Questions & Answers—

1- Please clarify the cost breakout required in the submission. Specifically: 1. In the PWS, Paragraph 1.4.4. discusses allowable costs, including travel, lodging, meals, and incidentals, yet Paragraph 1.6.15 states that ‘travel expenses for all contractor personnel / instructors shall be included in the course cost and shall not be separately priced. This must include travel, lodging, and the equivalent of per diem costs.’ 2. The Seller Attachment(s) instructions discusses ‘non-pricing information’ and states, ‘An itemized breakdown of the pricing must all be provided and should show base labor rates associated with each labor category.’ In addition, the paragraph describes common indirect rates (‘Labor Overhead, Fringe Benefits, General and Administrative (G&A), etc.’) and states, ‘In the proposal, show each individual rate and describe the allocation base.’ This is possible with a firm fixed price, with, for example, a target class size (50) and a maximum class size (60); however, Paragraph 5.1 states the price will be based on a tuition fee per student in order to allow students to be added to the class at an additional cost to the minimum class size.’

RESPONSE: As is evidenced by the CLIN structure the entire price for the course must be listed as one amount to include all costs. However, it is still necessary to have an itemized breakdown of the pricing which shows in detail what the individual costs making up the line item total are. Ideally, the total price for the course should be provided in the line item, with the breakdown included as a separate attachment. The references to the indirect labor rates are meant to serve as an example of the type of detail and information required when providing a breakdown of the prices and are only necessary when applicable. The final price quoted should be a reflection of all the requirements listed in the PWS.
