PART 1 – PROJECT DESIGN CRITERIA
All applicable Federal, State and industry standards, including those not referenced constitute design criteria for this project.
1.1 Design Requirements
Contractor shall use the Southwestern Division Architectural and Engineering Instructions Manual (AEIM), UFC 1-200-01 General Building Requirements, and the Fort Hood Installation Design Guide for design guidance. The Unified Facility Criteria library is located at: http://www.wbdg.org
Facility design, materials, equipment, and installation shall be in accordance with the requirements of listed codes, design manuals and military criteria in conjunction with industry standard criteria, material and efficient practices. The latest version of building codes may be used as design guides as long as there are no conflicts between standards;
in the event of conflicts the military and industrial standards take precedence. The building design and the materials selected shall be high quality, durable, easily maintained and meet the specifications. Contractor shall be responsible for the professional quality code compliance, technical accuracy and coordination of all designs, drawings, specifications, and other documents or publications upon which the design and construction are based.
The buildings shall be modified and renovated to comply with ADA for existing and new work internally and externally. The Contractor shall be responsible for performing all tasks described in this RFP.
ATFP requirements shall be implemented per UFC 4-010-01. Fort Hood Directorate of Public Works (DPW) has indicated that this building does not trigger the 50% replacement value guideline indicated in this UFC. The use of recommended measures is encouraged but not required. If applicable, additional Force Protection requirements are indicated in MATOC Appendix A - Fort Hood Installation Design Guide, and shall be considered to be mandatory measures.
The Contractor shall provide electronic design files (CADD/GIS) for this project as part of their design and construction responsibilities.
Design Submittal: The Contractor’s design shall contain separate drawings, to include but not limited to, Site Plan, Utility Plan, Storm Drainage Layout Plan, Parking Lot Striping Plan, Landscaping Plan, Floor Plans, Exterior Elevations, Interior Elevations, Reflected Ceiling Plan, Architectural Schedules, Wall Sections, Architectural Details, Structural Plans, Structural Details, Mechanical Plans (to include controls, schedules, and details), Electrical Plans (to include one-line diagram, panel schedules, and details), Communications Plans, Interior Signage Way of Finding plans and any other necessary details. A Design Analysis is
W9126G-13-R-0017, Amendment No. 0013 required for the project design and shall address the life safety and fire protection requirements of the project as required by UFC 3-600-01. A summarized design analysis shall be submitted with all design submissions which will include, but not limited to, type of construction, height and area limitations, building separations or exposure protection, plumbing fixture calculations, classification of occupancy and specific compliance with UFC and National Fire Codes.
1.2 Industry Criteria
Applicable design and construction criteria references are listed in the table below and shall be taken from the most current references as part of the date of issue of the contract. This list is not intended to include all criteria that may apply or to restrict design and construction to only those references listed. See also Paragraph 1.3 for additional applicable criteria.

3.1.1 Existing Conditions
Building 52019 is located east of the intersection of Muskogee St. and Tank Destroyer Blvd.
(AM#12) The project site is located within the cantonment area of Fort Hood, approximately 6900 feet west northwest of the intersection of Tank Destroyer Boulevard and Clear Creek Road. The west lot line of the facility abuts the Community Pool. The remaining sides open to undeveloped fairly steep sloping land. The existing site is on a hill top and fairly level with steep slopes to north, east and south of approximately 15 to 30 percent. Minor landscaping including some trees (8’-12’) exist along the Western and Northern sides of the facility. Generally, the open ground is spottly covered with Bermuda grass.
The soil is a very stony silty clay loam and gravelly clay loam with some silty clay loams and rock outcrop with light grass cover and light brush along the northern and eastern side of the site. Table 3.1.1-1 describes each soil type and the approximate percentage of each.
Table 3.1.1-1 Soils Adjacent to Bldg 52019
Bs Bosque clay loam, 0 to 1 percent slopes, occasionally flooded
DrC Doss-Real complex, 1 to 8 percent
KrB Krum silty clay, 1 to 3 percent slopes
NuC Nuff very stony silty clay loam, 2 to 6 percent slopes
ReF Real-Rock outcrop complex, 12 to 40 percent slopes
The total existing site area is 3.83 ac. with an approximately 1.58 ac. of existing impervious area. It is anticipated that only a minimal disturbance will occur on the existing site. If the optional parking facility to the South of the building is built approximately 0.33 ac will be disturbed. The drop across the site is approximately 3 feet.
The site is served by an existing gravity storm water system. The site generally drains to the northeast, south and southeast. As stated earlier there is will be no increase in the runoff from the site, so the existing storm sewer system should be sufficient. If the optional parking facility to the South of the building is built the contractor must comply with the requirements of Section 438 of EISA 2007. (/AM#12)
3.2 Site Work/Demolition
The conceptual demolition plans in Appendix A shows the extent of proposed demolition.

22 Second Edition URBAN DRAINAGE DESIGN MANUAL, and US Weather Bureau Technical Paper No. 40, dated May 1961, Rainfall Frequency Atlas of the United States for Durations from 30 mins to 24 hrs, and return periods from 1 to 100 years. Design of drainage structures shall be based on a 10-yr rainfall frequency corrugated steel pipe, corrugated aluminum alloy pipe, PVC or Corrugated PE pipe for the underground storage drain pipes, where applicable. (AM#12) If the project is >5000 sf, a LID shall be designed and incorporated along with the EISA 2007 requirements. The Contractor is responsible for designing the storm drainage system to be as economical as possible If the project disturbance exceeds 5000 sf, compliance with the requirements of Section 438 of EISA 2007 is required including Fort Hood LID requirements. The Energy and Security Independence Act (EISA) Section 438 (AM#12) will may (/AM#12) apply to this project (AM#12) since if (/AM#12) the proposed improvements (AM#12) will (/AM#12) disturb more than 5,000 square feet. EISA Section 438 requires that the predevelopment hydrology of the property with regard to the temperature, rate, volume, and duration of flow be maintained or restored to the maximum extent technically feasible. This can be achieved by retaining all storms up to and including the 95th percentile storm event or reducing the post development hydrology of the property to pre-development levels with regard to the temperature, rate, volume, and duration of flow for the required design storms. In the base bid, the total impervious area will be decreased, which will reduce the runoff from the 95th percentile storm;
therefore, no Low impact Design measures will be required. In the bid option, the total impervious area will increase and therefore appropriate Low Impact Design measures will be required. (AM#12) The bio-swale is Fort Hood’s preferred method for storm water management in the bid option. (/AM#12)
3.2.2.4 Natural Gas
