RFI 001:
Question:
a. Spec 010100 / Section 1.4A: The one-year warranty covers the system and components installed under this contract and all portions of the existing systems which are connected to the work under this contract. Question: How can the General Contractor and its Subcontractor be responsible for the continued operation or remaining life cycle of existing equipment? This clause is most unusual. Is the Government requiring a due diligence of existing equipment that remains to determine the feasibility of this requirement? If substandard equipment is found is the Government prepared to issue a modification to bring the existing equipment up to full operational capabilities?
Response:
• Edit Spec 010100 /Section 1.4A to read as follows:
The Contractor shall provide a one (1) year labor and materials warranty on all new and existing electrical and telecommunication systems that are installed or modified as a part of this contract. The warranty shall cover the systems and components modified or installed under this contract and exclude existing systems which are not modified as part of this contract.
NOTE: The successful bidder will be required to provide the one year warranty required by FAR Clause 52. 246-21 ALT I.
Question:
b. Spec Section 010100 / Section 1.7E (Normal Working Hours): Can the project work hours be based on a normal 5-day work week (Monday to Friday). It appears the spec says that every other Monday is a non-work day and every other Saturday is a work day.
Response:
• Yes, project will be based upon a normal 5-day work week.
Question:
c. Spec Section 01 23 05 (Contract Line Item Number Prices) / Items 3.1 A & B / Solicitation ClIN Items (pages 3 and 4): The specification have 2 CLIN Items.
The Solicitation has 3 CLIN items. Which one is the correct Bid Document?
In regards to CLIN 3 of the Solicitation (page 4 of 46) the description appears to be verification of Davis Bacon Wage Rates and Certified payroll submissions.
Is this in fact the requirement of this CLIN? If there are any other requirements, please advise.
Response: • The correct Bid Document is the Solicitation. This project has 3 CLIN(s), CLIN0003 is for reporting the total number of hours worked on the project and has nothing to do with the Davis Bacon Wage Rates and certified payrolls. Contractors may direct questions on CMRA reporting CLIN 0003 to the help desk at http://www.ecmra.mil/. This requirement typically take a contractor around fifteen minutes to complete on line.

d. Spec Section 01 26 00 / Section 1.3 (Contract Modification Procedures): Please provide the template for potential modifications that demonstrate the allowable General Contractor Fee, Overhead and Profit on work perform by the General Contractor and Allowable Burden Rates. Please provide the parallel Subcontractor form for allowable mark up on modifications.
Response:
• Each modification is different and the circumstances surrounding that modification will be considered when negotiating an equitable adjustment, if necessary.
Question:
e. Spec Section 01 31 00 / Section 1.8 (Request For Information): What is the Governments contractual turnaround time for Requests For Information?
Response:
• 7 Working Days
Question:
f. Spec 01 32 00 / Section 2.2 (Contractors Construction Schedule): In regards to the project CPM, what is the required software to be used for the project that is compatible with the Gov’t? Section D requires a TIA with fragnet which appears to indicate P6.
Response:
• The Government does not require compatible CPM software with the
Contractor. The Contractor is to provide a copy in .pdf or word format of CPM changes or delay’s in the contract utilizing TIA with fragnets.
Question:
g. Spec 01 32 00 / Section 2.2 (Contractors Construction Schedule) / Section 3.1A:
Specifications state a bi-weekly schedule update. With the pay requisition being done on a monthly draw the job progress is updated at the pay requisition development. This job has a limited magnitude ($%M-$10M). Will a standard monthly update be acceptable?
Response:
• No
Question:
h. Spec 01 33 00 / Section 3.3A (Submittals): What is the Governments contractual turnaround time for Submittals?
Response:
• See Specifications Section 01 33 00 1.4.B.1 & 2.

• The Contractor will be responsible for providing dumpsters as required to implement the Construction Waste Management Plan in accordance with the Contract Documents.
Question:
l. Spec 01 81 13 (Leeds): Is the Leeds for the project require a formal submittal for certification or it is verified by Leeds Consultant only?

The Contractor is required to engage a LEED Accredited Professional per Specification Section 01 81 13 1.7.A.
Question:
m. Spec Section 01 91 13 (System Commissioning Requirements): Can the Test and Balance Agent be carried under the primary Subcontractors scope of work?

Will construction traffic (dump trucks for demolition, concrete trucks for new work, delivery trucks, crew trucks, etc.) be given full access during normal working hours? At the site visit it was noted there were barricades placed in a side to side fashion. Will these be removed during the Bldg 84 project?
Response:
• The Barricades will not be removed. All construction traffic must use the main entrance. If the Contractor needs to disturb normal traffic flow, traffic patterns, and parking patterns (to include barricades) to complete the project, the Contractor must give 2 day advance notice to the COR indicating the reason and estimated length of time.
p. Project Fencing: Will the Contractor be allowed to place construction fencing at the curb line at the existing building all the way to the runway tarmac and also place construction fencing at the edge of the runway tarmac to insure maximum staging area? Question:
v. Can debris from wall removal be left in work area and go out as standard demo debris?
Response:
• The removal of wall debris shall be as per the contract specification and LEED requirements.
Question:
w. In the meeting held 19July2016 and in the distributed meeting minutes it is stated CLIN 1 cannot exceed $750,000.00 and exceeding the cost limitation will make the bid non- responsive. Although the contract documents offer an adequate explanation of the Scope of Work for each CLIN, there is a element of confusion among the Subcontractor candidates for the project that believe that the budget is insufficient for this line item and therefore is classified as a “no bid” project. Can the Contract Officer assure that if the contract is awarded the award will include all elements of the project?
Response:
• All CLINs will be awarded as part of this project; However, if bids on CLIN 0001 exceed the cost limit the project will be unawardable to that bidder. Therefore, bids that exceed the cost limit will be considered non-responsive and ineligable for award.
x. Will pictures of the interior parachute tower be provided on the basis that the site visit was not given access during the job walk?
Response:
• Yes: See ATTACHMENT 1 (a).
RFI 003
Question:
a. Is Builders Risk insurance required on this project?
Response:
• The successful contractor is responsible the project until completion and acceptance by the Government. Failure to have builders risk insurance put the responsiblity on the General contractor.
Question:
b. Any permit costs to be paid by General Contractor?
Response:
• Refer to Specifications Section 01 01 00 Part 1.9 “PERMITS AND INSPECTIONS.”
It is the General Contractor’s responsibility to pay all required permits.
Question:
c. CMR para lists website for reporting all labor hours however unable to access the website to review. Would you please advise?
Response:
• The project cannot be uploaded into CMRA until a contract has been awarded.
Typically, inputting the information into CMRA takes a contractor 15 to 20 minutes.
The bigger challenge is gathering the information prior to accessing the system to input the data into CMRA.
