MLT. The location of and results of the probings are shown on the drawings.

52.211-10)
The Contractor shall be required to:
(a) Commence work under this contract within 15 calendar days after the date the Contractor receives the Notice to Proceed.
(b) Prosecute the work diligently, and
(c) Complete the entire work ready to use not later than 300 calendar days. The time stated for completion shall include final cleanup of the premises.
1.2 LIQUIDATED DAMAGES - CONSTRUCTION (SEPT 2000) (FAR 52.211-12)
(a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $2,127.00 for each calendar day of delay until the work is completed or accepted.
(b) If the Government terminates the Contractor's right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.
1.3 PHYSICAL DATA (APR 1984) (FAR 52.236-4)
Data and information furnished or referred to below is for the Contractor's information. The Government shall not be responsible for any interpretation of or conclusion drawn from the data or information by the Contractor.
(a) The indications of physical conditions on the drawings and in the specifications are the result of site investigations, hydrographic surveys, magnetometer surveys, sidescan surveys, core borings, and probings.
(b) Under ordinary conditions, the mean tidal range is about 1.5 feet. The height of tide is largely dependent on the force, direction, and duration of the wind. Strong northerly winds may depress the water surface as much as, and in some instances more than 3.0 feet below Mean Lower Low (MLLW), while southerly winds may raise the water surface as much as, and in some instances more than 1.7 feet above MLLW.
(c) Transportation Facilities. The immediate vicinity is accessible by water via the Houston Ship Channel and Galveston Bay from embarkation points at surrounding public and private boat ramps.
DOCUMENT 00 73 00.01 45 Page 2
(d) Condition of Channel. The general shape of the existing section of channel to be dredged is shown by cross sections on the Contract drawings.
(e) Channel Traffic. Channel traffic consists of deep draft ships, tugs, tows consisting of a tug and one or more barges, small boats of various sizes, fishing vessels, and ferries. Traffic will interfere with dredging operations to some extent.
1.4 QUANTITY SURVEYS (APR 1984) (FAR 52.236-16)
(a) Quantity surveys shall be conducted, and the data derived from these surveys shall be used in computing the quantities of work performed and the actual construction completed and in place.

The Contractor shall conduct the surveys for any periods for which progress payments are requested and make the computations based on these surveys. All surveys conducted by the Contractor shall be conducted under the direction of the Contracting Officer, unless the Contracting Officer waives this requirement in a specific instance.
(c) Promptly upon completing a survey, the Contractor shall furnish the originals of all field notes and all other records relating to the survey or to the layout of the work to the Contracting Officer, who shall use them as necessary to determine the amount of progress payments. The Contractor shall retain copies of all such material furnished to the Contracting Officer.
1.5 (AM#3) DELETED
1.6 BASIS FOR SETTLEMENT OF PROPOSALS (MAR 1995) (UAI 52.249-5000)
Actual costs will be used to determine equipment costs for a settlement proposal submitted on the total cost basis under FAR 49.206-2(b). In evaluating a terminations settlement proposal using the total cost basis, the following principals will be applied to determine allowable equipment costs:
(1) Actual costs for each piece of equipment, or groups of similar serial or series equipment, need not be available in the Contractor's accounting records to determine total actual equipment costs.
(2) If equipment costs have been allocated to a contract using predetermined rates, those charges will be adjusted to actual costs.
(3) Recorded job costs adjusted for unallowable expenses will be used to determine equipment operating expenses.
(4) Ownership costs (depreciation) will be determined using the Contractor's depreciation schedule (subject to the provisions of
FAR 31.205.11)
(5) License, taxes, storage, and insurance costs are normally recovered as an indirect expense and unless the Contractor charges these costs directly to contracts, they will be recovered through
DOCUMENT 00 73 00.01 45 Page 3 the indirect expense rate.
1.7 EQUIPMENT OWNERSHIP AND OPERATING EXPENSE SCHEDULE(MAR 1995)
(a) This special contract requirement does not apply to terminations. See 52.249-5000, Basis for Settlement of Proposals, and FAR Part 49.
(b) Allowable cost for construction and marine plant and equipment in sound workable condition owned or controlled and furnished by a contractor or subcontractor at any tier shall be based on actual cost data for each piece of equipment or groups of similar serial and series for which the Government can determine both ownership and operating costs from the con-tractor's accounting records. When both ownership and operating costs cannot be determined for any piece of equipment or groups of similar serial or series equipment from the contractor's accounting records, costs for that equipment shall be based upon the applicable provisions of EP 1110-1-8, Construction Equipment Ownership and Operating Expense Schedule, Region VI. Working conditions shall be considered to be average for determining equipment rates using the schedule unless specified otherwise by the contracting officer. For equipment not included in the schedule, rates for comparable pieces of equipment may be used or a rate may be developed using the formula provided in the schedule. For forward pricing, the schedule in effect at the time of negotiations shall apply. For retroactive pricing, the schedule in effect at the time the work was performed shall apply.
(c) Equipment rental costs are allowable, subject to the provisions of FAR 31.105(d)(ii) and FAR 31.205-36, Rental Costs. Rates for equipment rented from an organization under common control, lease-purchase arrangements, and sale-leaseback arrangements, will be determined using the schedule, except that actual rates will be used for equipment leased from an organization under common control that has an established practice of leasing the same or similar equipment to unaffiliated lessees.
(d) When actual equipment costs are proposed and the total amount of the pricing action exceeds the SAT, the contracting officer shall request the contractor to submit either certified cost or pricing data, or partial/limited data, as appropriate. The data shall be submitted on Standard Form 1411, Contract Pricing Proposal Cover Sheet.
NOTE: A copy of EP 1110-1-8, "CONSTRUCTION EQUIPMENT OWNERSHIP AND OPERATING EXPENSE SCHEDULE," is available at the following website:
