Solicitation W9124V19B0002 – CONSTRUCT AIRCRAFT APRON Project JKSE 169101
Responses to Questions as of 16 August 2019
1. Question: Does the Apron need to be installed this 2019 season.
Answer: Final acceptance of the project is 15 October 2020.
2. Question: With the additions of M5 – M8 will an update to the Airfield Lighting Control & Monitoring System be required? If so who is responsible contractor or owner?
Answer: After consultation with GFIA and MTANG, the lighting changes associated with the base bid (Taxiways M5-M7) should have no impact to the lighting control and monitoring system.
Although the configuration changes slightly, the lighting circuit’s function will not change.
M-8 lighting changes are addressed in Amendment 0001.
3. Question: Plan sheet E-102 Note 3 mentions possible adjustments or interruptions to 2-4” existing conduits. If adjustments or interruptions are required how will this work be paid?
Answer: It was confirmed with GFIA on 8/1/19 that these conduits have been abandoned in place.
However, the Airport wants to maintain them and so they are to be protected in place. Exact depths of the conduits as they transition through the site are unknown, however, from as-built drawings it is believed they are not CLSM encased. They are likely located at a depth that coincides with the bottom of the pavement section (within the base course). Amendment 0001 will clarify that the existing conduits will need to be CLSM encased under any new pavement sections.
4. Question: Plan sheet E-203 Note 22 requires providing a new traffic rated cover for existing pull box. Please provide traffic rating requirements for this new cover. Also are there any drawings, dimensions, and photos of the existing pull box?
Answer: Flag Note #22 on Sheet E203 has been modified to clarify that an extra heavy duty airport rated cover is required on the existing ground pull box. Additionally, a new Sheet E415 has been added that shows photos of the existing pull box lid, with dimensions. New Sheets E203 and E415 are included with Amendment 0001.
5. Question: Can the Auto CAD files be provided for the project plans?
Answer: No
6. Question: Can specification section 321215/2.1.3 Material Transfer Vehicle be eliminated from the project specifications? A material transfer vehicle can improve the smoothness of the asphalt pavement surface and correct aggregate segregation of the hot mix, but the cost to provide a material transfer vehicle to perform the relatively small asphalt paving areas associated with this project seams excessive and unnecessary. The contract documents will ensure the final asphalt surface will meet specified smoothness tolerances whether the asphalt paving is placed with or without a vehicle transfer vehicle.
Answer: Yes, the requirement of the self-propelled material transfer vehicle for this project is eliminated. As noted in the question, the material transfer vehicle does lead to smoother pavements, as it eliminates “stop and go” or “end-dump” paving; however, the project still contains smoothness requirements that will dictate a high quality finished product.
7. Question: Note 8 Sheet E202: Is the horizontal 4” PVC run from the transformer to the pull box SW of the removed buildings part of the base bid or ABI #1? (The vertical run that travels under the apron connection has a note indicating it is part of ABI #1, but the horizontal run it connects to does not.)
Answer: All conduit runs shall be provided under the base bid.
8. Question: (a) Will temporary taxiway lighting for the removed runway lights need to be provided? Does the area where the lights are removed need to be lit or does the temporary connection of remaining lighting just need to be done? (b) If we need temporary taxiway lighting can the wire and conduit lay on the ground?
Answer: (a) No, the temporary lighting circuit will be “connected” in order to maintain the remaining circuit (along the open section of taxiway). The taxiway portion where the temporary circuit is placed will be closed, and no additional lights are necessary / required. (b) The Contractor will need to determine and complete this work in accordance with the National Electric Code. The circuit is considered high voltage, as it is operated by a Constant Current Regulator. The Contractor will have to maintain control over the temporary system. Contractor may direct bury temporary cable or may install it above ground in conduit and then monitor access (to make sure an airport employee doesn’t drive over it for instance).
9. Question: The lighting system schedules on sheet E205:
Where are Pole M1 & M2?
What does Pole 5 refer to?
Answer: M1 and M2 are referring to the fixtures that shall be mounted to Building 80, or location ‘P3’ on Sheet E204. Pole 5 line is just being used as a summary line to total fixture quantity and load values. There is no physical Pole #5.
10. Question: Flag note 2 sheet E202 states “Drivers for the new luminaries to be remotely located in a NEMA 3R Enclosure located adjacent to the new lighting controls enclosure on the concrete pedestal.”
Does this mean you want 2 enclosure on the pedestal? The notes for the other two light poles/pedestals (Flag Note 3 &4 Sheet E203) don’t have this same language, are they the same? Do the drivers and lighting controls have to be in separate enclosure for just one location or do all three have to be separate?
Or can the lighting controls and drivers be installed in the same enclosure for all three locations?
Answer: Under basis-of-design, Musco light fixtures will be supplied with a driver cabinet that shall be mounted to existing pole, and the lighting contactors, H-O-A switches, etc. shall be mounted within enclosure on pedestal base next to light pole. For lights installed on Building 80, all of these cabinets will be mounted on exterior wall of Building 80. Please see picture below that reflects installation for all (3) light poles. If using a different lighting manufacturer other than Musco, light fixture remote drivers may be mounted within same enclosure as lighting contactors, H-O-A switches, etc. on pedestal base next to light pole.
11. Question: The jointing plan shown on plan sheet C203 looks as the concrete panels will have the dimensions of 20 feet longitudinal by 10 feet transverse. According to ACI, the maximum ratio of length to width of a concrete slab should not exceed 1.5 to 1 (length to width). It appears the ratio of the final slab dimensions as shown will be 2 to 1. Let me know if I am looking at the plans correctly.
Answer: The standard panel size is 20’ x 20’. The dashed lines between the panels, as shown on C203, tie to the legend dictating the joint types in the sample layout. The dashed lines are not joints themselves. Any panels that are beyond a 1.25 to 1 (length to width) ratio are shown as fully reinforced.
These only occur in the panels adjacent to the trench drain system. Please also note that the jointing plan on C203 is a sample plan developed to show the Bidder / Contractor what type of joint shall be required for all instances (contraction, construction, and isolation joints). The sample assumes a paving lane width of 40’, where the Contractor would then cut a longitudinal contraction joint. An option would be to pave at 20’ widths and all longitudinal joints would then be construction joints. The sample plan on C203 was drawn to show the Contractor the type of joints required for all instances and leave it open to the Contractor to determine the best fit paving plan, while meeting the specified requirements.
12. Question: Plan Sheet E408 – Please provide dimensions required for new pull box and hand holes.
Answer: Hand hole is another term for a pull box. All boxes are pull boxes and are to be equal to New Castle Polymer 1118 with an 18” depth.
13. Question: Plan Sheet E203 – Note 17 mentions 2” conduit and refers to one line drawing on page E4.0 Plan page E400 contains the one line drawing and calls out 3” conduit. Please clarify.
Answer: The 3” conduit shown on the one line diagram is correct for the new panel feeders. The 2” conduit is for the light pole circuits.
14. Question: Plan Sheet E203 – Note 25 mentions interior lighting control stations at MOCC and BDOC on campus. Please define these abbreviations as they do not appear in the list on page C000 or E002. Also what is the anticipated extent of electrical work at these locations for placement of the lighting control stations and antennas?
Answer: MOCC = Military Operations Command Center, located in Building 25
BDOC = Base Defense Operations Center, located in Building 63
Installation of antenna, controller and manual controls at each location as shown on “Interior Lighting Control Schematic” on Sheet E411.
15. Question: Plan Sheet E104 Detail A – Detail lists L-868B load bearing light base cans in the paved shoulders. Please verify load bearing cans specified in the paved shoulders are the correct application.
Answer: All junction cans shall be changed to L-867B.
16. Question: Plan Sheet E408 – Please clarify which detail is designated the hand hole and which is the pull box. Also please designate on the drawings where each application applies. We do not believe pull box manufacturers will provide an aircraft rated cover for an open bottom pull box. Please clarify the application for the open bottom pull box.
Answer: Hand hole is another term for a pull box. All boxes are pull boxes and are to be equal to New Castle Polymer 1118 with an 18” depth. All new pull boxes are to be heavy duty traffic rated (not aircraft rated). The only pull box that requires an aircraft rated cover is an existing pull box, as shown on the amended Sheet E203 (Note #22) which is included in Amendment 0001.
17. Question: Plan Sheet E-100 – Will the sign to be removed and reset need to be set temporary for A-5 & MIL Ramp when T/W A is open? If so please show location and if it needs to be illuminated or not.
Answer: Note #3 on Sheet E100 addresses the requirements for temporary lighting and signage in existing locations.
18. Question: Plan Sheet E104 – Design calls out for a L-868B load bearing can for the sign foundation. Is this correct? Typically a L-867 B or D for sign foundations.
Answer: All junction cans for lights and lighted signs shall be changed to L-867B.
19. Question: What is the final date to submit questions?
Answer: 14 August 2019, 1:00 PM
20. Question: We are bidding on the 1" x 16" dowels for the Mtang C-130 Apron project but I don't see any call outs for them. Could you check with the engineers and see if they can get me one. I'm needing what type of material they are made out of, any manufacturing prints, etc.
Answer: Dowels for PCC Pavement are to be of Grade 60 steel. All other dowel requirements (i.e. epoxy-coated, non-deformed, etc.) are specified on Sheet C106 and in Technical Specification 321314.13, Part 2.9.1. See Amendment 0001
21. Question: The dimension ("3/4" MIN.") at the bottom of the expansion joint detail located on plan sheet C106 contradicts the dimensions shown at the top of the detail ("1/2" MIN., 5/8" MAX.")
Answer: Delete the “3/4” MIN” dimension shown at the bottom of the expansion joint detail.
Joint width to be between 1/2” and 5/8”, as shown at the top of the detail. See Amendment 0001
22. Question: A question from a fencing contractor: there are some discrepancies in the fencing details vs. the specs, specifically with pipe sizing. The details call for a 6 5/8” end post, 4” brace post, 2 3/8” lines, and 1 7/8” rail. The specs call out for smaller diameter pipe on all of those, and also calls for a mid-rail for fencing that is over 6’ tall (which the details do not). Also, is there a specific type of temporary fencing that they will require, or is it just the standard 6’ w/out barbwire?
Answer: All pipe sizes (end posts, brace posts, line posts and rail) for new chain link fencing shall be in accordance with Sheet F101. And Section 323113, Part 2.2.6 is deleted - center rails are not required between line posts. Temporary fencing to be standard 6-ft without barbwire. See Amendment
23. Question: Plan sheet E-102 & 103 note 1 calls out “stranded solid” copper conductor for counterpoise. Details A, B, & C on E-102 list as solid. FAA AC 150/5370-10H requires solid for counterpoise and stranded for grounding bond. Please clarify.
Answer: Delete the word “stranded” from Note 1 on Sheets E102 and E103. All counterpoise shall be solid copper. See Amendment 0001
24. Question: On plan sheet E102 detail “A”, please verify depth of conduit. It is shown at 3’ deep however TWEL base cans are 2’ deep, except for those called out with extensions. Is it the intention to transition conduit up 12” at each TWEL base can or is 3’ in detail “A” a typo?
Answer: Sheet E102, Detail A, depth of bury shall be amended to 2’-0”. The copper counterpoise shall remain 4” – 6” TYP above the top of conduit. Sheet E102, Detail C, shall be amended to show 24” depth under the shoulder pavement, requiring the shoulder conduit to bend downwards to the required depth beneath the taxiway pavements. See Amendment 0001
25. Question: What is the thickness of the existing flexible pavement to be removed shown on sheet C100 and C101, south of the OFA line?
Answer: The thickness of the existing flexible pavement in the areas south of the OFA line is unknown.
26. Question: Detail D/C104 shows a 1' extension of the gravel base for shoulder connection. Spec section 321123, 3.10 says "place approved material along the outer edges of the base course in sufficient quantity to compact to the thickness of the course being constructed. When....simultaneously roll and compact at least a 2 foot width of this shoulder material..." Which is correct?
Answer: A 1’ gravel shoulder is required. A 2’ minimum width of shoulder material shall be compacted simultaneously with each lift of base course or drainage material (3’ for drainage material).
This is simply to “contain” each lift of the base courses and can include the natural subgrade in fill areas.
It is not applicable in cut areas which is contained as part of the cut.
27. Question: Item T-905-2.1 Topsoil reads "the topsoil...shall have a pH of approximately 5.5 pH to
7.6 pH, when tested....The organic content shall be not less than 3% nor more than 20% as determined.."
What is the pH and organic content of the existing topsoil to be stripped? What is an acceptable pH?
Answer: These requirements only apply when furnishing topsoil from off-site. Stripping, stockpiling, and placing topsoil from on-site shall not require pH testing.
28. Question: Typical section note 1 on sheet C104 says that base course may be used in lieu of rapid draining material provided it meets the subsurface drainage requirements and UFC 3-230-01.
What subsurface drainage requirements is this referring to?
UFC 3-230-01 is the Unified Facilities Criteria for water distribution and storage. What part of UFC 3- 230-01 is the base course supposed to meet? Base course is not discussed in UFC 3-230-01.
Answer: Response pending
29. Question: 310000 3.3.1 states "Finish (furnish) shoring, including sheet piling...adjacent paving" Is shoring required at the connection to the existing concrete apron?
Answer: Shoring is not required. “Benching” may be necessary and caution must be utilized to prevent undercutting of the existing concrete apron.
30. Question: 310000 3.3.2 states to hire a professional geotechnical engineer to provide inspections of excavation and soil/groundwater conditions throughout construction" This is included in the shoring section - is the geotechnical engineer requirement for any excavation or only if shoring is being utilized?
Answer: This section is only in reference to shoring and is not required.
31. Question: Section 31000.1.1.5 Select granular material states "provide unit prices which include furnishing and placing the granular material, excavation and disposal of unsatisfactory material". Where are the unit prices to be included on the solicitation?
Earthwork 310000 1.1 Measurement and 1.2 Payment procedures state that payment will be at the contract unit prices. Are we to provide unit prices for excavation items?
Answer: No unit prices are to be provided. The project is bid as five lump sum items (one Base Bid and four ABI’s)
32. Question: Section 3.4 of aggregate base course/base course for rigid and subbases for flexible paving states "stabilize by mixing the overlying course material into the underlying course and compacting by approved methods." Please provide the approved methods. How is compaction measured on a blended course?
Answer: Section 321120, Part 3.4 is only referencing methods for improving unstable subgrade conditions prior to placement of the base course section(s). If subgrade stabilization is necessary due to unstable subgrades, the Engineer will determine the required method of stabilization. Likely it would be complete removal and replacement rather than blending. If blending is determined to be utilized a moisture / density relationship (proctor) would be required of the blended material.
33. Question: The base course drainage layer is to be placed on top of the geotextile per the typical pavement section. Geotextile (section 310519 3.7 states "No equipment shall be operated directly on top of the geotextile....use equipment with ground pressures less than 7 psi to place the first lift over the geotextile. A minimum of 12 inches of soil shall be maintained between full-scale construction equipment and the geotextile." Base course drainage layer (section 321123) 1.4.2 says to use an asphalt paving machine to place drainage layer material."
1. How is the material supposed to be placed with an asphalt paving machine/delivery trucks (ground pressures > 7 psi) if equipment is not allowed on top of the geotextile?
2. The base course drainage layer is only 4" thick. How is the bottom 8" of base/subbase/aggregate base layer supposed to be installed without the use of full-scale construction equipment?
Answer: (1) Per 321123.23 alternate methods of placement will be utilized to avoid vehicular traffic directly atop the geotextile. The Contractor shall “end dump and bull doze” the material into place in a manner to prevent segregation of the base course drainage material.
(2) Response pending
34. Question: Detail "A" found on plan sheet C110 requires a Type 2 pipe bedding for storm drain pipe. The project specifications define pipe bedding in specifications 310000/3.9.1.3 < Caution-http://3.9.1.3 >, D-705/3.2, and MPW 02221/2.1.C. Which bedding specification is required?
Answer: Trench excavation and backfill for storm drain piping shall meet MPW 02221. The D- 705 specification is specific to pipe underdrains and is a porous backfill material.
35. Question: Detail "E" DOWELED plan sheet C106 shows the dowel to be painted and oiled. The specification 321314/2.9.1 states "Dowel bars are required to be epoxy coated in conformance with ASTM A775/A775M, to include the ends." Which type of coating is required?
Answer: Dowels are to be epoxy coated and oiled.
36. Question: Specification section 321215 subsection 3.10.3.d requires DIAMOND GRINDING of the asphalt paving adjacent to the concrete apron. Will the diamond grinding cause a future F.O.D. issue?
Answer: Diamond grinding is also the specified practice for all FAA airport pavement projects.
37. Question: Is there a specification regarding Controlled Low Strength Material for this project? Spec section L-110-2.8 references a P-153 specification which is not included in the project specifications.
Answer: The Controlled Low Strength Material is to meet FAA specification P-153. This spec section will be provided in an Amendment.
