The following Performance Work Statement (PWS) provides guidance for the installation of Audio/Visual (AV) equipment for the second floor of Building 600, Nevada Air National Guard, 152 Intelligence Squadron (IS).

General Notes

A site survey for the purpose of determining the scope of the project will be coordinated with the 152 IS and will be scheduled so as to not conflict with ongoing operations. All installations will be performed by contract personnel and will be done in such a manner as to not conflict with ongoing operations. Due to the limited timeframe that the site will be available for installation, all efforts will be made to provide preassembled or preconfigured components and cabling to the greatest degree possible.

All AV equipment will conform to established Base Communication Specification guidelines (provided upon request), IEEE and UL standards, as applicable. Where possible, all installed equipment will be connect to existing Multi-mode (MM) fiber infrastructure, with any additional fiber infrastructure installed, by contractor, to include retermination of existing fiber infrastructure. All installed AV switching/matrix (to include input and output cards therein) components will be provided by contractor to allow for 25% future growth/expansion. Contract will provide for all additional parts, hardware, and tools necessary to complete integration and installation of equipment (to include legacy equipment). All equipment installed must integrate/be compatible with existing legacy equipment (available at site survey).

All AV equipment and infrastructure will be tested, certified, and results delivered to the 152 IS. All cables and patches installed will be marked using established 152 IS cable marking standards (provided upon request).

Work hours for contract installation technicians will need to be very flexible and will be negotiated based on mission requirements. This may include the need to extend daily work hours, work weekends, and/or increase the number of work crews to minimize mission impact. Workday availability will be provided at award of contract.

All government property will be left in a state as good as or better than condition prior to execution of the contract. All damages will be the responsibility of the contractor to repair to the satisfaction of the government.

Fiber Infrastructure

All fiber infrastructure currently existing and to be installed based on this PWS originates in room 217, rack 18 and extends to the Operations Floor, room 213, the Auditorium in room 233, and two hallway locations (outside rooms 242 and 223). All fiber infrastructure is 62.5/125 Multi Mode (MM) fiber. Originating rack fiber terminations in room 217 land into an existing Ortronics 144 port modular fiber patch panel (PN: OR-61500014-00) provided GFE. Patch panel terminates fiber connections to SC duplex (PN: OR-OFP-SCD12MB) bulkheads provided by contract. Contract will install all MM fiber connections to patch panel Rack 18 for the purpose of manual patch capability in the event of switch malfunction. All connectivity will match existing infrastructure to the greatest degree possible (available at site survey). All fiber infrastructure installed will be Corning grade 62.5/125 micron multimode fiber or equivalent.

Copper Infrastructure

All copper infrastructure installed based on this PWS will originate in room 217 rack 18 and will extend to other racks within room 217 only where necessary to integrate connection requirements that are either unable to or not cost effective to complete interconnections of components within that space. Otherwise, all infrastructures that exit room 217 or are designated as “required for security” will be fiber optic.

Functionality and Capability Requirements Projection

Mounting- This contract adds 4 mount plates to existing projector mounting locations into the ceiling of room 213. Mount plates will attach above and directly to the suspended ceiling grid to provide stability to the projector mounting surface and will anchor to wire ceiling grid support structure. Additionally, this contract adds 12 projector mounts into the drop ceiling of Rm 213. Mounts need to be adjustable in all 3 (X, Y, & Z) axes to provide flexibility in mounting. Lastly, mounts must have a “universal” adapter in regards to mounting projection equipment as changing mission requirements may lead to different projection solutions and hold projectors weighing up to 50 lbs. Efforts will be made to match existing mounts; preferred Peerless PRG Precision Gear Projector Mount (PN: PRG-UNV), 2 ea Peerless 18” fixed length extension column (PN: EXT018), 10 ea 2’ fixed length extension column (PN: EXT102), and plates (PN: CMJ500R1) or equivalent. Placement drawings provided upon request.

Screens- Add 2 72”x96” (120” diagonal viewable) high contrast NTSC (4:3) video format fixed wall mount screens to the NW and SW corners of room 213 Operations Floor. Add 10 57.5”x77” (96” diagonal viewable) high contrast NTSC (4:3) video format fixed wall mount screens to the NW and SW corners of room 213 Operations Floor. All Screens will have a 3” reinforced black binding on all 4 sides and a tapered front edge. Frames will be covered in black fabric to absorb light. All screens will be mildew resistant and fire retardant. Efforts will be made to match existing equipment in function and aesthetics; preferred DaLite Cinema Contour HC Da-Mat (PNs: 87685V & 87683V respectively) or equivalent.

Projectors- Contract will provide 12 liquid cooled, dual lamp, 6000 ANSI Lumen, 1280x800 WXGA DLP Projectors with 90% corner to corner uniformity. Equipment must be capable of 24/7 operation with low maintenance auto clean capability and capable of 360 degree mounting for inverted use. Unit must possess a standby mode for power savings and a mechanical lens shutter to provide screen blanking for security at a moment’s notice. Additionally, the unit must support DVI-D, S-video, Component RGB, and composite video formats. Finally, unit must come with a wireless remote control. Preferred Panasonic PT-DW6300UK or equivalent.

AV Equipment

Transmitters- Approximately 46 transmitters are required to interface with current input devices. 7 transmitters will interface with composite video formats, and 34 will interface to DVI-D or HDMI. Transmitters must be capable of carrying both audio and video signals. Preferred Crestron DigitalMedia 8G Fiber Transmitter 201 (PN: DM-TX-201-S) for DVI-D and HDMI inputs and Crestron BNC Analog Video Input Card for Digital Media Switchers (PN: DMC-VID-BNC) with DigitalMedia Card Interface (PN: DMCI) for analog inputs or equivilent.

Receivers- 31 receivers are required to interface with current output devices. 27 are DVI-D format and 4 are HDMI. Receivers must be capable of carrying both audio and video signals. Preferred Crestron DigitalMedia 8G Fiber Receiver and Room Controller 100 (PN: DM-RMC-100-S) for DVI-D and HDMI outputs or equivilent.

Interface requirements- Legacy equipment that must be interfaced with include: Crestron TPS-12G-QM Touch Panel, Crestron Pro2 Control Processor, Aminet110H Mpeg2 Decoder, Panasonic PT-D5700U Projector, JVC SR-MV55 DVD/VCR, Contemporary Research 232-ATSC HDTV Tuner, and RGB Spectrum QuadView XL Image Processor.

AV Switcher- Switcher must provide 25% expansion capability over and above identified inputs and outputs and must be Ethernet addressable. Switcher must provide for both audio and video routing, must have a modular architecture, and chassis expandability. It must also support backward compatibility, provide easy setup and configuration, and possess redundant power supplies. AV switcher must be capable of routing both audio and video signals. Preferred Crestron 32x32 DigitalMedia Switcher w/ Redundant Power Supply (PN: DM-MD32X32-RPS), Crestron DigitalMedia8G Fiber Input Card for DM Switchers (PN: DMC-S), and Crestron DigitalMedia Switcher Output Card (PN: DMCO) or equivilent.

Control integration- Integrate 2 legacy Crestron TPS-12G-QM touchpanels into auditorium and 2 new requested touchpanels into control interface. Preferred new touch panels to be Crestron Isys 12” Tilt Touchpanel Media Center (PN: TPMC-12) or equivalent.

Destination Connectivity

Hallway at Rm 242- RCV HDMI connection, SC MM Fiber.

Hallway at Rm 223- RCV HDMI connection to SC MM Fiber.

Auditorium Rm 233- RCV DVI-D and HDMI to SC MM Fiber. XMT composite video and DVI-D to SC MM Fiber. Components integrated in this room include: Crestron TPS-12G-QM Touch Panel, Crestron Pro2 Control Processor, Panasonic PT-D5700U Projector, and JVC SR-MV55 DVD/VCR, Sharp Aquos HDTV.

Operations Floor Rm 213- RCV DVI-D connection and SC 62.5/125 MM Fiber.

Server Room Rm 217- RCV HDMI connections to SC 62.5/125 MM Fiber. XMT composite video, and 1 DVI-D to SC 62.5/125 MM Fiber.
